In the past few years alone, we have seen a radical shift in the
challenges of Operators across the region, characterized by three
key issues:
1. Increasing Demand for Data: Operators are facing a drop
in voice revenue across the region and an upsurge in global
mobile data revenue . This drives a focus towards provisioning
for LTE and 4G technology to allow them to be able to offer
more robust data based value added services to their endusers.
With more than 60% of internet access in Asia now done
through mobile phones, this provisioning is necessary to be
able to address an increasingly tech savvy consumer base.
However, this rapid shift in data services translates to pressures
for the Operator in terms of the need to invest in additional
equipment, as well as in ensuring the optimization of the
current equipment
2. Decreasing Average Revenue Per User (ARPU): Across Asia,
fierce pricing competition is becoming the norm as subscriber
growth slows down significantly. Competition is also strong in
terms of product offering, and the numerous unlimited SMS,
voice and data plans being offered to users place additional
strain on CAPEX and OPEX, further decreasing the average

3. Critical Infrastructure Upgrades and Optimization: Operators

technology changes and getting into technologies that they

Issue :
Fierce competition, no barriers to switching
The increasing level of competition and the availability of the latest
gadgets have led to the consistent growth in demand for new
services. Due to the market’s price-sensitivity, telecom operators
are pressured to offer low-cost data plans in order to maintain
subscriber loyalty. The low price environment has created virtually
no barriers switching between operators and has significantly
increased the amount of data traffic in data centers. Consequently,
this has decreased the average revenue per user (ARPU).
Operators have to ensure reliability for their subscribers by making
sure their systems are always up and running. Downtime could
lead to negative short and long-term implications that will further

The MSC as a Data Center
Issue :
The MSC is Now A Data Center
To improve revenues, the provision of Value Added Services (VAS)
continues to be the core focus of telecom operators. This has led to
a shift in the MSC environment from being a low density switching
center to a high density data center. This has redefined both the
organizational competencies needed to maintain an MSC as well as
the infrastructure challenges that operators face in this landscape.
Infrastructure Challenges :
High Density = Heat
As in a traditional data center, an increase in computing demand
within the same limited space will result in a high density
configuration. With the increasing budget squeeze of operators,
there is usually difficulty in procuring funds to expand the
actual MSC footprint, resulting in more and more equipment or
computing power in the same limited space.
This means that there is a real risk of increasing the heat in the
MSC – which would then result in compromising the reliability of
the equipment and ultimately of the network itself. In many cases,
Operators rely on building air to cool their MSC, however building
air is designed to cool people at the workspace – not the specific
requirements of highly critical IT and Networking equipment . This
inadequate cooling increases the risk of downtime for the MSC due
to lack of proper humidity control, airflow management and 24/7
protection.

Adaptive Precision Cooling Solutions for The MSC
As heat densities continue to rise with the proliferation of
high-density configurations, server consolidation and server
virtualization, air flow management is a growing concern.
Fortifying a data center with building air or comfort cooling is no
longer enough, and adopting a precision airflow management
strategy suited for high-density computing is critical to
maximizing efficiency and preserving availability by minimizing
the occurrence of “hot-spots.”
Row-based precision cooling solutions are ideal for MSCs with
high-heat densities and growing IT infrastructures because they
are uniquely equipped to deliver cooling directly to specific
heat loads. They maximize efficiency by ensuring that capacity
is utilized only where and when it is needed. In addition, some
solutions, such as the Liebert CRV precision cooling system, use
intelligent controls to dynamically scale capacity as IT needs
dictate. In a virtualized environment, for example, this ensures
cooling is available where the load is shifted
Aisle containment configurations can further enhance airflow
management by creating a partition between hot and cold air in
the MSC. This partitioning increases the return air temperature
to the row-based cooling systems. By doing so, a data center
with intelligent row based cooling and cold aisle containment
can achieve efficiency gains of up to 30 percent. According to a
recent survey of the DCUG, more than 49 percent of data center
managers have adopted or are planning to adopt cold aisle
containment as an air flow management strategy.

The NOC as a Data Center
Issue :
The NOC is Evolving Into A Data Center
A Network Operations Center, or NOC, is the primary workspace
engineers utilize to monitor, manage and troubleshoot
problems on a telecom network. The NOC provides a structured
environment that effectively coordinates operational activities
with all participants and vendors related to the function of the
network. The amount and criticality of data that passes through
a typical NOC, as well as the inherent requirement for 24/7
monitoring and proactive analysis and action reflects that of a
high density data center.

Data Center Infrastructure Management
Data Center Infrastructure Management (DCIM) is a superset of
infrastructure monitoring and encompasses the ability to manage
the data center physical infrastructure to optimize data center
resource utilization, efficiency and availability.
DCIM includes management of the data center infrastructure layer
(power, cooling and the physical space), the IT infrastructure layer,
(compute, storage and communications equipment) and the gap
between the two layers.
By enabling management across the gap, data center operators
have visibility into the true capacity of their IT and infrastructure

than the conservative estimates that leave some percentage of
capacity unused as a buffer.

Flexible Adaptive Power Quality Solution for Critical Applications
Liebert PEX is the next generation room and row cooling system from Emerson Network
Power. It has become the ultimate solution by combining the most reliable cooling
technologies in the industry - The EC fan and Digital Scroll (DS) compressor technology. EC
fan plays an integral role in the Liebert PEX by providing effective capacity control while retaining high energy efficiency

SmartAisle™
Data Center Efficiency Management Platform
SmartAisle™ is a platform of technologies designed to optimize the efficient design and

system performance. Without aisle containment, hot and cold air mix in both the hot and cold

Liebert XD
High Heat Density Cooling Solution
Liebert X-treme Density heat removal system is designed to address the higher heat loads
generated by densely populated electronic rack enclosures. It can cool more than 30 kW per
rack. Individual modules can improve enclosure airflow or cool hot spots, or zones. The modules
in the Liebert XD system use a unique heat rejection process, using a pumped refrigerant. It
operates at low pressure and becomes a gas at room temperatures, making it ideal for use around electronic equipment.
A unique XD model is the Liebert XDR which uses no fan energy, a technology which greatly reduces energy consumption
and improves efficiency. The Liebert XDR is a fanless heat exchanger module that installs as the rear door of an equipment
rack, providing up to 20kW of room-neutral cooling. The Liebert XDR design uses the server fans within the protected rack
to provide airflow through the unit. The microchannel coil heat exchanger cools the air and returns it to room at close to
the same temperature as the air entering the rack.

Data Center Environment Assessment
DCEA is a comprehensive audit that focuses on maximizing the efficiency and uptime of a data center. This service helps

measure the airflow and temperature of the room while a CFD simulation is also included. It provides a detailed facility floor
plan that shows the location of existing equipment server racks and airflow obstructions.
At the end of the audit, a comprehensive report will be provided, showing points of failure and any potential cooling issues.
Moreover, specific recommendations for improvement are included which can be used to protect IT investment, advance
airflow and reduce heat within the data center.
DCEA covers the following services:
