Call to Order
Brandi Brooks, SACIE Vice-Chair, delayed the start of the meeting as the membership was having
difficulty with locating the facility and parking. Ms. Brooks called the meeting to order at 10:10 a.m.
welcoming members and guests; but opting to postpone the roll call until a quorum was present.

Garry Morgan, Program Assistant, NCSU, Office for Institutional Equity and Diversity welcomed SACIE
to the University and to its Arboretum. Garry works for Ian Stroud, Assistant Director for Native
American Student Affairs to recruit students, retain students and to ensure students are successful at NC
State.
Announcement/Update: A notice from Debora Williams stated that the Higher Education representative
for SACIE should officially be approved by the January 2014 meeting of the Board of Governors.
SACIE Roles and Responsibilities:
Brandi Brooks discussed SACIE’s roles and responsibilities to those present:

State Board of Education /TCS-B-001: details how the SACIE membership shall be established
(August 2013 SBE minutes/pages 48, 49 and 50).
•
Dr. Richardson, SACIE Liaison, SBE: contracted to work with SBE; major task is the strategic
plan of action and annual report to the SBE.

Susan Silver, DPI liaison: Assist SACIE with educational resources, annual report to the SBE
and also communications between SACIE and the SBE.

Section IV of the SACIE By-laws (page 2) details the membership responsibilities. The SACIE
appointee’s priority is to keep his/her nominating organization effectively informed of all SACIE
activities.

The Chair and the Vice-Chair present the annual report to the SBE.
Dr. Oxendine explained the process of contacting and using the SACIE sub-committees to move items
faster through the SBE (i.e., changes in curriculum effecting Indian children and their communities).
SACIE provides solutions and answers: teacher retention, student grades, etc.

A quorum is present / official roll call was administered by Brandi Brooks.

The nominations were closed. Ballots were distributed and collected. Ballots were tallied by Susan

Approval of Minutes of August 15, 2013:
Edits: Margo Howard is a council member (sworn in at 8/15/13 meeting); Angela Lynch and Veronica
Graham were not present; Laura Crumpler’s title is: Attorney General’s office.
Motion by Kamyio Lanning, seconded by Sharon Williams to approve the minutes with the changes
noted. Motion carried.
Brandi Brooks turned over the meeting to the new Chair, Kamyio Lanning.

Presentation:
Susan Silver, Instructional Review Coach Team Lead: Department of Public Instruction / District and
School Transformation / Common Core State Standards:

The District and School Transformation Division works with the lowest 5% of the schools in the
State of North Carolina. The Race to the Top mandate was for 118 schools. At this time, DST is
working with 12 districts, 66 Elementary schools, 23 Middle Schools and 22 High Schools.
Where there is a tribal base – DST is serving those lowest 5% with the exception of Sampson
and Clinton City.
DST / Comprehensive Needs Assessment (CNA) – team of 4 reviewers over a two day period
establishes an education base line of how a school is impacting student learning.
The schools are being impacted by the decisions of the central / district offices.
Workshops and Professional Developments have been conducted on the Common Core
throughout the State of NC. K-5 developmentally appropriate practices are very rigorous.
First year for testing after the implementation of Common Core (See handout).

NC State University provided a notary. Veronica Graham and Sharon Williams were sworn in as new
members of SACIE.

Current testing data for districts with Title VII programs shared.

Updates / State Board of Education:
Dr. Oxendine commented that the State Board of Education fully supports the work of this council.
•
Public education is moving into new territory:
o SBE is grappling with elimination of teacher tenure
o Legislation to protect teaching jobs for diverse teachers
o 4 year contract vs 1 year contract
o By law, 25% of teachers will get a 4 year contract, superintendents will keep quality teachers
•
SBE working collaboratively to find resources/monies to give teachers an increase in salary. It
has been several years since a teachers’ income was supplemented.
•
Budget question: Are vouchers on the agenda for North Carolina’s General Assembly? (NOTE:
have vouchers on the agenda for the next meeting and have the legislative reps address this
issue.)

NC Commission on Indian Affairs, Dorothy Crowe:
•

Dorothy Crowe is concerned about the Indian population per school as indicated in the SACIE
annual report. 5 year ratings better than 1 year. She shared concerns that the student population
does not fill out the racial information accurately. Some students who self-identify as American
Indian’s when filling out background information on assessments are actually not American
Indian’s as identified by State tribal groups and organizations; statistically speaking. How can we
get an accurate account?
SBE to verify hard facts and send to Debora Williams.

Meeting resumed at 1:20 p.m.
Discussion held on the First American Indian Education Summit, November 6, 2013. SACIE members
did receive the results of the evaluations from the summit. It was suggested by Dorothy Crowe that
Darlene Ranson and Elizabeth Mitchell report back to SACIE with the positive and negative responses
from the Summit. There was great representation from the tribes but not from the
LEA’s/Superintendents. The Council agreed to give additional thought to the continuation of this effort.
Annual Report Discussion / Planning Session – Dr. Ogletree Richardson

Title suggestions were previously submitted to Dr. Richardson and sub-committees were
established to work on the annual report.
Brandi Brooks reviewed key words and common themes of previous reports from 20062011.

o Building Relationship, Partnerships and Outreach
o Climate and Culture
o Curriculum and Educational resources
o Policy Development, Standards
o Education Summit
Suggested title: “New Vision for Native Children” to align with SBE goals as a new
strategic plan will be in place by spring of 2014.
Motion by Margo Howard, and seconded by Kathy Chavis to accept the suggested title, “New Vision for
Native Children” on this year’s annual report. Motion carried.
The Council divided into smaller groups to discuss the common themes from previous annual reports.
NOTE: Collaborative Conference for Student Achievement will be held on March 3-5, 2014.
Discussion held on future meeting dates. Kara Stewart suggested waiting until after the school calendars
are set before setting the dates for 2014-15.

Motion by Alisa Hunt-Lowery and seconded by Kathy Chavis to approve the upcoming meeting dates as
listed above. Motion carried.
SACIE’s annual report is scheduled to be presented at the March 2014 meeting of the State Board of
Education. Dr. Richardson asked that high resolution pictures be submitted for the annual report (NOTE:
Photo release forms must be on file.). Children should be pictured in both tribal and learning
settings…..both worlds.
Motion by Brandi Brooks and seconded by Trina Bennett that the meeting adjourn at 2:19 p.m. Motion
carried.
