The art and science of getting things done through

It is a science because there are well established
principles that are necessary to the operation of a
library. 图书馆管理之所以是一门科学，是因为
一个图书馆的运作需要一套基本原理。
It is an art because the manager must exercise
social and emotional intelligence to get things done
efficiently and effectively. 图书馆管理之所以是
一门艺术，是因为为了有效并高效地完成任务

1956年颁布的《图书馆服务和技术法案》》
（LSA，Library Service Act）将图书馆服务的
宗旨概括为三点：1）促进各类图书馆在服务上
的不断完善，以便更好地服务美国民众；2）为
公民在获取各类图书馆资源上提供方便，从而
培养有良好教育、熟捻信息的公民；3）鼓励各
类图书馆间的资源共享，为市民提供高效益的
图书馆服务。

香槟市公共图书馆的经费主要来自以下几个方面：
 市政经费，全市财政收入的6%用于图书馆；
 伊利诺伊州财政经 费，如果图书馆的开放时间、
服务内容、馆藏及馆际协作等达到州图书馆的评
估要求，就能获得这部分经费；
 联邦政府的经费，这部分经费主要用于图书馆的
专 项建设；
 基金会筹集的经费，香槟公共图书馆每年都会筹
到10—15万美元，政府不会因筹款的多少而减少
财政经费的投入。
