Acquire abstracts of title, certificates of title, or title insurance from approved abstractors or title companies. When the consideration to be paid for the right-of-way is $1,000 or less, obtain a last owner search certificate from an approved abstractor, or Forest Service personnel certified by the Regional Attorney. 8. Prepare right-of-way acquisition instruments in accordance with FSH 5409.17, section 11 and approved alternate and special clauses. The Regional Attorney shall approve exceptions that include conditions, limitations, reservations, or depart from standard language not previously approved. 9. Acquire licenses or permits consistent with consistent with the policies in FSM 2403.3. Refer exceptions to this policy to the Regional Forester. 10. Acquire rights-of-way in fee. 11. Make payment of the purchase price upon issuance of the title opinion.
