NSF Salary Limitation for Senior
Personnel
• NSF limits compensation of senior personnel to no
more than two months of regular salary in any one
year.
– UCI’s definition of a year for purposes of this policy
is its fiscal year (i.e. July 1st through June 30th)
– Payroll Certification system will use the fiscal year
when calculating salary charged to NSF grants and
cooperative agreements.
• Limitation includes salary compensation received
from all NSF grants and cooperative agreements.

• At proposal stage:
– Any compensation for senior personnel
in excess of two months must be
disclosed in the proposal budget,
justified in the budget justification, and
must be specifically approved in the
NSF award.

NSF Salary Limitation for

• Post Award Rebudgeting for Compensation in
Excess of Two Months
• NSF has clarified that Grantees may charge additional
compensation to an NSF grant or cooperative
agreement, beyond the normal two month threshold
for senior personnel pursuant to its normal
rebudgeting authorities.
• Charges must meet OMB Circular A-21 criteria for
being reasonable, allowable and allocable, and the
additional salary must not change the scope of the
project.

• UCI’s Procedure for Post Award Rebudgeting to
Charge Compensation to NSF Awards in Excess of
Two Months
• PI must submit a request to rebudget and justification to SPA for
review and consideration.
• SPA will determine whether the request is consistent with UC
and NSF policy and whether it constitutes a change in the scope
of the project.
• If SPA has questions regarding the necessity of the additional
compensation or whether it would constitute a change in the
scope of the project, the SPA Officer will forward the request to
the cognizant NSF Program Officer (PO) for the award for
review and consideration.

 SPA Reminders
SPA Reminders
 SPA must be notified of the long term absence (i.e. 3
months or more) of a Principal Investigator prior to
his/her departure.
 This includes the transfer of principal investigators to other
Institutions.
 Final proposal copies/documents must be submitted to
SPA in a timely manner.
 SPA is the office of record for proposal documents.
 Failure to submit final proposal documents has a negative
impact on departmental/institutional proposal data.
 Award synopsis and award document review:
 Synopsis contains a summary of the important award terms and
conditions and any information/instructions from the SPA
Officer.
 The award document must be reviewed in addition to the award
synopsis in order to appropriately administer an award.
