Hudson Valley Migration 2006-2008 For the two-year period ending in 2008, intra-state migration was the norm; intra-regional migration dominated. Migration with New York City (NYC) remained active with the majority of net inflows coming from Bronx County followed by New York County (Manhattan). The focus of inter-state migration was Connecticut, Florida, New Jersey, and California. Important migratory activity was recorded with Fairfield and Litchfield County, Connecticut; Bergen and Ocean County, New Jersey; and Palm Beach and Broward County, Florida. Overall, inter-state outflows exceeded inter-state inflows. Dutchess County remained the epicenter of intra-regional migration. Dutchess gained population from the southernmost counties and lost population to Columbia County in the north and Ulster County to the west. Intra-regional migration continues to track housing values - net migration favors counties with lower relative housing costs. This suggests that households in and around the region do not relocate to be closer to their place of employment but rather to lower monthly housing expenses. This idea finds further support when you examine the disjoint between the regional labor force and the number of jobs available within the region. The most active intra-state migration was with Columbia County Inflow and Outflow NY State 2006/2008 the Hudson Valley 400 region followed by 350 06-08 inflow the northern 300 counties of Albany 06-08 outflow 250 and Rensselaer and 200 the five counties of 150 New York City 100 (NYC). Intra50 regional migration accounted for 44.68% of all intrastate inflows and 38.09% of all intrastate outflows. Inflows into Columbia County from Albany and Rensselaer counties and outflows to Albany and Rensselaer from Columbia County represented 27.33% of all intra-state inflows and 40.06% Columbia County Change Inflow and Outflow of all intra-state NY State 2006/2007 and 2007/2008 40 outflows. Inflows into Columbia 30 Change Inflow County from NYC 20 Change Outflow and outflows to 10 NYC from 0 Columbia County represented 20.09% -10 of all intra-state -20 inflows and 13.21% -30 of all intra-state outflows. Between 2006 and 2008, intra-regional inflows into Columbia exceeded intra-regional outflows from Columbia by 125 households and $12.39 million of AGI. Within the region, the largest net inflow was from Dutchess County at 118 households. The single largest net outflow was to Greene County at 52 households and $1.42 million in AGI. Migration between Columbia and Westchester County resulted in a net gain of 35 households with an aggregate AGI of $4.83 million and an average household AGI of $138,029. The largest share of migration between Columbia County and NYC occurred with New York County (Manhattan) at 54.00% of all inflows, 48.94% of all outflows and 62.50% of net migration. Total migration between NYC and Columbia created a net inflow of 112 households and $22.69 million of AGI. Of this total, 70 households and $14.91 million came from households that had relocated from New York County. Migration with Albany and Rensselaer counties resulted in a net outflow of 162 households and $7.58 million of AGI or $46,790 per household. Inter-State and Foreign Migration Total inter-state and foreign migration into and out of Columbia County resulted in a net loss of 101 households and $6 million in AGI. Of this total, 63 households migrated to Massachusetts – 53 into Berkshire County and 10 into Middlesex County – and 12 households moved to Litchfield, Connecticut. Intra-State Migration Total intra-state migration into and out of Dutchess County resulted in a net gain of 1,127 households and $125.8 million in AGI. Migration with Bronx, Ulster and Westchester counties accounted for 45.64% of all intra-state inflows and 38.88% all intra-state outflows. Migration with New York City (NYC) accounted for 23.49% of all intra-state inflows, 20.24% of all intra-state outflows and 40.91% of the net intra-state inflow. In total, inflows into Dutchess County from NYC exceeded outflows to NYC by 461 households and $62.8 million in AGI. As is typical in the region, 5 Bronx County accounted for the largest share of all migratory activity between NYC and Dutchess County at 72.67% of total net flows and 34.42% of the total inflow of AGI from NYC to Dutchess. Migration with New York County (Manhattan) produced a net inflow of $16.39 million of AGI. During the same two-year period, nine more households left Dutchess for NYC than left NYC for Dutchess County. This disjoint between the net inflow of households and the net inflow of AGI occurred because the aggregate AGI of the households leaving the county was less than the aggregate AGI of the households moving into the county. Between 2006 and 2008, intra-regional (Hudson Valley) inflows into Dutchess exceeded intra-regional outflows from Dutchess by 943 households and $70.96 million in aggregate AGI. Within the region, the largest net inflow was from Westchester County, at 870 households and $63.60 million of AGI; the largest net outflow was to Ulster County at 282 households and $16.90 million of AGI. Inter-State and Foreign Migration Total inter-state and foreign migration into and out of Dutchess County resulted in a net loss of 1,504 households and $88.25 million in AGI. Over the period a Dutchess County household was 1.86 times more likely to leave the state than an out-of-state household was to move into Dutchess County. 6 VT WA TX VA TN RI SC PA OR NV OH NJ NM NC NH MD IL MA HI GA FL FR CT DC CO AZ CA For the period, four states – Connecticut, Florida, New Jersey and California – accounted for 58.82% of all inter-state inflows into Dutchess County and 52.21% of all inter-state outflows from Dutchess Dutchess County Inflow and Outflow County. The largest inter-state outflows from Dutchess County – as a percentage of total inter-state outflows – were to Florida and Connecticut. Within the tri-state region, Dutchess County lost 106 households to Connecticut –41.51% of this total moved into Litchfield County and 30.19% moved into Fairfield County. Migration with New Jersey resulted in a net loss of 59 households. Migration with Florida created the largest loss of AGI at $27.95 million. Net migration into Pasco and Brevard counties accounted for 19.17% of the total net migration between Dutchess County and Florida. The most active intrastate migration was intra-regional, followed by migration with Albany County and New York City (NYC). Between 2006 and 2008, intra-regional inflows into Greene County exceeded intraregional outflows by Greene County Inflow and Outflow NY State 2006/2008 243 450 households 400 350 and $10.85 300 million of 06-08 inflow 250 adjusted gross 200 06-08 outflow 150 income (AGI). 100 Within the 50 region, the largest net inflow was from Ulster County at 78 households and $3.47 million of AGI, followed by Dutchess County at 65 households and $2.46 million of AGI. Migration with NYC resulted in a net inflow of 120 households and $13.57 million of Greene County Change Inflow and Outflow AGI. Of this NY State 2006/2007 and 2007/2008 total, 30.33% 40 migrated from Change Inflow 30 Queens Change Outflow 20 County and 10 20.00% 0 migrated from -10 New York -20 County -30 (Manhattan). Migratory activity with Albany County resulted in a net outflow of 85 households and $1.29 million in AGI. An additional 64 households moved from Greene into Rensselaer, Saratoga ad Schenectady counties. Bronx County accounted for 54.70% (compared to 73.38% in Rockland County) of the net migratory activity between NYC and Orange County and 42.96% of the total net inflow of AGI; Queens County accounted for 19.71% of total net migration and 21.65% of the dollar inflow of AGI from NYC to Orange County. Net migration between New York County (Manhattan) and Orange County was minimal at 7.41% of total net migration. Migration between Orange County and the Hudson Valley region resulted in a net gain of 449 households and $42 million of AGI. Within the region, Orange gained 667 households and 15 $50.95 million of AGI from Rockland County; and 321 households and $22.57 million of AGI from Westchester County. Migration between Orange County and Sullivan and Ulster counties resulted in a net outflow of 514 households and a loss of $32.29 million of AGI. Over the balance of the region, outflows exceeded inflows by 25 households resulting in a net gain in AGI of $746,000. Inter-State and Foreign Migration Total inter-state and foreign migration into and out of Orange County resulted in a net loss of 3,113 households and $143.12 million in AGI. Net migration Orange County Inflow and Outflow with New Jersey by State 2006/2008 1,600 accounted for 1,400 06-08 inflow 41.36% of all 1,200 06-08 outflow inter-state inflows 1,000 and 16.20% of all 800 inter-state 600 outflows. For the 400 period, 366 more 200 households moved into Orange County from New Jersey than left Orange County for New Jersey - Bergen and Monmouth counties accounted for 48.91% and 27.32% of the net migratory flows, respectively. During the period, for every household that moved from Orange to New Jersey 1.34 households moved from New Jersey to Orange. The largest single loss of population was to Florida at 852 households and $46.73 million of AGI. The top three destinations in Florida were Palm Beach, Volusia and Broward counties at 68, 62 and 56 households, respectively. Migration between Orange and Pennsylvania resulted in a net outflow of 532 households and $31.97 million of AGI. Over the period a Putnam County household was 2.6 times more likely to leave the state than an out-of-state household was to move into Putnam County. Intra-State Migration Total intra-state migration into and out of Putnam County resulted in a net gain of 367 households and $68.90 million in AGI. Migration with Bronx, Dutchess, New York and Westchester counties accounted for 82.36% of all intra-state inflows and 82.43% all intrastate outflows. Migration between New York City (NYC) and Putnam County resulted in a net inflow of 262 households and $50.93 million of Putnam County Change Inflow and Outflow AGI. Migration with NY State 2006/2007 and 2007/2008 60 Bronx County 40 accounted for 61.07% 20 of all migratory 0 -20 activity between -40 NYC and Putnam Change Inflow -60 Change Outflow County and 27.29% -80 -100 of the total net inflow of AGI. Migration with New York County (Manhattan) was minimal at 1.91% of the net inflow. However, households that migrated from New York County to Putnam accounted for 47.19% of the net inflow of AGI. During the period, a household moving from NYC to Putnam County was 32 times more likely to come from Bronx County than New York County. Between 2006 and 2008, intra-regional inflows into Putnam exceeded intra-regional outflows from Putnam by 84 households and $13.77 million in AGI. Within the region, the largest net inflow was from Westchester County, at 658 households and $51.74 million of AGI; the largest net outflow was to Dutchess County at 523 households and $35.38 million of AGI. Inter-State and Foreign Migration Total inter-state and foreign migration into and out of Putnam County resulted in a net loss of 452 households and $30.8 million in AGI. 22 SC NJ NC MA FR FL CT CA AZ Four states – Connecticut, New Jersey, California and Florida – accounted for 96.48% of all inter-state inflows into Putnam County and 80.71% of all inter-state outflows from Putnam County. The largest Putnam County Inflow and Outflow inter-state outflows were by State 2006/2008 500 with Fairfield County, Connecticut and 400 Litchfield County, Connecticut at 149 and 300 49 households, 06-08 inflow respectively. The total 200 06-08 outflow outflow of AGI to 100 Connecticut was $18.01 million. Of this total, 69.38% or $12.50 million migrated to Fairfield County. Migration between Florida and Putnam County was unidirectional with 60 households and $4.3 million of AGI leaving Putnam for Florida. Of this total, 38 households moved into Palm Beach County. Migration between these three states resulted in a net loss of 1,040 households and $109.17 million of AGI. The largest single loss of population was to New Jersey at 509 households and $48.97 million of AGI. The most popular destinations were Bergen, Ocean and Passaic counties. Rockland County Migration between by State 2006/2008 Florida and 2000 Rockland resulted 06-08 inflow 1800 in a net loss of 455 1600 06-08 outflow households and 1400 $45.08 million of 1200 AGI. As is the norm in the region, the most active intrastate migration was intra-regional – within the Hudson Valley – and with the five counties of New York City (NYC). Intra-regional migration accounted for 62.06% of all intra-state inflows and 62.61% of all intrastate outflows. Sullivan County Change Inflow and Outflow Inflows into NY State 2006/2007 and 2007/2008 Sullivan County Change Inflow 40 from NYC and Change Outflow 30 outflows to NYC 20 10 from Sullivan 0 -10 County represented -20 29.96% of all intra-30 -40 state inflows and -50 -60 23.59% of all intrastate outflows. Between 2006 and 2008, intra-regional inflows into Sullivan exceeded intra-regional outflows by 312 households and $20.27 million of AGI. Within the region, the largest net inflow was from Orange County at 244 households and $14.52 million of net aggregate AGI. Migration between Sullivan and Westchester County resulted in a net gain of 34 households with aggregate AGI of $3.49 million and an average household AGI of $102,647. The only net outflow was to Ulster County at 15 households. Atypical to the region, the largest percentage of migration between Sullivan County and NYC occurred with Kings County (Brooklyn) at 28.13% of all inflows, 29.98% of all outflows and 25.28% of net migration. Migration with Queens County was the second most active at 27.08% of inflows, 24.57% of outflows and 30.94% of net migration. Overall, migration between NYC and Sullivan created a net inflow of 265 households and $23.85 million of AGI. Inter-State and Foreign Migration Total inter-state and foreign migration into and out of Sullivan County resulted in a net loss of 222 households and $10.8 million in AGI. 32 SC PA NV NJ FR FL CA AZ Three states – Florida, Sullivan County Inflow and Outflow by State 2006/2008 Pennsylvania and New Jersey – accounted for 160 06-08 inflow 140 92.07% of all inter-state 120 06-08 outflow inflows into Sullivan 100 County and 80.57% of all 80 inter-state outflows from 60 Sullivan County. 40 20 Migration with Florida accounted for 13.41% of all inter-state inflows, 34.72% of all inter-state outflows and 50.45% of net inter-state migration. During the period it was six times more likely for a Sullivan County household to move to Florida than a household from Florida to move into Sullivan County. Similarly, it was 1.69 times more likely for a household to move from Sullivan County to Pennsylvania than it was for a household from Pennsylvania to move into Sullivan County. Taken together, migration between Sullivan and Florida, Pennsylvania and New Jersey resulted in a net loss of 160 households and $8.82 million of AGI. The second most active net migration was between Ulster and Bronx County at 32.08% of total net migration and $2.5 million of AGI. Inter-State Migration Total inter-state migration into and out of Ulster County resulted in a net loss of 527 households and $22.3 million in AGI.
