POSITION: Social Worker III Adult Protective Services– Services Unit

$38,592 - $68,471
DUTIES AND RESPONSIBILITIES:
Adult Services – This position is responsible for providing Adult Services Programs to the
general public including Adult Protective Services (APS), Guardianship Services, Placement
Services, and Referral – In home aide services, Special Needs Registry, Adult Home Specialist
Services, Special Assistance In – Home Case Management, At-Risk Case Management and
Adult Day Care Services.
This position will receive and screen Adult Protective Services reports to determine if the
information meets the North Carolina General Statutes Article VI, Chapter 108-A definition to
be screened in and investigated for thorough evaluation of abuse, neglect or exploitation. The
position performs the components of Adult Protective Services, which include intake, evaluation,
and mobilization of services. This position is responsible for providing Guardianship Services
including assisting family members or other interested parties with the guardianship process
and/or filing for Guardianship when no other appropriate individual comes forward to file on an
adult who is allegedly incompetent. This position requires the ability to prepare neat, organized
and professional court reports, case records, and other required documentation. This position
must have the ability to testify as an expert witness. This position entails an extensive amount of
court involvement, including completing court reports and testifying for the agency for all adults
in the agency’s custody. Work with community agencies to provided mandated services is
essential. The position will provide placement services when an adult needs assistance with
finding a residence and/or the adult family members need assistance with placing their loved
one. Other duties include providing Adult Home Specialist services to include monitoring of all
Adult Care Home facilities in the county at least quarterly, completing complaint investigations
when warranted and providing technical assistance to the Adult Care Home facilities. The
worker provides payment/case management for a small population receiving Adult Day Care
Services and also serves as case manager for Special Assistance In-Home Services and the AtRisk Case Management program.
This position is responsible for on call duty coverage for both Child and Adult Protective
Services intervention during evenings, weekends, and holidays on a rotating basis. A knowledge
of protective services laws for adults and children and investigative procedures is required.
This position requires thorough knowledge of social work principles, techniques, and practices
and their applications to complex casework, treatment, and investigations/evaluations of alleged
abused, neglected or exploited adults; thorough knowledge of policies and procedures shown by
the ability to cite the authority of federal and state law; thorough knowledge of individual and
group behavior, family dynamics, and psychosocial problems. Must have the ability to interact
and motivate resistant, involuntary, irate client populations and the general public in a positive
manner.
This position will also provide back- up for other programs in the services unit as needed
including Children’s Services and Child Care Services.
Ability to perform manual work exerting up to 50 pounds of force occasionally and/or up to 10
pounds of force constantly to move objects and/or lifting of small children when necessary. This
position is required to be on-call one week a month 24/7 to respond to child and adult protective
services reports. Position does require occasional overnight travel and overtime as needed to
meet state mandates and timelines. Requires computer proficiency and valid North Carolina
driver’s license and car for use at work with valid insurance.
As with all positions with the Department of Social Services, this position is mandatory to serve
in shelters in time of natural and man-made disasters including overnight and weekends.
MINIMUM QUALIFICATIONS:
Masters’ Degree in Social Work (MSW) from an accredited college/university plus one year
directly related experience; Bachelor’s Degree in Social Work (BSW) from an accredited
college/university – plus one year of experience in the area of case management, assessment and
referral, supportive counseling, intervention, psycho-social therapy or treatment planning; or a
four year degree in a human service field with at least 25 semester hours of approved coursework
and two years of experience in a related area; or a four year degree and three years of related
experience. ; BSW from an accredited college/university plus two years of directly related
experience; 4-year degree from accredited college/university in a human services field plus three
years of directly related experience; or 4-year college or university degree from an accredited
college/university plus 4 years of directly related experience (Directly related experience is
defined as Human Services experience in the areas of case management, assessment and referral,
supportive counseling, intervention, psycho-social therapy, and treatment planning.
