The Air Force will sustain a 203K hour reduction to flying operations stalling pilot proficiency by as much as 6 months. Additionally, the fiscal constraint of FY13 necessitated the deferment of ~70 depot inductions creating a maintenance bow-wave requiring an estimated recovery period of 2 to 3 years. Finally, the unprecedented action of civilian furlough will impact approximately 170K civil service Airmen restricted access to institutional knowledge. To counter these impacts, the Air Force must surge flight training operations, rebuild degraded unit readiness, accept further delays to modernization, absorb a 2 - 3 year backlog in depot maintenance inductions, and invest additional funding to restore infrastructure in FY14. While the Air Force has made every effort to minimize impacts to readiness and people, mitigating sequestration impacts from FY13 will challenge the strategic choices made in the FY14 budget submission, even assuming the full FY14 request is enacted.
