Proposal Implementation Team (PIT)
• The team is made up of experts from the
instrument teams, planning & scheduling
teams, commanding teams, and OPUS.
• The team is able to focus on implementing
proposals efficiently and safely.
• The team will use one or two meetings per
proposal to develop and implement proposals.
(Some proposals will require more meetings)
The PIT Process
• Proposal Submission
– PI should make best attempt to convert the activity
summary into a proposal.
– Proposal should be submitted no later than one
week before the PIT meeting for that proposal
(earlier is better).
• Proposal is then processed by the PC. The PC
will send a galleyproof to PIT members
indicating that the proposal is ready for the
meeting.
The PIT Process (cont’d)
• Modifications & Resubmission
- no later than one week before second meeting.
• Proposal Re-processing
• Second PIT Meeting if needed
-verify the modifications
-final review of proposal and products
-approval to process to flight ready state
• Third PIT Meeting if necessary
PIT Schedule
• PIT Meetings will begin the week of November 12,
2007.
• Two meetings per week will be needed to keep on
track to meet launch.
• Four or five proposals will be reviewed per meeting.
• Proposals requiring special commanding, PCS
proposals, and proposals executing within the first
three weeks of SMOV will be reviewed first. These
proposals will need to be ready by mid-June 2008.

The cycle should be set to 17

The Proposal – Phase II Tips (cont’d)
• Guide star scenario should be left as default or

• Each proposal should allow for a launch slip of
at least 1 month
• Use the ON HOLD special requirement on
contingency visits or proposals.

before making changes to the proposal.

Expedited Data Flow
• If data is needed in a timely fashion for
analysis, then this needs to be explicitly
mentioned in the visit comments.
– Data to the PI within 12 hours of visit completion.
– Data to the PI within 20 hours of visit completion.
– Data to the PI within 32 hours of visit completion.
• These numbers assume ~8 hours of processing
after the data is downlinked from the
spacecraft until the data is available to the PI.
