Welcome!
Welcome to Independent School District 196 (ISD 196) Community Education and thank you for your interest in
instructing a Community Education class. Please carefully read through this Instructor Handbook as it contains a lot of
important information that will not only make your class run smoothly, but will help ensure a positive experience for
you as well as your participants. If you have any questions regarding the program, please feel free to call us at

Course Proposal Process
Course proposal packets are e-mailed out to past instructors and potential instructors 1-2 months prior to the season’s
submission deadline. Packets include this handbook, a school calendar, dates to avoid when planning classes, and a
Course Proposal Form.
Three Easy Ways to Submit Your Course Proposal:
1. Type your entries into the form emailed to you, save it and email it to the appropriate planner listed on page 3
2. Print the form, complete it and mail it to the address listed on the course proposal

What to Include in the Course Proposal
Please fill out the course proposal form completely. Careful consideration of details will save the instructor and the Program
Coordinator time.
Instructors can list which school or city they would prefer to hold the class. Usually we can honor the request as long as the
instructor does not require specific facilities. A copy of the school district map and the school addresses is included at the
end of this handbook for easy reference.
Maximum and minimum number of students are dependent on the type of class being offered. Generally the maximum
number of students that regular classrooms can hold is 25 and the minimum to run a class is generally 5 to 7. Selecting a
reasonable minimum is important as it will influence the amount that needs to be charged for a class.
Material fees are determined by the instructor on a per participant basis, must be indicated on the course proposal form and
will be added to the class fee. In rare cases and with prior Program Coordinator approval, the fee may be collected by the
instructor the first night of class.
Audio/visual equipment requests should not only be listed on the course proposal form, but also verified with a Registrar one
week prior to the start date of the class. Community Education cannot guarantee requests after that time. Audio/visual
equipment is limited to overhead projectors, screens, televisions and VCRs.
Similarly, should the instructor need handouts copied, they need to get a master copy to the Community Ed Learning Services
Center a minimum of 2 weeks prior to the start date of the class. A master copy can also be included with the course
proposal form. Enough copies for the class will then be included in the class packet, which is provided at your first class
session. As long as the copies are not excessive, there will not be a charge for the copying service.
Please note: Printing cannot be done on site at the schools. Copy charges from other sources (e.g. Kinko’s) will not
be reimbursed. Copyrighted materials will not be duplicated and may not be distributed in class without prior written
consent from the copy write holder.
Class Description and Biography
Careful consideration of the class description and instructor biography will go a long way in attracting participants to a class.
Please include, with your course proposal form, a draft of the class description and a brief instructor biography. It is also
beneficial for the instructor to include a class outline and list of class objectives with the proposal.

Class Descriptions include:
A short catchy first sentence with possibly a quote, question, statistic, an invitation or a brief reason to take the class.
A complete description of what participants will gain or how they will benefit from taking the class.
A description of the class format such as lecture, discussion or hands-on.
An explanation of common questions about the class.
Any materials fees associated with the class.
Any background necessary to inform beginners about the subject.
The Biography includes (in 35 words or less):
• The name of the instructor and any pertinent information, experiences, certifications or degrees.
• A reason why the instructor is interested in the subject or why they would like to share their knowledge or expertise or
something interesting about the instructor that might attract potential participants to the class.
Proposal Review
Once we have received a complete course proposal form, including class description, instructor biography, desired dates and
times and materials fees, it will be reviewed and a short interview with the Program Coordinator may be requested. It is at
the complete discretion of the Program Coordinator and/or Learning Services Manager as to which classes will be offered and
which instructors are hired by Community Education.
If there is a date, time or location conflict, the Program Coordinator will contact the instructor to discuss other possibilities.
The Program Coordinator may also call to confirm questionable details, discuss modifications to class descriptions or clarify
instructor compensation.

Instructor Compensation
Instructors, who work on contract (not a district employee), can choose to receive compensation in one of three ways:
1. Hourly wage based upon participant contact hours
2. Fee/participant
3. Stipend for the entire offering
Instructors, who are district employees, can choose to receive compensation in one of two ways:
1. Hourly wage based upon participant contact hours
2. Fee/participant
There are advantages and disadvantages to each of these compensation types. Hourly and stipend wages allow the
instructor to know in advance exactly how much money they will make for the class. Fee/participant wage does not
allow the instructor to know how much he/she will make initially, but in the case of a high enrollment class, he/she
has greater potential to earn more.
Please remember that if an instructor requests/requires a high level of compensation, it will necessitate a higher class
fee, possibly attracting fewer students and increasing the likelihood that a class may not be offered or canceled due to
low enrollment.
Compensation details will be negotiated before the class is advertised and cannot be changed until a new class is
submitted.
Class Material Fees
Material fees are determined by the instructor on a per participant basis, must be indicated on the course proposal
form and may be purchased in one of two methods:
1. Directly by the instructor and reimbursed by the Learning Services Center. Please obtain a tax exempt card
from our office prior to purchase.
Please Note: If your class has met the minimum number of students and you choose to purchase supplies
for your class, you must save your receipts and turn them in to the Program Coordinator immediately. Sales
tax cannot be reimbursed.
2. Through an ISD 196 purchase order (P.O.) number. Please call 651.423.7920 for more information on using
this method.
Please note: Purchases made must be pertinent to the class. Gifts, treats or give-aways (i.e. trophies, gift cards) are
not reimbursed.
Class Confirmation/Contract
Class confirmations/contracts are mailed to instructors three to four weeks after the proposal deadline. This is the
only confirmation that instructors will receive. Instructors should keep the class confirmation/contract for their
records. Although a class may not start for several months, the instructor should carefully proof the details in the
contract, as the details will be printed in the Community Education Catalog shortly.
Community Education strives to provide the instructor with their first choice for dates, times and locations, but does
have to take what facilities are available on some occasions due to scheduling.

Class Marketing
Once all of the class details are set, classes are advertised in the Community Education Catalog. The catalog is
published and mailed to approximately 68,000 district residents three times per year.
At the discretion of the Learning Services Manager and Program Coordinator, additional advertisement may be made in
local newspapers, direct mailings, email marketing or target market flyers.
Instructors that desire to further advertise their classes on their own are encouraged to do so, but are required to
receive prior approval from the Learning Services Manager on all press releases or advertisements pertaining to the
class. All promotional materials must comply with strict ISD 196 publication criteria.
Enrollment, Cancellations and Substitutes
Community Education is usually able to determine the status of a class about one week prior to the first class date.
Class cancellations occur the Thursday prior to the first date of class. It is the instructor’s responsibility to contact a
Registrar at 651.423.7920 one week prior to the start of class to check on enrollment.
If a class is cancelled due to low enrollment, Community Education will contact participants and the Program
Coordinator will contact the instructor.
In the event that a class is one or two participants short of meeting the minimum, the Program Coordinator may wish
to renegotiate compensation with the instructor in order to run the class. Community Education would always rather
see a class run than canceled.
If an instructor needs to cancel or reschedule a class, he/she must contact the Program Coordinator immediately.
The instructor must also get prior approval from the Program Coordinator if an instructor other than the one listed in
the catalog will be teaching the class. Liability is a concern for certain types of substitute instructors as they are not
covered by district employment policies. Arrangements will also need to be made for the substitute to be paid
appropriately. Background checks may be required for substitutes.
Classrooms, Class Packets, and Building Supervisors
Building Supervisors are available for most Community Education classes and are usually located in/near the building’s
main entrance unless they are making rounds.
Building Supervisors are responsible for greeting and directing people to appropriate areas, helping instructors with
their needs, delivering class packets on the first night of class and handling emergency situations.
Community Education makes every effort to ensure that the room is equipped for each class. If for some reason the
door is locked, audio/visual equipment is missing or the class packet is not present, the instructor should notify the
Building Supervisor.
Class packets contain the class roster, a timesheet, class evaluation directions, additional registration forms, severe
weather instructions, instructor nametags and any handouts that have been copied by Community Education for the
class. Please be sure to post one of the class location signs on the outside of the room.
We respectfully request that instructors leave the classroom cleaner than it was found, including returning tables to
their original location, erasing any writing on the board made during class and not leaving any materials or trash in the
room. Please do NOT erase school work from the white boards.

Many classrooms have SmartBoards which is a technology that District 196 faculty use in their classrooms. SmartBoards
look very similar to a white board and are often times mounted on top of the white board. Dry erase markers CANNOT
be used on SmartBoards as they will leave permanent marks and the SmartBoard may not work properly thereafter.
Please do not use dry erase markers on the SmartBoards. If you are unsure which type of board is in the room,
please ask your building supervisor.
Rosters
At the beginning of class, the instructor should check participants in against the roster. After the class, it is the
instructor’s responsibility to notify the Learning Services Center if anyone attended that did not appear on their roster.
It is important to note that instructors cannot be paid for participants that attend and do not register. Rosters should
be returned with instructor’s timesheet or invoice.
If a participant’s name is not on the roster, the instructor should ask the participant if they registered.
If they say Yes,

Write down their full name and telephone number(s) where they can be reached and continue with
the class.
If they say No,

And the class is at the maximum, politely inform them that they may not attend without
pre-registration, as the class is full. Encourage them to sign-up for a future class.

And the class is not at the maximum, politely inform them that they should pre-register. It is then up
to the instructor if he/she is willing to add the participant to his/her class and to take their
registration information, cash or check payment, and be responsible for turning it into Community
Education. It is not required that instructors do this, however registration forms are available in the
class packet to have participants fill out if the instructor chooses to. Community Ed will make every
effort to get the participant’s registration information, if the instructor provides the name and
telephone number of the student.
Participants with Disabilities
On the general registration form there is a question asking, “Do you have any special needs we should be aware of?” If
a noteworthy item is listed, the Program Coordinator will contact the instructor about any accommodations that have
been arranged or special requests from the participant. This is done to minimize, but does not preclude, participants
making special requests the night of class. The instructor should feel free to contact the Program Coordinator if they
need assistance with any accommodation.
Evaluations
ISD 196 Community Education uses an online class evaluation system. A narrative may be included in the class packet
for the instructor to read to the students at the end of the final class stating that they will receive an email invitation
to evaluate the class. The instructor may request the evaluation results for their class from the Learning Services
Manager.
An instructor may use their own evaluation to supplement the one given by Community Ed, however they may not be
used to solicit business from participants. Please see the Personal Business, Service and Product Promotion section on
page 9 for further information.

Payment
Instructors that are paid as a business or tax exempt organization will need to provide an invoice to the Program
Coordinator. The invoice must include:
• A complete description of the invoiced amount
• Whom the check should be made out to
• The appropriate Federal EIN number
• The mailing address for payment
Community Education reserves the right to ask for a background check to be completed on anyone with direct contact
with participants. A background check is mandatory for any instructor working with youth. The cost of such a
background check will be paid by the instructor initially, but Community Education will reimburse them.
Instructors who wish to be paid through ISD 196’s payroll system must complete an Employee Authorization Packet. To
complete the paperwork, the instructor will need to bring a picture ID (Driver’s License, Passport) and their Social
Security Card to Human Resources at the District Office (3455 153rd Street West, Rosemount, MN 55068).
If the instructor will be paid through payroll, their class packet will include a timesheet. Only original timesheets will
be accepted. Copied or faxed timesheets cannot be accepted.
Instructors may return completed timesheets to the Building Supervisor who will then turn it in to Community
Education. Please do not leave any materials in the room.
Personal Business, Service and Product Promotion
Every class that Community Education offers must be all-inclusive. This means that within the advertised class fee, the
class must include all of the services, materials and information necessary for the participant to complete what is in
the class description. All other charged services, materials, information, etc. must be incidental to participating in the
class.
While an instructor may make information available about their business, service or product, it will not be required or
specifically recommended in or beyond the class. Community Education will continue to encourage instructors to offer
enrichment classes to generate interest in a field or to share knowledge, as long as the classes are not used to promote
or recommend a specific business, service or product. Only items crucial to the content of the class may be sold. For
all additional items (which may include books and DVD’s), the instructor may tell the students where such items are
available.
Rosters should be returned with the instructor’s timesheet or invoice. Under no circumstances can the roster be used
for business, service, product or personal solicitations.

Severe Weather and School Closings
If inclement weather forces ISD 196’s schools to start late, close or dismiss early, one of the following announcements
will be made:
• Two-hour Late Start – Morning Community Education classes will be cancelled. Afternoon and evening classes will
meet as scheduled.
• No School – All daytime Community Education classes will be cancelled. A decision about evening classes will be made
mid-afternoon.
• Early Dismissal – All Community Education classes for the balance of the day will be cancelled.
School closings will be announced on WCCO 830 AM, and WCCO 4 TV. Instructors may also call the Community
Education Information Line at 651.423.7777.
If there is no change in the school schedule and the instructor feels that travel is not safe, the instructor may cancel
class. If the instructor cancels class, it is their responsibility to contact the Program Coordinator immediately and the
day will be made up at the end of the session, if possible.
Severe Weather Instructions will be included in the class packet. A building supervisor will also assist you in the case of
severe weather.
Safety & Security
If you see any suspicious or inappropriate people in or around the school, immediately notify the school office or the
Building Supervisor. He/She is usually on site during the class period, is generally responsible for the safety of
Community Education participants, always has access to a phone and will call 911 when it is necessary. If the Building
Supervisor cannot be reached, the instructor is always the safety backup and it is the instructor’s responsibility to call
911. Please use your best judgment. To obtain an outside line within the schools, dial “9” and then the number.
A nametag will be provided for the instructor in the class packet. It is important that the instructor wears it to identify
him/her self as a Community Education instructor.
If an instructor is teaching a youth class, he/she should establish a buddy system for students to use the restroom.
We appreciate your cooperation in maintaining a safe environment for our students.
Accidents & Emergencies
If a participant is involved in an accident on school grounds, be certain that the Building Supervisor is notified and an
Accident Form is completed. If the instructor is involved in an accident on school grounds, he/she must also fill out an
Accident Report. Building Supervisors have access to the Accident Reports.
In the case of an emergency immediately prior to the class (stuck in traffic, lost, etc.) please call the emergency line
at 651.295.1703 and we will be able to assist you.

Before Class Responsibilities
Before the class, the instructor is responsible for:
 Carefully reading the Instructor Handbook.
 Turning in a complete course proposal form and class description by the season’s proposal deadline to the Program
Coordinator.
 Proofing the class confirmation and contacting the Program Coordinator immediately if there is an error.
 Completing all employee paperwork and background check authorization, if required.
 Securing Learning Services Center Manager approval on all press releases or advertisements.
 Contacting the Learning Services Center at 651.423.7920 two weeks prior to the start of the class to request
copying of handouts
 Contacting the Learning Services Center at 651.423.7920 one week prior to the start of the class to check on
enrollment and verify audio/visual needs.
 Contacting the Program Coordinator if the instructor needs to cancel or reschedule a class.
 Logging onto www.district196.org/ce to familiarize yourself with our online registration process and online
catalog.
 Looking through our printed catalog so the instructor has a general knowledge of our registration options, as well
as other classes we offer and can help promote.
Day of Class Responsibilities
On the day of the class, the instructor is responsible for:
 Arriving at the location with enough time to get set up and be ready by the class start time to greet participants as
they arrive. Please allow at least 15 to 30 minutes lead time.
 Introducing him/herself to the Building Supervisor.
 Checking in participants against the class roster.
 Noting any participant’s names and telephone numbers that do not appear on the roster and taking registration
information and fees.
 Going over housekeeping items such as location of bathrooms, scheduled breaks, clean up and class skip dates.
 Thanking students and letting them know that this course is offered through District 196 Community Education.
 Suggesting at least one other course they might be interested in.
 Using only appropriate markers on white boards. Generally these are Expo brand markers that are already in the
room.
 Reading the evaluation narrative to participants at the completion of the last class.
After Class Responsibilities
After the class, the instructor is responsible for:
 Leaving the classroom cleaner than it was found, including returning tables to their original location, erasing any
writing made on the whiteboard during class and not leaving any materials or trash in the room.
 Turning in the roster and a completed timesheet or invoice to either the Building Supervisor or building’s main
office.
 Notifying the Learning Services Center if anyone attended that did not appear on the roster.
 Calling the Program Coordinator with any feedback or problems encountered.
