F-4 Minority Spending in Advertising Fund Expenditures Discussion Mr. Bromberg asked the committee to clarify the interpretation of the Minority Spending Policy and asked the committee to review the advertising expense percentages for minority owned media and minority targeted media. Public Television Minutes of May 20, 2015 Page 3 Ms. Kristen Johnson, media director, Eichenbaum and Associates presented MPTV’s current advertising expenses and discussed the difficulty of purchasing minority owned media while targeting the correct audiences. The Committee agreed that the unwritten policy for PTV’s Minority Spending will remain status quo with an annual advertising report given to the board at the beginning of each fiscal year. At that time the board will review the percentages of advertising expenses for minority owned and minority targeted. Attachment 3 MILWAUKEE AREA TECHNICAL COLLEGE DISTRICT BOARD PUBLIC TELEVISION COMMITTEE August 19, 2015 _______________ GENERAL MANAGER’S REPORT Ellis Bromberg State Budget Cut For many years, a grant to Milwaukee Public Television from the State, for instructional television broadcasts and support, has been embedded in the budget of the Wisconsin Educational Communications Board (ECB), the state agency that coordinates public TV’s on-air and online services to Wisconsin teachers. In recent years, that state grant totaled $211,900 annually. The ECB also maintains the infrastructure around the state for Wisconsin Public Television (WPT) and Wisconsin Public Radio. The original FY 15-17 State Budget proposal, released in February, called for a significant cut to the ECB: a 34% cut to the agency’s General Purpose Revenue (GPR) income, which totaled $2.7 million. In May, the legislature’s Joint Committee on Finance (JCF) voted to restore $1.6 million in GPR funding to ECB for infrastructure, but left in place a $1.1 million cut to its educational services, also known as the Wisconsin Media Lab (WML), as well as the $211,900 cut to MPTV. MPTV has been a partner in the WML, and we have used our grant to fund broadcasts, an online library of educational resources, teacher workshops in southeastern Wisconsin, promotion, and appearances at statewide educational conferences in support of the WML. With the cut, the ECB has chosen not to fill three vacant WML positions, and has also laid off three WML staff members. Two positions will remain within WML in order to keep its website online, provide outreach for K-12 educators, and ensure than resources that have been licensed or paid for will remain available for Wisconsin teachers and students. Unless funding is restored in a subsequent budget, however, the WML will produce and distribute no new content. Similarly, with the loss of the annual state grant, MPTV has curtailed our support of the WML. We are grateful for the many viewers of MPTV and WPT who contacted their legislators and the JCF to express their support for state funding of public broadcasting. Federal Communications Commission (FCC) Spectrum Auction On June 9, MATC Vice President and General Counsel Janice Falkenberg, MPTV General Manager Ellis Bromberg, and MPTV’s engineering and administration managers met with FCC staff during the commission’s “road show” visit to Milwaukee. We attended a general session about the Spectrum Auction, and then met privately with the FCC staff, discussing our specific circumstances, concerns, and options. We have now received reports from our team of consultants, Greg Best Consulting, Inc., Gray Miller Persh LLP, and BIA/Kelsey – funded by a matching grant from the Corporation for Public Broadcasting (CPB) – to advise us of matters we should consider and likely costs should we participate in the Spectrum Auction. We intend to present those findings to the PTV Committee and MATC Board in September. Last week, the FCC released its Auction Procedures Public Notice which finalizes a number of details of the Auction. Our FCC counsel, Gray Miller Persh, will be providing a summary this week. In September or October, we expect to receive from the FCC firm offers for WMVS and WMVT spectrum, under several options available to TV stations in the Auction. After that notification, the licensee will have 60 days to inform the FCC whether or not we will participate in the Auction under those conditions and at that price. The first round of the Auction is now scheduled for March 29, 2016. There are expected to be several – perhaps many – rounds, and each time the amount offered to the station will decline. The licensee may continue to participate, or not, each time, but when a station decides not to participate in a round, it will not be permitted to come back into the Auction for a subsequent round. Federal Funding We are pleased that level funding for CPB was included in both the House and Senate’s Labor-Health and Human Services-Education appropriations bills: $445 million for CPB’s two-year advance in FY 2018. The Senate bill also includes level funding of $25.7 million for public TV’s Ready To Learn (RTL) program in FY 2016, but unfortunately, the House bill does not contain funding for RTL. And neither the Senate nor House included additional funding of $40 million requested for public television’s interconnection system, although the Senate does grant CPB the discretion to use some of its funding to pay for it. The inclusion of level funding and the preservation of the two-year advance for CPB in both bills, and level funding for RTL in the Senate bill, represents an extraordinary endorsement of public television's work by the Republican majority as well as the Democratic minority, especially in the context of legislation that significantly reduced funding for many other programs. Public TV will continue to advocate for the inclusion of a separate funding line item for interconnection, as well as full funding for RTL, as the appropriations process moves forward. Funding for interconnection remains especially challenging, as it requires new spending when many other appropriations are being reduced. The U.S. House and Senate have adjourned for August and are not scheduled to return to Washington until September 7. Funding decisions for public broadcasting are not expected to be finalized for FY 2016 until the fall. SESAME STREET and HBO Last week, Sesame Workshop, the producers of SESAME STREET, announced they had reached a deal with the pay-cable service Home Box Office to bring the iconic series to their HBO Family Channel. HBO will be the primary funder for the series and get first play of the new episodes of SESAME STREET for the next five years. HBO will have a nine month window, after which the programs will be aired on MPTV and other PBS stations. While we are losing exclusive telecasts of the series, the HBO deal will mean that more new episodes can be produced every year, and that licensing fees PBS was paying to Sesame Workshop – reportedly $4 million a year – can be invested in other children’s programming. Two new science-oriented children’s series, NATURE CAT and READY JET GO! will join the PBS Kids lineup this season. Note that in a move unrelated to the HBO deal, SESAME STREET become a half-hour (rather than a full hour) program beginning November 16. It currently airs at 9 am weekdays on Channel 10, and will continue to do so. Local Programming New seasons of BLACK NOUVEAU, THE ARTS PAGE, and ¡ADELANTE! begin in September. Among many stories the series are covering: BLACK NOUVEAU opens its season with a segment about Milwaukee Repertory Theater’s production of “Dreamgirls”; THE ARTS PAGE takes a look at local portrait painter Brian Kuether, the Wisconsin Philharmonic’s annual “Music That Paints a Picture” family concert, and the exhibit “Dressing Downton: Changing Fashion for Changing Times” at the Paine Art Center and Gardens in Oshkosh; and ¡ADELANTE! features Milwaukee’s First Stage world premiere of the play “Luchadora!” 4th STREET FORUM will be ending its run on MPTV this fall. Unfortunately, the weekly public affairs series, in production for more than a decade, lost significant underwriting this year and its producer, Deidre Martin, retired. The station is looking at ways that some of its important elements – deep dives on significant local issues with knowledgeable and diverse panels – can be incorporated in surviving MPTV programs. In a budget-tightening move, two other MPTV series, HEALTHFUL INDIAN FLAVORS WITH ALAMELU and TRACKS AHEAD, will take hiatuses from production this year, but may resume production in FY 2017. Encores of previous seasons’ programs will continue to be scheduled on our stations. Premieres this fall and winter include: NEXT AVENUE MOMENTS. 25 short programs, funded by a grant from the Helen Daniels Bader Fund, that offer tips about healthful living and learning for older adults in rural Wisconsin METTLE AND HONOR: THE WAR MEMORIAL CENTER VETERANS STORY PROJECT. Interviews with a diverse group of Wisconsin veterans from every recent war, scheduled to air on Veterans Day. Produced by Mark Concannon. NOSTRA AETATE’S 50TH ANNIVERSARY (working title). The story of the dialogue between Milwaukee’s Catholic and Jewish communities marking the 50th anniversary of the historic papal decree that revised the Church’s relationship with other religions. BEHIND THE PEARL EARRINGS: THE STORY OF DICKEY CHAPELLE, PHOTO JOURNALIST. Dickey Chapelle was a Milwaukee native known for her work as a war correspondent from World War II through the Vietnam War. She was the first female war correspondent to be killed in Vietnam, as well as the first American female reporter to be killed in action. Produced by Maryann Lazarski. And the station is pursuing discussions with historian John Gurda and producer Claudia Looze to produce a follow-up chapter to the Emmy Award-winning THE MAKING OF MILWAUKEE for broadcast in October 2016. The original fivehour mini-series premiered in October 2006. PBS Programming Higlights Ken Burns’ 14-hour film THE CIVIL WAR, the most-watched program ever to air on PBS, returns to the air 25 years after its premiere in a new digitally remastered version, Monday-Friday, September 7-11 at 8 pm on Channel 10. The two-part, four-hour WALT DISNEY: AMERICAN EXPERIENCE premieres Monday and Tuesday, September 14-15, at 8 pm on Channel 10. It includes rare archival footage from the Disney vaults, scenes from some of his greatest films, and interviews with biographers, animators, and artists who worked on early films, including “Snow White,” and the designers who helped turn his dream of Disneyland into reality. INDIAN SUMMERS, a tale of upheaval and romance at the end of the British Raj in India, premieres on MASTERPIECE on September 27. Also coming from MASTERPIECE is HOME FIRES, the story of inspiring women in a rural community during World War II, and ARTHUR & GEORGE, a take on the real Arthur Conan Doyle mysteries starring Martin Clunes (DOC MARTIN).
