Siemens receives additional U.S. contracts to upgrade power plant controls with advanced
I&C system
Siemens Energy’s Instrumentation & Electrical Business Unit has been awarded contracts
from Arizona Public Service (APS), Granite Ridge Energy LLC and Constellation Energy to
upgrade the controls at their respective power generating facilities with the installation of the
Siemens Power Plant Automation T3000 (SPPA-T3000) system. The newly installed controls
are expected to improve plant operation, maintainability and reliability at each location.
Siemens recently announced the installation of the SPPA-T3000 at four other power plants in
the U.S.
The SPPA-T3000 is a Web-based power plant I&C system specifically designed to implement total
power plant and turbine controls on a common, easy-to-use control platform. The system can be
integrated seamlessly into existing IT landscapes, independent of the original equipment manufacturer
(OEM), to provide real-time functionalities for operations, engineering, diagnostics, archiving, alarm
and field devices. With a secured java-enabled interface, authorized users can gain access securely at
virtually any time from virtually any location. In addition, Embedded Component Services technology
can help simplify power plant operation and maintenance and enable plant operators to run individual
power plant units in a flexible operating mode to match the demand.
“The SPPA-T3000, with its easy handling, high performance, and low life cycle cost, is increasingly
becoming the control system of choice for power plants throughout the United States,” said Joerg
Holzapfel, General Manager of Siemens Energy’s U.S. Instrumentation & Electrical Business Unit.
The West Phoenix Power Station helps maintain electric system reliability for APS customers in and
around the Phoenix, Arizona, area. The plant consists of five combined cycle and two gas-turbine
units, with a rated capacity of approximately 1,000-MW. Siemens’ scope of supply is to provide the
intuitive SPPA-T3000 control system for the combined cycle unit 5, consisting of two gas turbines and
one steam turbine.

The Granite Ridge power plant, owned by Granite Ridge Energy, LLC, is a 752-MW rated natural gasfired combined cycle power plant located in Londonderry, New Hampshire. Siemens will supply the
SPPA-T3000 control system for two gas turbines, one steam turbine, two heat recovery steam turbinegenerators and the balance of the plant operations. The newly installed controls systems can provide
an easy-to-use single control platform for the entire 2-on-1 combined cycle plant.
The Hillabee Energy Center, owned by Constellation Energy, is a partially completed 774-MW rated
natural gas power plant located in Tallapoosa County near Alexander City, Alabama. Siemens will
supply the SPPA-T3000 controls platform for two gas turbines, one steam turbine, two heat recovery
steam generators and the balance of the plant. Siemens will also perform a controls upgrade of the
existing excitation systems and static frequency converters (SES/SFC) compact units for the gas
turbines and the controls upgrades for the single excitation static system of the steam turbine.
The control system project is one of the important steps Constellation is taking to move the Hillabee
project toward commercial operation.
