VACANCY ANNOUNCEMENT POSITION: Social Worker INV/A&T Chowan County Department of Social Services SALARY GRADE: 68 - $40,466 - $71,842 DUTIES AND RESPONSIBILITIES: Child Protective Services – This position is responsible for taking reports of alleged child abuse, neglect and dependency and completing investigations and/or family assessments on referrals of children that are alleged to be abused, neglected, or dependent. This position also provides in home services for cases that are substantiated or found to be in need of services. This position may carry a foster care caseload and provide case management to these cases. This position entails an extensive amount of court involvement, including completing court reports and testifying for the agency about fact surrounding the case for all children in the agency’s custody. This position also requires involvement with the court, including reports to the court and pre-placement assessments. Work with community agencies to provided mandated services. This position requires thorough knowledge of social work principles, techniques, and practices and their applications to complex casework, treatment, and investigation/assessments of abused, neglected, or dependent children; thorough knowledge of policies and procedures shown by the ability to cite the authority of federal and state law; thorough knowledge of individual and group behavior, family dynamics, and psychosocial problems. Must have the ability to interact and motivate resistant, involuntary, irate client population and the general public in a positive manner. This position requires the ability to prepare neat, organized and professional court reports, case records, and other required documentation. This position must have the ability to testify as an expert witness, exceptional interview techniques to obtain all pertinent information and the ability to operate under the Multiple Response System of providing services in a family-centered, non-confrontational manner. Worker must have the ability to quickly assess the risk and safety of the client situation during daylight hours, after dark, and in high crime areas and the ability to use negotiation to resolve issues regarding risk and safety of children. Also must have the ability to analyze family situations and make decisions about removing children from their home with limited direct information and consultation. Worker must possess the ability to perform manual work exerting up to 50 pounds of force to move objects and/or lifting of a child / children and equipment when necessary. This position is required to be on-call one week a month 24/7 to respond to child and adult protective services reports. This position is also mandatory to work in county run shelters or other duties deemed necessary by the director in the event of natural or man-made disasters. Position does require occasional overnight travel and overtime as needed to meet state mandates and timelines. Requires computer proficiency; a valid North Carolina driver’s license, a car for use at work with valid insurance. This position will also provide back-up for the other programs in the services unit as needed including Adult and Child-Care Services. As with all positions with the Department of Social Services, this position is mandatory to serve in shelters in time of natural and man-made disasters including overnight and weekends. Minimum Training and Experience: MSW – Child Welfare Collaborative (child welfare positions only) MSW from an accredited college/university plus one year directly related experience; BSW from an accredited college/university – Child Welfare Collaborative plus one year of directly related experience; BSW from an accredited college/university plus two years of directly related experience; 4-year degree from accredited college/university in a human services field plus three years of directly related experience; or 4-year college or university degree from an accredited college/university plus 4 years of directly related experience (Directly related experience is defined as Human Services experience in the areas of case management, assessment and referral, supportive counseling, intervention, psycho-social therapy, and treatment planning.
