31 - WESTERN WOOD PRODUCTS ASSOCIATION
Western Wood Products Association (WWPA) furnishes the region monthly lumber price
indexes and data. The most recent published data transmitted to Forests and Districts is
contained in the Appraisal Bulletin, issued monthly. This data should be used in all new
appraisals. Retain rescinded data until it is of no further use in scheduled rate redeterminations
or extensions. The following WWPA indexes are furnished and are in current use in this Region:
Rocky Mountain Ponderosa Pine - (1997-1998 Basis)
White Woods - (1997-1998 Basis)
Ponderosa pine and white pine use the Rocky Mountain ponderosa pine WWPA index.
Engelmann spruce, true firs, Douglas fir and Aspen use the White Woods WWPA index in this
Region.
32 - PONDEROSA PINE QUALITY ADJUSTMENTS
Rocky Mountain ponderosa pine WWPA price averages by grade category were used to create
the bases for the quality adjustment calculation used in the Region 3. This adjustment utilized
data from an Eager Recovery Mill Study. The Eager data was used as a representative sample in
which WWPA Transactions were applied to develop coefficients that reflect the market.
33 - MARKET ADJUSTMENTS
Western Wood Products Association indexes are used as an indicator of market changes in the
calculation of the market adjustment. This is normally done once a quarter, however, if the
current WWPA index has changed by more than 5 percent from the last index, then a monthly
market adjustment shall be issued and the WWPA monthly index will be used to calculate it.
34 - TIMBER SALE CONTRACT
Western Wood Products Association indexes for the last month of each quarter or any month
when the market is erratic are used in sections A-5 or AT-5 of the timber sale contract to escalate
stumpage.
