31 - DOCUMENTATION OF ANALYSIS.
31.1 - Content. The Need for the Proposal section of all in-Service environmental
assessments (EA) will include the following statement:
An environmental assessment is not a decision document. It is a document
disclosing the environmental consequences of implementing the proposed
action and alternatives to that action. The decision is documented in a
decision notice signed by the responsible official.
The following statement will be included in the Need for the Proposal section of all
EA's when there is a proponent or cooperating Agency(ies):
An environmental assessment (EA) is not a decision document. It is a
document disclosing the environmental consequences of implementing the
proposed action and alternatives to that action. The decision will be
documented in a decision notice signed by the responsible official.
Environmental consequences on lands and activities administered by other
Federal, State and local jurisdiction resulting from the proposed action have
been disclosed in this EA. Through consultation, other Federal, State and
local jurisdictions have assisted in the disclosure of environmental
consequences and development of alternatives to the proposed action.
The Forest Service decision relates only to lands administered by the Forest
Service and will be documented in the Decision Notice. Decisions by other
jurisdictions to issue or not issue approvals related to this proposal may be
aided by the disclosure of Impacts available in this document.
Listed below are cooperating Agencies in the preparation of this document
and, to our knowledge, the approvals needed by the proponent:
