10. DESCRIPTION OF PROPOSED CONSTRUCTION: This project provides an administrative building and barracks with shooter
booths and a power building. The administrative building includes modular structural components, finished flooring, ceiling, lighting
and other electrical distribution, rest rooms, and a heating and ventilating system. The barracks include kitchen and rest room
facilities. The shooter booths are bullet–proof construction with exterior lighting and due to their distance from the administrative
building include individual generators and latrine facilities. The administrative building and barracks are supported by a central
electrical generator plant with fuel tanks. Potable water is provided by a well. Extensive roads are required due to the remote location.
The ATFP facilities include hydraulic barricades and fencing with aircraft cable to control vehicle traffic.
This project will be designed in accordance with Antiterrorism Force Protection (ATFP) standards and Unified Facilities Criteria
(UFC).
11. REQUIREMENT: 4980 SF

SUBSTANDARD: None
PROJECT: Construct administrative building, barracks, and shooter booths with electrical, water, and sewer infrastructure; and
security facilities
REQUIREMENT: This project is required to protect a mission critical facility at a high hazard location.
CURRENT SITUATION: There is no permanent protection for the site leaving it very vulnerable to personnel and vehicular threats.
IMPACT IF NOT PROVIDED: Current mission is very vulnerable to threats and would be temporarily or permanently degraded or
disabled.

Funds are used for preparing plans, specifications, and other A&E services required for developing a complete design package to
include geotechnical services, engineering calculations, project scheduling, and cost estimating

The estimated construction cost for the classified military construction project does not include funds for Planning and Design (P&D)
activities. Therefore, a separate P&D amount is required for the accomplishment of the planning and design effort associated with
this project.
