11 – TIMBER SALE CONTRACT.
11.2 - Other Contracts
11.21 – Permits.
Administration of FS-2400-1 and FS-2400-8 permits for compliance of permit terms and
conditions is an integral part of implementation of the Region’s Special Forest Products program.
Timber sale administration personnel are expected to play a role, in conjunction with Law
Enforcement and Investigations (LEI) personnel, in administration of the program. Sale
administration personnel are urged to participate in LEI’s Forest Protection Officer program.
12 – SALE ADMINISTRATION CERTIFICATION.
Region 6 has developed and implemented a timber sale administration certification program.
The program recognizes three categories of certification: Sale Administrator, Sale Inspector, and
Regional Forester Representative. Regional Certification standards are found in the R6
Supplement to FSM 2452.4. Full information and details concerning this program can be found
in the November, 2007, Pacific Northwest Region publication, “Timber Sale Administration
Certification and Inspections.”
The Sale Administration timed written exam must be proctored by a Regional Forester’s
Representative.
12.1 - Requirements for Regional Programs
Certified procurement Contracting Officer’s Representatives (COR) must administer servicetype contract provisions on stewardship contracts. Timber Sale Administrators are urged to
cross-train to become qualified CORs.
Certified Timber Sale Administrators must administer harvest-type contract provisions on
stewardship contracts. Contracting Officer’s Representatives (COR) are urged to cross-train to
become qualified Sale Administrators.
Contract and Harvest Inspectors may be delegated authority as per 13.11a.

13 – CONTRACT ADMINISTRATION.
Personnel assigned sale administration and contract administration duties shall be certified. Sale
Administration Trainees are delegated specific authority, and must pass the Timber Sale
Administration written exam. Trainees are assigned to work under the direct supervision and
coaching of a certified Sale Administrator (SA) or Forest Service Representative (FSR).
Contracting Officers (CO) shall delegate FSR responsibilities, by sale name, only to individuals
that are certified Sale Inspectors or to Sale Inspector trainees. Only certified SA’s, or those in
training for certification, shall be delegated sale administration responsibilities. Delegations
shall not be made to those who cannot meet certification requirements within three years of
training.
Employees being trained in Sale Administration generally progress through three steps of
development:
1. Harvest Inspector (HI). The untrained employee begins as a Harvest Inspector (HI).
HI’s are assigned to work for, and learn under, a Journey-Level SA. This continues until the
employee has successfully completed the written portion of the certification examination.
2. Post-Written Exam. At this step, the employee is delegated the authority to
administer all, or certain aspects, of a timber sale. During this phase, the employee receives
training inspections to assist in development to the journey level. When the forest has
determined the employee is performing at a satisfactory level for certification, the employee is
scheduled for the field portion of the certification examination.
3. Journey Level Sale Administrator. The employee is considered to be a Journey
Level SA after satisfactorily completing all portions of the certification examination. After SA’s
have been certified, they receive periodic maintenance reviews to determine that they are still
performing at the certified level. Journey Level Sale Administrators assigned as full time sale
administrators are expected to perform at the GS-10 level or the equivalent.
Sale Administrators assigned to administer FS-2400-13(T) contracts may be titled Contract
Administrator (CA). Harvest Inspectors assigned to administer FS-2400-13(T) contracts may be
titled Inspector (INS). Contract Administrators and Inspectors must be certified as fully
functional Sale Administrators and Harvest Inspectors, respectively.
To assure separation of duties, as described in FSM 6530.3, item 6; FSM 6530.41b, item 6; FSM
6530.42a, item 3; and FSH 6509.11k, Chapter 30.42a, item 4, timber sale administration
personnel are prohibited from being designated as Collection Officers.

13.11a – Normal Operations.
Only personnel with a written delegation of authority will be assigned administrative duties on
timber sale or integrated resource contracts. All assigned work shall be in writing, and specified
to each sale. The authority given by the CO must be exercised by the individual to whom it is
assigned. The assignment of authority and the responsibility of performance go hand in hand.
The FSR cannot re-delegate assigned responsibilities.
Under contract provisions B/BT6.1 and G/GT.1, FSR’s may designate SA’s and CA’s,
Engineering Representatives (ER), Construction Inspectors (COI), and HI’s assigned work on a
timber sale or integrated resource contract. All assigned work shall be in writing. Individuals
assigned specific responsibility, even though responsible for a decision, may need to consult with
technical specialists for advice in order to fulfill that responsibility to satisfactorily protect the
resources, and to meet objectives of the sale and the intent of the contract.
Personnel are expected to be in official uniform while performing administration duties.

Exhibits 01, 02, 03, 04 and 05 are tables listing contract provisions that authorize or require
specific action by the Forest Service. The tables show the lowest level that a specific action or
authority may be delegated. Specific actions or authorities may be reserved at a higher level. No
listing indicates Contracting Officer authority.

Exhibit 02 is for the July 2001 issue FS-2400-6(T) contracts;

2. The levels shown in the table are for fully functioning journey level sale/contract

3. The FSR’s or CO’s making the delegation are to review and consider the specific
qualifications of the personnel to whom they are delegating authority.
4. It is intended that the CO will assign only one individual the responsibility to manage
the Integrated Resource Account on a Stewardship Contract.
5. It is expected that delegations of authority to trainee or HI positions be commensurate
with the delegate’s demonstrated performance. However, this does not preclude the use of HI’s
as outlined in FSH 2409.15.
6. These delegations apply to the FS-2400-6 and FS-2400-6T Timber Sale Contract
Provisions, and the FS-2400-13 and FS-2400-13T Integrated Resource Contract provisions.
Delegations are similar for similar provisions of the FS-2400-2, FS-2400-3, and FS-2400-4 series
of Timber Sale Contracts.

13.12 – Sale Administration Report.
Timber Sale Administration Inspection Report (Form R6-FS-2400-130) shall be used by CO,
FSR, and Sale Inspectors to document internal sale administration inspections. Such reports are
in some aspects similar to performance evaluations and will not be available to the purchaser or
public; nor will they be part of the timber sale folder.
Timber Sale Inspection Report (Form R6-FS-2400-131) shall be used to document all
sale/contract area inspections. Use of this form, as well as any additional correspondence, shall
be guided by the following:
1. A complete record of work needed, with follow-up documentation, work
accomplished, work determined acceptable, and units accepted must be provided for the life of
the sale.
2. Documentation, with applicable contract provision citations, should be legible, clear,
concise, complete (what, why, when, where, how), and directed to the purchaser (not a diary).
Use of sketch maps and diagrams is encouraged.
3. Reports should be written, discussed and signature obtained (purchaser’s designated
representative) in the field at the time of inspection or agreement. In a rare circumstance when
this is not possible, the report should be mailed or hand delivered by the next day.
4. Agreements shall be clearly and concisely documented in writing and executed,
signed by both parties, in advance of implementation and made in accordance with delegated
authorities.
13.2 – Principles for Sale Administration.
13.21 – Contract Obligations.
Fulfilling the terms and conditions of the timber sale and integrated resource contracts must be
assured by asking no more and accepting no less than the contract requirements.
8. Planning. The CO or FSR shall write clear and consistent direction to the SA/CA,
emphasizing work priorities for each contract and priorities between contracts.
In order to provide for quality contract administration, staffing levels should be based on the
annual sales program for the forest or districts. While this varies greatly from year to year, the
rule of thumb should be not more than two active sales, with a total of four working sides
ongoing concurrently, for each certified SA/CA.

9. Safety. FSR’s, SA’s and CA’s shall develop and annually review a Job Hazard
Analysis for contract administration. Each contract should be evaluated and any unique or
unusual condition addressed; for example, helicopter logging, explosives. A copy of the analysis
should be readily available to the contract officers.
13.4 – Inspections.
Inspections are a key step in the internal control system to assure that everyone at all levels is
working toward, or meeting, Forest Service standards for timber sale and integrated resource
contract administration. Inspections are an evaluation process wherein underlying causes are
identified and corrective action noted. Once this information is available through the inspection
process, it is the responsibility of supervisors and management to take advantage of this
information and correct deficiencies in performance (Sec. 12.)
Effective control by management can only be exercised when decisions are made based on full
disclosure of all the facts, alternatives, and consequences.
6. Sale Administrator Certification Maintenance Inspections. To maintain certification
as a Sale Administrator, a Sale Administrator must successfully complete a formal maintenance
inspection by a Sale Inspector or Regional Forester’s Representative. The minimum frequency is
once every three years. The objective of these inspections is to measure performance against
Regional standards.
13.41 – Other Inspections and Reviews.
Resource Specialists’ reviews should be coordinated through the District Ranger/FSR to
minimize impacts on sale operations.
13.42 – Inspection Documentation and Notification.
1. CO, FSR, SA, CA ER, HI, INS and/or CI’s shall document inspections of timber sales
and integrated resource projects on Forms R6-FS-2400-131 (Timber Sale Inspection
Report) or FS-7700-42 (Specified Road Construction Agreement and/or Notice). Forms
with original signatures shall be filed in the official contract folder.
2. Certified Inspector, FSR, CO, and RFR inspections require Form R6-FS-2400-130 to
document performance. Copies shall not be filed in the official contract folder.

14 - TIMBER SALE AND INTEGRATED RESOURCE CONTRACT FOLDERS
The official contract folder shall be co-located and maintained with the CO, and shall be secured
from unsupervised access.
The official timber sale contract and integrated resource contract folder shall contain all of the
filed original documents, with original signatures.
The presale folder, secured at the time of advertisement or solicitation, need not be co-located
with the CO.
14.1 – Contract Files.
All information contained in the timber sale and integrated resource contract folder is available
for supervised public inspection with the exception of individual or corporate financial
information, such as that concerning net worth, documents that are deliberative in nature (for
example, claims analysis and incomplete design changes), and Plan of Operations and annual
Operating Schedule. Information of a proprietary nature may also be exempt. Requests for
inspection of any questionable material should be coordinated through Forest FOIA
Coordinators.
