Introduction
All West Virginia counties have joined the nationwide Campaign for Grade-Level Reading (GLR),
committing to work collaboratively to increase the number of children reading at grade level by the
end of third grade. West Virginia was announced as a statewide campaign partner in January 2015,
and now, all 55 counties have made a commitment to the national effort.
The Campaign for Grade-Level Reading is dedicated to narrowing the gap between children from
low-income families and their more affluent peers. According to the U.S. Department of Education,
that gap has widened significantly in recent years, with 80 percent of low-income students failing to
read proficiently in fourth grade compared to 49 percent of their more affluent peers. Membership in
the GLR Communities Network gives counties access to experts and policymakers focused on the
issue, assistance in addressing the challenges that keep many children from learning to read and
opportunities to share and learn with similar communities.
“As part of the One Voice. One Focus. All Students Achieving vision plan, West Virginia schools will
provide a statewide early childhood focus where we teach every child to read, on grade level, by third
grade, and where pre-literacy development is essential to closing achievement gaps,” said Michael
Martirano, state superintendent of schools. “The WVDE is well-poised to move forward with the West
Virginia Leaders of Literacy: Campaign for Grade Level Reading through a comprehensive approach
to early literacy that includes an emphasis on all content areas of development in school, as well as
strengthening school readiness efforts, promoting positive attendance patterns, and providing access
to high-quality, sustained extended day and extended year learning opportunities.”
Each county in West Virginia has developed a formal plan to address the underlying challenges that
can keep young children, especially those from low-income families, from learning to read well:
• School readiness - too many children are entering kindergarten already behind
• School attendance - too many children are missing too many days of school
• Extended learning opportunities - too many children are losing ground academically over
the summer
• High quality instruction – while schools cannot do it alone, there is an obligation to support
increased teacher expertise which is the factor most closely related to student achievement
The Campaign for GLR is a collaborative effort of funders, non-profit partners, business leaders,
government agencies, states and communities across the nation to ensure that many more children
from low-income families succeed in school and graduate prepared for college, a career, and active
citizenship.

Purpose
The intent of the 2016 West Virginia Leaders of Literacy: Campaign for Grade-Level Reading Resource
Guide is to provide County Grade-Level Reading Teams and stakeholders with a comprehensive
list of local, state, and national partners and resources available to support the initiatives outlined in
each county’s Action Plan. This edition provides information to support implementation of projects,
initiatives, and strategies for each component of the Campaign: School Readiness, Attendance,
Extended Learning, High Quality Instruction, as well as Funding.
The information included in this guide was provided by the organizations. The editors of the guide
endeavored to preserve the integrity of the information provided while also maintaining a sense of
cohesiveness to the document.

in all partnerships, projects, and initiatives. Engaged communities must be mobilized to remove

and Follansbee Branch. The 1,000 Books Before Kindergarten program is a nationwide challenge that
encourages parents and caregivers to regularly read aloud to their children. By reading just one book
a night, families can reach the 1,000-book goal in three years and provide their children essential early
literacy skills.

childhood. Reading to children from an early age can help close the vocabulary gap and prepare

»» Communities In Schools of Greenbrier County (CISGC) is an on-site, dropout prevention program
that collaborates with teachers, principals, counselors, families and community members to help
students overcome barriers to their academic success. CISGC’s programs address a variety of
factors based on specific student and school needs. Site Coordinators work with referred students
one-on-one while also brokering programming for school-wide events, classroom workshops,
parent engagement, college & career preparation and many other areas of need. CISGC Site
Coordinators manage mentoring programs for each school, connecting community volunteers
with students. The mentors offer academic assistance and serve as positive role models for
their students. CISGC leverages local resources to address students’ needs so that they can be
successful both in and out of the classroom.

access to books and reading during their early stages of development. In conjunction with this
need and in correlation with Monroe County School’s Campaign for Grade Level Reading, the goal

»» Reading Roundup puts an age-appropriate paperback book, along with a library card application,
Read Aloud pamphlet and a recommended reading list, in the hands of all children who register for
kindergarten in Kanawha County.
»» Food for Thought provides inexpensive new books to several elementary schools each year.
The books sell for $1 each at a special book fair in January. The intention is that for the price of
a snack, children who may never have had the opportunity to buy their own books, can begin to
choose books for themselves and invest in it. Schools are chosen based on their proportion of
low-income students, enrollment and specific need. Each school receives 10 copies of 50 titles.
Schools reimburse Read Aloud for $250 to use towards next year’s program to feed the minds of
children in the county.

»» Early Steps to School Success provides education and family support through home visits, group
meetings, school connections, a book exchange, and community events. Save the Children Early
Childhood Program Specialists work directly with locally hired paraprofessionals who are trained
and become Early Childhood Coordinators to implement the following components:

• Transition to Kindergarten
• Book Exchange, all children, birth to five, enrolled in ESSS participate in the Early Steps Book
Exchange. For 3 to 5 year olds, ESSS program staff partner with a local agency, usually a
center-based Head Start or State Preschool program, and provide the Book Exchange to a
classroom of children. Each week the Early Childhood Coordinator provides the child with
a book bag and models with the parent/caregiver the following topics age and culturally
appropriate books as well as training for parents/caregivers in dialogic reading.
• ESSS Early Childhood Coordinators are hired from the community, and Save the Children
trains and supports them by letting them know what services are available and how they
can connect families to the services in respectful, culturally appropriate ways. ESSS Early
Childhood Coordinators teach families to build local resource connections so that they are able
to advocate for themselves in a sustainable way--with services that will continue to be there for
them in their community.

A program for families with children from the prenatal stage of life to six years of age or Kindergarten Entry.
This program provides information and ideas for activities to enhance your child’s development, information
for age appropriate behavior, developmental screenings and family support through monthly home or center
based visits utilizing the nationally accredited Born to Learn curriculum. Enroll your child today!
• Weekly Play Groups – Families with children from the walking stage of life to Kindergarten Entry enjoy an
hour of play time and socialization, story time, music and a hot lunch from the school cafeteria. Children
learn school type of behaviors as they learn to sit for story time and walk in line to the cafeteria to receive
their lunch.
• Monthly Group Meetings – Topics regarding child development, healthy lifestyles and safety issues are
discussed in a group setting with fun family activities.
• Developmental Screenings - Screenings are provided upon entrance to the program and then once a
year on the child’s birthday. Screenings are good for detecting strengths and weaknesses in a child’s
development. When red flags are detected referrals are made to an Early Intervention Program for
further evaluation and treatment if needed in order to insure Kindergarten readiness.
OTHER SERVICES:
• Baby Pantry – Located at the Chesapeake City Hall and in partnership with the Upper Kanawha Valley
Improvement Council/Capitol Resource Agency and Community Volunteers. The pantry is open on
Wednesdays from 9:30 a.m. to noon and serves families with children sizes newborn to 5T. Other items
such as household items, toys, books, formula, baby food, diapers, etc. are stocked as donations
permit. The pantry runs off of community donations of new or gently used items.
• Information & Referrals –A service that links families with community services and agencies.
• Family Literacy – The Family Story Teller is an education program using children’s literature. This six
week program offers free books and story stretcher activities to promote comprehension, bonding and
more.
• Fall Kiddie Health and Information Fair – Provides information and materials from an array of agencies
about health, safety and education for the entire family. Activities such as hay rides, pumpkin decorating
and more are available for families.
• Teen Pregnancy Program - A program designed specifically for teens. A specific research based
and nationally accredited curriculum is utilized to deliver information to support teen parents through
the many challenges that they may incur between being healthy and completing their unique goals.
Additionally, resources provided to teens are local resources geared to our teens.
• Lactation Consultation - Our lactation consultant, Andrea McCune, is a breastfeeding specialist trained
to teach mothers how to feed their baby. She is trained to help women experiencing breastfeeding
problems, such as latching difficulties, painful nursing, and low milk production. If you have questions
about breast feeding or need help you can give Andrea a call at 304-595-5521.
• Circle of Parents - Circle of Parents meets on a weekly basis in the center. It is a friendly, parent led and
supportive environment. It’s a place where anyone in a parenting role can openly discuss the successes
and challenges of raising children. Often times parents have said they would just like to have other
adults to talk to. This program presents the perfect opportunity. Also, available is a children’s program
separate from the parents room. Children learn social skills and enjoy children’s crafts and story time. A
similar program is available and geared towards teens. Call 304-595-5521 for more information.
• Baby Safety Shower - This event takes place in the spring and offers an array of information about
the health and safety of infants with emphasis on breast feeding and safe sleep. Exhibitors with
local resources for our youngest families are available. Games, food and prizes are an attraction that
everyone enjoys.

• WV Birth to Three is a statewide system of services and supports for children under age three
who have a delay in their development, or may be at risk of having a delay, and their family.
The Department of Health and Human Resources, through the Bureau for Public Health and the
Office of Maternal, Child and Family Health, WV Birth to Three, as the lead agency for Part C of
the Individuals with Disabilities Education Act (IDEA), assures that family centered, community
based services are available to all eligible children and families.
»» Who is eligible?
• To be eligible for WV Birth to Three services, an infant or toddler under the age of three can
either have a delay in one or more areas of their development, or be at risk of possibly having
delays in the future.
• A child may have delays in one or more of the following areas:
»» Cognitive - thinking and learning
»» Physical - moving, seeing and hearing
»» Social/emotional - feeling, coping, getting along with others
»» Adaptive - doing things for him/herself
»» Communication - understanding and communicating with others
• A child may have risk factors such as:
»» A condition which is typically associated with a developmental delay such as Down
Syndrome; or
»» A combination of biological and other risk factors. Some of these factors may include family
stressors.

Indicators tracked include reading and math proficiency as well as economic indicators like
