Annual Fire Safety Report – Student Housing Facilities – University of Wisconsin-Stout
Fire safety for campus residents is a vital part of UW-Stout’s commitment to our students. The campus Departments of
Safety & Risk Management, University Housing and Physical Plant have a long history of working together to provide a
safe environment and to educate both students and staff in fire safety principles. These departments also work
together with the Menomonie Fire Department to inspect facilities, to conduct fire evacuation drills, and to provide
hands-on extinguisher training, so that if a real fire occurs, our response is team-oriented and as effective as possible.
The City of Menomonie Fire Department is the responding agency for all fire and medical emergency calls for the UWStout campus. Their main fire station is located just one block from campus, so response time is excellent.
The following report is a summary of our fire safety systems and fire incident statistics as required by the federal Higher
Education Opportunity Act, enacted by Congress in August, 2008. The data is presented is for the time period January 1,
2011 through December 31, 2011. Note that this data applies to campus residences, but does not include academic
buildings, which have similar, but different fire safety systems and procedures. It also does not include off-campus
student housing. The Stout Student Association (SSA) provides assistance to students regarding off-campus housing
choices, including advice on how to select a potential home, and how to work with landlords on safety and maintenance
issues. In addition, SSA, the Stout Health & Safety Unit, and the Menomonie Fire Department have published an OffCampus Safety Guide that is free and widely available for those choosing to live off campus. It covers both fire safety
and personal safety tips and has the local emergency response numbers listed for quick reference. We encourage all
off-campus students to keep a copy posted on their refrigerator or bulleting board.

2012 ANNUAL FIRE SAFETY REPORT
The Higher Education Opportunity Act, enacted on August 14, 2008, requires institutions that maintain oncampus student housing facilities to publish an annual fire safety report that contains information about campus
fire safety practices, standards, and all fire-related on campus statistics. The following public disclosure report
details all information required by law as it relates to the University of Wisconsin-Stout.

*All fire alarm systems are monitored by our Campus Police by Alpha Numeric Pagers that become activated
from the fire alarm panels, through the Johnson Controls Energy Management System and dialed out through
our local telephone company.
Residence Hall Fire Drills
Fire drills are held once a year for each residence hall. Fire drills are mandatory supervised evacuations of a
building for a fire. The fire drill is scheduled through the Safety & Risk Management Office at the end of
September or at the beginning of October. The fire drill is supervised by the Director of Safety & Risk
Management Services, the Campus Police, and the Menomonie Fire Department. Persons refusing to leave the
residence hall during a fire drill, or when the fire alarm sounds, will be subject to university disciplinary action
and civil action.
Policies on Portable Electrical Appliances, Smoking, and Open Flames
Blocking Entrances, Exits, and Hallways - No person may intentionally physically block or restrict entrance
or exit from any University building including entrances, exits, and hallways.
Candles & Incense - Candles (lit or unlit), lanterns, incense, and other open flames of any type
are not
permitted in the residence halls.
Cooking Appliances - The following appliances ARE permitted: coffee makers and warmers, hot pots, popcorn
poppers, George Forman type grills, and steamers with unexposed elements. The following appliances ARE
NOT permitted (except in Red Cedar Hall): toasters, electric grills, toaster ovens, and other cooking appliances
with an open element or those that may cause ventilation problem. These types of appliances may be available
for check out at the front desk and may be used in the kitchen areas only.
Egress - According to State of Wisconsin Fire Codes, when arranging room furniture, students must maintain a
30” by 72” path of egress from the door to the window in order to allow students and authorized personnel a
means of exiting/entering a room without obstacles in the case of an emergency.
Electrical Outlets & Power Strips - Do not tamper with or alter any electrical outlets or light switches.
Installation of additional electrical wiring is not permitted, including the adding of dimmer switches. In
addition, only electrical power strips with an on/off switch, 15-amp circuit breaker and 3 prong plug-in or
extension cords six feet in length or less with triple ground plug-ins are permitted. No other multiple plug
outlets are allowed.
Explosives or Combustibles - The possession and use of fireworks, hazardous materials, gun powder, lighter
fluid, cut Christmas trees or boughs, decorations of combustible nature (e.g., parachutes, oversized flags,
fishnets, crepe paper), and/or other explosive materials are not allowed in the residence halls.
Fire Alarms & Equipment Abuse - Fire alarms & equipment are not to be tampered with or abused. This
includes but is not limited to unplugging or disconnecting smoke detectors, triggering or pulling a false alarm,
damaging or removing parts from the fire alarm system, misuse of a fire extinguisher, starting a fire, personal
belongings being placed in fire extinguisher cabinets or items being hung from fire equipment.
Grills - Gas grills are not allowed inside a residence hall. Charcoal grills are allowed to be kept in the halls.
Motorcycles, Mopeds, and Internal Combustion Engines - Motorcycles, motorbikes, mopeds, or any devices
requiring the use of combustible fuels are not allowed to be ridden or stored in residence halls at any time.
Smoking - Smoking is not permitted in any residence hall or anywhere on the UW-Stout Campus. UW-Stout
became a smoke free campus on September 1, 2010.
Procedures for Student Housing Evacuation
It is the responsibility of every resident to be familiar with these procedures; everyone must leave the residence
hall whenever the fire alarm sounds.
When an alarm sounds, follow these procedures:
• Close windows & raise blinds.
• Leave lights on.
• Wear a coat or blanket and hard-soled shoes.
• Carry a towel to place over your face in case of smoke.
• Leave the room and close the door.
• Go to the nearest exit.
• Assemble outside the hall at a safe distance (at least 150 feet) from the building.
• Do not return to the hall until the “all clear” signal is given by authorized personnel.
Fire Safety Education and Training for Students, Faculty, and Staff
The Director of Safety & Risk Management Services conducts an annual training session on fire safety in
August for all Hall Directors and Resident Hall Assistants. Part of this training also includes hands-on fire
extinguisher training.
Reporting a Fire
Do not take any chances with fire; even a small one can get out of control. People in a room where a fire starts
should leave and close the door to confine the blaze to that room as long as possible. Do not lock the
door. Activate the nearest fire alarm. Report any fires immediately by calling 911.
Fire Safety Future Improvements
The University of Wisconsin-Stout Residence Life annually reviews the fire systems in our residence halls and
will arrange for upgrades, repairs or revisions when problems are identified. Stout plans on upgrading
McCalmont Hall fire suppression system with a tentative completion date for fall 2014.

Definitions
Fire—Any instance of open flame or other burning in a place not intended to contain the burning or in an
uncontrolled manner.
Fire drill—A supervised practice of a mandatory evacuation of a building for a fire.
Fire-related injury—Any instance in which a person is injured as a result of a fire including an injury
sustained from a natural or accidental cause while involved in fire control, attempting rescue, or escaping from
the dangers of the fire. The term person may include students, faculty, staff, visitors, firefighters, or any other
individuals.
Fire-related death—Any instance in which a person is killed as a result of a fire, including death resulting
from a natural or accidental cause while involved in fire control, attempting rescue, or escaping from the
dangers of a fire, or deaths that occur within 1 year of injuries sustained as a result of the fire.
Fire safety system—Any mechanism or system related to the detection of a fire, the warning resulting from a
fire, or the control of a fire including:
• Sprinkler or other fire extinguishing systems
• Fire detection devices
• Stand alone smoke alarms
• Devices that alert one to the presence of a fire, such as horns, bells, or strobe lights
• Smoke-control and reduction mechanisms, and
• Fire doors and walls that reduce the spread of a fire
Value of property damage—The estimated value of the loss of the structure and contents, in terms of the cost of
replacement in like kind and quantity, including:
• Contents damaged by fire
• Related damages caused by smoke, water, and overhaul
• It does not include indirect loss, such as business interruption
Fire Log
An incident log is kept at the Menomonie Fire & Rescue Department that includes the date of the incident, the
location of the incident, and the nature of the incident. A copy of the incident report is also kept by the Campus
Police and the Safety & Risk Management Department.
