Criteria for Redelegation of Limited Employment Authority
Limited Employment Authority may be redelegated to the Administrative Officer, Personnel
Officer, Personnel Specialist, or Personnel Assistant assigned to the Supervisor's Office provided
that a request is made to the Director of Personnel Management.
Those employees delegated this authority must meet the following minimum criteria or
equivalent and have demonstrated the necessary expertise to perform the functions of an
Employment Officer:
1. Satisfactory completion of OPM correspondence course of Basic Personnel Management
or, through tenure in position, have demonstrated a knowledge of laws, rules, and regulations
governing personnel procedures, for example:
a. Appointment authorities (including suitability for appointment and qualifications
b. Certification.
c. Promotion procedures.
d. Summer employment, including Job Service and recruitment bulletins.
e. Working knowledge of PIMS processing.
f. Maintenance of official records.
g. Special Hiring Programs.
h. Examing Authority (DEMO, FATS, Case Examining, and so forth).
2. The basic OPM course on Staffing and Placement.
All personnel actions shall be signed over the title of Employment Officer. Requests for
employment authority should be in the following format when requesting employment authority
for Forest personnel. A copy of this delegation will be filed in the employee's official personnel
folder.

Federal Personnel Manuals governing appointments, promotions, reassignments, separations, and other
personnel actions.
