Other members of the MATC Board may be present, although they will not be participating as members of
this committee. This meeting may be conducted in part by telephone. Telephone speakers will be
available to allow the public to hear those parts of the proceedings that are open to the public.

Action may be taken on any agenda item, whether designated as an action item or not. Agenda items
may be moved into Closed Session for discussion when it becomes apparent that a Closed Session is
appropriate under Section 19.85 of the Wisconsin Statutes. The Board may return into Open Session to
take action on any item discussed in Closed Session.

The meeting was called to order by Ms. Wilson at 12:19 p.m.
Present: Kurt Wachholz and Ann Wilson
Mark Foley joined by phone. Grace Maizonet attended as a guest.
Due to time restrictions the PTV Committee went directly to ITEM J and will
return ITEMS C-I
ITEM J:
FEDERAL COMMUNICATIONS COMMISSION SPECTRUM AUCTION
STRATEGY CONSIDERATIONS
Discussion
Dr. Mark Fratrik, senior vice president, chief economist of BIA/Kelsey Consulting,
and Meg Miller, attorney at law for Gray Miller Persh LLP, as a legal consultant
joined by phone to discuss the Strategic Considerations for the FCC Reverse
Auction.
Motion
It was moved by Mr. Wacholz seconded by Ms. Wilson, to convene into Closed
Session pursuant to Section 19.85(1)(e) of the Wisconsin Statutes to discuss Item
J Federal Communications Commission Spectrum Auction Strategy
Considerations, to review strategy and to deliberate on public business which
entails competitive matters requiring closed session. The Committee will
reconvene into Open Session to take up any additional agenda items.

Motion approved, the roll call vote being as follows:
Ayes: Foley, Wachholz, Wilson
Noes: None
Closed Session
The board convened into Closed Session at 12:22 p.m.
The Board returned to Open Session to take up additional agenda items at 2:38

F-1 General Manager’s Report
Discussion
Mr. Bohdan Zachary, general manager, highlighted the following:






The Senate joined the House of Representatives to pass a bill
reauthorizing the Ready-to-Learn program however funding for the
program had not been secured.
The station is airing two new spots celebrating the behind the scenes
work of its staff and volunteers, Mittens and More Campaign and THE
ARTS PAGE Special "Stitching History from the Holocaust" Emmy win.
PBS pop-out programs including DOWNTON ABBEY, MERCY STREET a
Civil War drama, THE BLACK PANTHERS: VANGUARD OF THE
REVOLUTION, A BALLERINA’S TALE and JACKIE ROBINSON.
On January 15th, MPTV Passport launches the new service for members
only, the MPTV Passport, which is an on-demand streaming benefit.
Upcoming PTV events include MPTV and MATC night at MillerCoors
Holiday Lites as well as Downton Abbey screenings on December 15 th
and 17th.
As of Wednesday, December 9, MPTV has raised $295,143 during its
December end of the year pledge drive. This brings the station 29% away
from its goal of $417,000.
