Hudson Valley Job-Count
2003-2012
Over the 10-year period ending in 2012, private-sector job creation in the Hudson Valley
grew at an annualized rate of less than two tenths of one percent (0.19 percent). Nearby regions
fared better with the New York City Region posting the highest rate of growth at 1.24 percent
followed by the Long Island and Capital regions at 0.36 percent and 0.29 percent, respectively.
Statewide, private-sector job creation grew at an annualized rate of 0.61 percent per year. Across
the state, the annual rate of job creation ranged from a high of 2.01 percent in Kings County
(New York City Region) to a low of -2.03 percent in Hamilton County. Overall, ten counties
reported private-sector job growth greater than 1 percent per annum while a little more than forty
percent of all counties ( 25 counties) reported zero to negative job growth rates.
Within the region, Orange County witness the strongest job growth at 0.86 percent per
annum, followed by Putnam, Rockland and Westchester counties at 0.62 percent, 0.47 percent,
and 0.21 percent, respectively. Job growth in Sullivan County was not significantly different
from zero, while both Dutchess (-0.38 percent) and Ulster (-0.98 percent) counties witnessed
negative job growth rates.
Relative to the Statewide ranks; Orange County ranked 17th, Rockland County ranked
21st, Westchester County ranked 29th, Sullivan County ranked 35th, Dutchess County ranked 49th
and Ulster County ranked 59th.
Over the same 10-year period, public-sector job creation in the Hudson Valley contracted
at an annualized rate of -0.64 percent compared to a -0.39 percent contraction statewide. Nearby
regions—New York City, Long Island and Capital—posted similar results. Across the region,
public sector job growth, ranged from a high of 0.16 percent in Rockland County, –the only
positive growth rate in the region– to a low of -0.94 percent in Westchester County. Public sector
jobs fell at an annualized rate of -0.02 percent in Putnam County, -0.47 percent in Orange
County, -0.67 percent in Sullivan County, -0.74 percent in Ulster County and -0.79 percent in
Dutchess County. Statewide, of the seventeen counties that posted positive growth in the public–
sector job count only three counties reported growth rates in excess of one percent.
Anemic job growth in both the private and public sectors has placed downward pressure
on private sector wages in general, and wage growth in particular. Over the 10-year period,
average private-sector wages in the Hudson Valley grew at an annualized rate of 2.81 percent
consistent with both the Long Island Region (2.81 percent) and the Capital Region (2.80
percent), but significantly less than the 3.37 percent rate of growth in the New York City Region.
Statewide, average wage growth mirrored the New York City region growing 3.27 percent per
annum.
Across the state, the annual rate of wage growth in the private sector ranged from a high
of 4.48 percent in Orleans County to a low of 1.00 percent in Niagara County. Overall, two
counties—3.23 percent of all counties—reported wage growth in excess of 4 percent per annum;
17 counties—27.42 percent of all counties—reported wage growth between 4 and 3 percent
while 43 counties—69.35 percent of all counties—reported private-sector wage growth of less
than 3 percent per year. Relative to the state, Westchester County ranked 19th (3.01 percent),
followed by Rockland County ranked 21th (2.94 percent), Sullivan County ranked 35th (2.62
percent), Ulster County ranked 36th (2.62 percent), Putnam County ranked 50th (2.40 percent)
and Orange County ranked 54th (2.26 percent). Dutchess County reported the lowest rank at 55th
(2.24 percent).
The private-sector job-count in the Hudson Valley continues to be dominated by four
sectors—health care and social assistance, retail trade, accommodation and food services and
manufacturing. Since 2003, the job-count in these four sectors has expanded from 49.86 percent
of all private sector jobs in 2003 to 51.43 percent in 2012; an increase of 1.57 percentage points.
Over the period, the region has witnessed job growth in accommodation and food services (1.75
percent per annum) and health care and social assistance (1.63 percent per annum) and a
widespread contraction in manufacturing (-3.23 percent per annum). The net result is a
significant shift away from high-wage jobs– typically found in the manufacturing sector– in
favor of jobs that on average pay wages below the overall average private-sector wage (county
specific). In 2003, manufacturing accounted for 18.10 percent of all jobs provided by the topfour employers (9.03 percent of the total private sector job-count); in 2012 this number had
dropped to 12.84 percent (6.60 percent of the total private sector job-count). Over the same
period, the share of jobs provided by accommodation and food services and health care and
social assistance has increased from 15.29 percent and 35.23 percent in 2003 to 17.05 percent
and 38.83 percent in 2012, respectively. The share held by the retail trade has remained relatively
stable at 31.00 percent.
The dominance of health care and social assistance, retail trade, accommodation and food
services and manufacturing is also evident on the county level. Every county in the region, with
the exception of Westchester secures at least 50.00 percent of all private-sector jobs from these
four sectors. And in every county, with the exception of Westchester and Putnam1, health care
and social assistance, retail trade, accommodation and food services and manufacturing are the
top-four private sector employers.
Over the period, the job-count in accommodation and food services grew in Westchester
(3.08 percent), Putnam (2.75 percent), Rockland (2.45 percent), Dutchess (1.60 percent) and
Orange (0.58 percent) and fell in Ulster ( -0.11 percent) and Sullivan (-4.22 percent). The jobcount in health care and social assistance expanded across the region, growing at an annualized
rate of 2.82 percent in Sullivan, 2.34 percent in Orange, 1.78 percent in Rockland, 1.60 percent
in Dutchess, 1.47 percent in Putnam, 1.45 percent in Westchester and 0.56 percent in Ulster. As
of 2012, health care and social assistance was the top job provider in every county in the region,
with the exception of Orange County where the sector ranked second behind retail trade. Job
growth in the manufacturing sector fell in Ulster (-4.73 percent per annum), Dutchess (-4.69

percent), Westchester (-4.00 percent) and Rockland (-2.05 percent) and expanded in Sullivan and
Putnam at 3.82 percent and 0.77 percent, respectively. In spite of the decade long contraction in
the manufacturing sector, manufacturing is the third most important employer in Dutchess
County at 11.80% of all private sector jobs and Rockland County at 9.88 percent.

Dutchess County
2011-2012
In the year 2011, Dutchess County accounted for 12.75 percent of all jobs in the Hudson Valley
and 1.30 percent of all jobs in New York State. Year over year, the job count fell from 110,154
in 2010 to 110,135 in 2011 while the average annual (all-industry) wage increased from
$47,676 to $48,785. Overall, the average annual private-sector wage ($47,345) was 90.13
percent of the average annual private-sector wage in the Hudson Valley ($52,530), 75.06
percent of the average annual private-sector wage in New York State ($63,077) and 86.49
percent of the average annual public-sector wage ($54,742). For the period, the private sector
accounted for 81.34 percent (89,274) of all jobs in 2012, up from 80.52 percent (88,666) in
2011.
Private-Sector Job Count Ranked by Number of Jobs
Private-sector employment (job count) continues to be dominated by health care and social
assistance, retail trade, manufacturing and accommodation and food services. Collectively,
these account for 57.21 percent (51,076) of all private-sector jobs in 2012 compared to 57.10

percent (50,627) in 2011, a net job gain of 449 (0.88 percent). Consistent with the 2010-2011
period, the number of jobs advanced in health care and social assistance 226 (1.46 percent),
retail trade 335 (2.49 percent) and accommodation and food services 265 (3.31 percent) and
continued to fall in manufacturing -417 (3.81 percent). The average annual wage in the top
quintile at $48,169 was 1.25 percent above the county-wide average annual private-sector wage
($47,573) and ranged from a high of $103,274 in the manufacturing sector (up 0.72 percent
relative to 2011) to a low of $16,919 in accommodation and food services (up 2.09 percent
relative to 2011). For the period, one out of every 1.25 jobs in the quintile (80 percent) paid
average annual wages below the county-wide average.

The second most important employers, ranked from highest job count to lowest job count, were
education, administration and waste services, construction and other services. Industries in the
second quintile accounted for 23.07 percent (20,572) of all private-sector jobs in 2012, up from
22.77 percent (20,191) in 2011. Year over year, the number of jobs advanced in other services
(331), educational services (94) and administration and waste services (3) and fell (-27) in
construction. The average annual wage in the quintile at $42,191 was 11.31 percent below the
overall private-sector wage ($47,573) and ranged from a high of $53,679 in construction to a
low of $34,228 in other services.

in the quintile was $54,086, which was 13.69 percent above the overall private-sector wage
($47,573) and ranged from a high of $69,878 in wholesale trade to a low of $17,981 in arts,
entertainment and recreation.
Jobs in the final two quintiles accounted for 8.38 percent of total private-sector jobs in 2012
compared to 8.53 percent in 2011. See the data appendix for further details.
Private-Sector Job Count Ranked by Average Annual Wage
In the year 2012, 15.75 percent of all private-sector jobs were in high-wage industries—defined
as the top four employers ranked from the highest average wage paid to the lowest average
wage paid—down from 16.49 percent in 2011. Year over year, the number of high-wage jobs
declined 3.78 percent from 14,618 to 14,065. The most significant decline occurred in
manufacturing at 417 jobs, followed by management of companies and enterprises and
wholesale trade at -107 and -57, respectively. The job count in the utilities sector advanced 18.
The average annual wage in the high-wage industries (top quintile) was $96,619, twice the
average annual private-sector wage ($47,573) and over four times greater than the average
annual wage paid in the low-wage (bottom quintile) ($23,152).

average annual private-sector wage ($47,573) and, as noted above, one fourth the average
annual wage paid in the high-wage industries.
Public-Sector Job Count
The public sector accounted for 18.66 percent of all jobs in 2012, down from 19.48 percent in
2011. Year over year, the job count fell (4.7 1 percent) from 21,450 in 2011 to 20,486 in 2012
while the average annual wage advanced 5.10 percent from $54,742 to $57,538. Jobs with the
federal government posted the largest decline at 9.28 percent.

In the year 2012, Orange County accounted for 15.10 percent of all jobs in the Hudson Valley
and 1.53 percent of all jobs in New York State. Year over year, the job count rose from 129,778
in 2011 to 130,669 in 2012 while the average annual (all-industry) wage increased from
$40,949 to $41,272. Overall, the average annual private-sector wage ($37,180) was 69.19
percent of the average annual private-sector wage in the Hudson Valley ($53,733), 58.09
percent of the average annual private-sector wage in New York State ($64,077) and 64.25
percent of the average annual public-sector wage ($57,868). For the period, the private sector
accounted for 80.22 percent (104,822) of all jobs in 2012, up from 79.45 percent (103,103) in
2011.
Private-Sector Job Count Ranked by Number of Jobs
Private-sector employment (job count) continues to be dominated by retail trade, health care and
social assistance, accommodation and food services and manufacturing. Collectively, the four
industries in the top quintile accounted for 57.07 percent (59,822) of all private-sector jobs in
2012, up slightly from 56.90 percent (58,668) in 2011, a net job gain of 1,154 (1.97 percent).

Consistent with the 2010-2011 period, the number of jobs advanced in retail trade 845 (3.69
percent), health care and social assistance 43 (0.22 percent), accommodation and food services
128 (1.43 percent) and manufacturing 138 (1.89 percent). The average annual wage in the
quintile at $33,176 was 89.23 percent of the average annual private-sector wage ($37,180) and
ranged from a high of $47,258 in the manufacturing sector (up 2.44 percent relative to 2011) to
a low of $16,979 in accommodation and food services (up 2.36 percent relative to 2011). For

the period, manufacturing was the only employer in the quintile to pay average annual wages
above the county-wide average annual wage ($37,180).
The second most important industry groups (second quintile) ranked from highest job count to
lowest job count were wholesale trade, administration and waste services, other services and
transportation and warehousing. The four industries in the second quintile accounted for 21.98
percent (23,042) of all private-sector employment in 2012, up from 21.68 percent

the county-wide average private-sector wage. The third most important industry groups (third
quintile) ranked from highest job count to lowest job count were professional and technical
services, construction, finance and insurance and information. The third quintile accounted for
13.62 percent (14,272) of all private-sector jobs, down slightly from 13.99 percent (14,424) in
2011. Year over year, the job count increased in construction (61) and professional and
technical services (2) while falling in finance and insurance (-198) and information (-18). The
average annual wage in the quintile ($54,374) was 46.25 percent greater than the overall
private-sector wage ($37,180) and ranged from a high of $60,367 in professional and technical
services to a low of $45,933 in construction.
The job count in the lowest two quintiles accounted for 7.33 percent of all private-sector jobs in
2012 compared to 7.43 percent in 2011. See the data appendix for further details.

In the year 2012, Putnam County accounted for 2.81 percent of all jobs in the Hudson Valley
and 0.28 percent of all jobs in New York State. Year over year, the job count fell from 24,616 in
2011 to 24,324 in 2012 while the average annual (all-industry) wage increased from $47,745 to
$48,085. Overall, the average annual private-sector wage ($43,921) was 81.74 percent of the
average annual private-sector wage in the Hudson Valley ($53,733), 68.62 percent of the
average annual private-sector wage in New York State ($64,077) and 65.82 percent of the
average annual public-sector wage ($66,728). The private sector accounted for 81.74 percent
(19,883) of all jobs in 2012, up from 81.67 percent (20,103) in 2011.
Private-Sector Job Count Ranked by Number of Jobs
Private-sector employment (job count) continues to be dominated by health care and social
assistance, retail trade, construction and accommodation and food services. The job count in
these four industries was little changed, increasing from 52.71 percent (10,596) of all privatesector jobs in 2011 to 52.82 percent (10,502) in 2012, a year-over-year change of -0.89 percent.
Consistent with the 2010-2011 period, the number of jobs advanced in construction 36 (1.94
percent) and accommodation and food services 14 (0.92 percent) while the job count fell in
health care and social assistance -132 (-3.03 percent) and retail trade -12 (-0.42 percent). The
average annual private-sector wage in the top quintile ($40,811) was 7.08 percent less than the
overall average annual private-sector wage ($43,921) and ranged from a high of $54,455 in
health care and social assistance (up 2.12 percent relative to 2011) to a low of $17,991 in
accommodation and food services (down 1.37 percent relative to 2011). Two of the four

and 1.34 percent of all jobs in New York State. Year over year, the job count rose from 113,790
in 2011 to 114,436 in 2012 while the average annual (all-industry) wage increased from
$51,341 to $53,084. Overall, the average annual private-sector wage ($51,531) was 95.90
percent of the average annual private-sector wage in the Hudson Valley ($53,733), 80.51
percent of the average annual private-sector wage in New York State ($64,077) and 85.45
percent of the average annual public-sector wage ($60,303). For the period, the private sector
accounted for 82.30 percent (94,179) of all jobs in 2012, up from 81.80 percent (93,083) in
2011.
Private-Sector Job Count Ranked by Number of Jobs
Private-sector employment (job count) continues to be dominated by health care and social
assistance, retail trade, manufacturing and accommodation and food services. Collectively, the
four industries in the top quintile accounted for 55.24 percent (52,025) of all private-sector jobs
in 2012 compared to 55.12 percent (51,306) in 2011, a net job gain of 719 (1.40 percent).
Consistent with the 2010-2011 period, the number of jobs advanced in health care and social

Sullivan County
2011-2012
In the year 2012, Sullivan County accounted for 2.88 percent of all jobs in the Hudson Valley
and 0.29 percent of all jobs in New York State. Year over year, the job count rose from 24,877
in 2011 to 24,920 in 2012 while the average annual (all-industry) wage increased from $35,924
to $36,697. Overall, the average annual private-sector wage ($32,005) was 59.56 percent of the
average annual private-sector wage in the Hudson Valley ($53,733), 50.00 percent of the
average annual private-sector wage in New York State ($64,077) and 61.33 percent of the
average annual public-sector wage ($52,183). The private sector accounted for 76.75 percent
(19,126) of all jobs in 2012, up from 76.42 percent (19,012) in 2011.
Private-Sector Job Count Ranked by Number of Jobs
Private-sector employment (job count) is dominated by health care and social assistance, retail
trade, accommodation and food services and manufacturing. Collectively, these four industry
groups (top quintile) accounted for 61.15 percent (11,695) of all private-sector jobs in 2012, up
slightly from 61.11 percent (11,618) in 2011, a net job gain of 77 (0.66 percent). Consistent
with the 2010-2011 period, the number of jobs advanced in health care and social assistance 120
(2.14 percent) and manufacturing 97 (7.67 percent) and fell in both accommodation and food
services 102 (4.89 percent) and retail trade 38 (1.42 percent). The average annual private-sector

services (up 4.89 percent relative to 2011). Two of the four industries—health care and social
assistance and manufacturing—paid average annual wages above the county-wide average

was significantly less than the county-wide annual private-sector average.
The second most important industry groups (second quintile) ranked from highest job count to
lowest were other services, transportation and warehousing, finance and insurance and arts,
entertainment and recreation. Collectively, industries in the second quintile accounted for 18.66
percent (3,569) of all private-sector employment in 2012, down from 18.89 percent (3,591) in
2011. Year over year, the number of jobs advanced in arts, entertainment and recreation (132)
and transportation and warehousing (20) and fell in both other services (-128) and finance and
insurance (-46). The average annual private-sector wage in the quintile was $30,176, which was
5.71 percent below the overall private-sector wage ($32,005), and ranged from a high of
$56,968 in finance and insurance to a low of $18,804 in other services.

lowest were administrative and waste services, construction, wholesale trade, and professional
and technical services. The third quintile accounted for 11.82 percent (2,260) of all privatesector employment, down slightly from 11.96 percent (2,273) in 2011. Year over year the job
count advanced in administrative and waste services (50) and the wholesale trade (3) and fell in
construction (-56) and professional and technical services (-10). The average annual privatesector wage in the quintile at $38,297 was 4.36 percent more than the county-wide average
annual private-sector wage ($32,005) and ranged from a high of $47,173 in wholesale trade to a
low of $31,629 in administrative and waste services.
The job count in the final two quintiles accounted for 8.38 percent of total private-sector jobs in

Public-Sector Job Count
The public sector accounted for 23.25 percent of all jobs in 2012, down from 23.58 percent in
2011. Year over year, the job count fell (1.21 percent) from 5,865 in 2011 to 5,794 in 2012
while the average annual wage advanced 4.86 percent from $49,765 to $52,183. Jobs with the
federal government posted the largest decline at 6.73 percent.

average annual private-sector wage in New York State ($64,077) and 61.30 percent of the
average annual public-sector wage ($54,744). For the period, the private sector accounted for

assistance, retail trade, accommodation and food services and manufacturing. These four
industry groups (top quintile) accounted for 61.66 percent (26,950) of all private-sector jobs in
2012 compared to 62.07 percent (27,080) in 2011, a net job loss of 130 (0.48 percent). Relative
to 2011, the job count fell in health care and social assistance (-51, -0.58 percent) and
manufacturing (-314, -8.55 percent) and increased in both retail trade (72, 0.84 percent) and
accommodation and food services (163, 2.69 percent). The average annual private-sector wage
in the quintile ($30,155) was slightly more than 10.00 percent below the overall average
private-sector wage ($33,558). Average wages in the quintile ranged from a high of $45,407 in
the manufacturing sector (up 1.59 percent relative to 2011) to a low of $17,407 in
accommodation and food services (up 1.80 percent relative to 2011). Overall, manufacturing
was the only employer in the quintile to pay average annual wages above the county-wide
average annual private-sector wage ($33,558).

Valley and 4.72 percent of all jobs in New York State. Year over year, the job count rose from
403,452 in 2011 to 404,178 in 2012 while the average annual (all-industry) wage increased
from $64,528 to $66,417. Overall, the average annual private-sector wage ($65,268) was 121.47
percent of the average annual private-sector wage in the Hudson Valley ($53,733), 101.97
percent of the average annual private-sector wage in New York State ($64,077) and 89.20
percent of the average annual public-sector wage ($73,172). For the period, the private sector
accounted for 85.46 percent (345,430) of all jobs, up from 84.83 percent (342,245) in 2011.

The private-sector job count continues to be dominated by health care and social assistance,
retail trade, accommodation and food services and professional and technical services.
Collectively, the top quintile accounted for 48.68 percent (168,160) of all private-sector jobs in

Consistent with the 2010-2011 period, the number of jobs advanced in retail trade 962 (2.01

The third most important industry groups (third quintile) were educational services, wholesale
trade, manufacturing, and transportation and warehousing. The third quintile accounted for
15.59 percent (53,866) of all private-sector jobs, down slightly from 15.99 percent (54,710) in
2011. Year over year, the number of jobs fell across the quintile. Transportation and
warehousing shed the most jobs at -395, followed by manufacturing (-249), wholesale trade

mining (3), posted job losses. The most significant declines occurred in finance and insurance
and management of companies and enterprises, at -162 and -148, respectively. The job count in
utilities fell -65. The average annual wage in the top quintile was $162,635, two and a half times
the average annual private-sector wage ($65,268) and over five times greater than the average
annual wage paid in the low-wage industries (fifth quintile) ($30,433).
The job count in the bottom quintile—defined as the bottom four industries ranked from highest
average wage paid to lowest average wage paid—increased from 30.07 percent of all privatesector employment in 2011 to 30.72 percent in 2012, a net job gain of 3,223 (3.13 percent).
Year over year, the job count advanced in accommodation and food services (1,568), retail trade
(962), other services (518), and arts, entertainment and recreation (175). The average annual
wage in the bottom quintile was $30,433, less than one half the average annual private-sector
wage ($65,268) and, as noted above, one fifth the average annual wage paid in the high-wage
industries.
