5430.4 - Responsibility
5430.42 - Field Units
5430.42d - District Ranger
The District Ranger must review and concur on all preliminary exchange reports for each
proposed land exchange submitted to the Forest Supervisor for consideration. The District
Ranger will consult with Lands personnel in the Supervisor’s Office during their review to insure
that all information within the preliminary exchange reports is accurate. The preliminary
exchange report will consist of the following information:
1. Proponent name, address, and contact information.
2. Summary of Proposal, including known information regarding proponent motivation.
3. Description of the subject Federal land, including
a. Tract map
b. Acreage, based on known information
c. Identification of management prescription(s) based on Forest Plan
d. General description of vegetative cover
e. Outstanding rights of record
f. Proposed reservation(s) by the United States
g. Identification of known encroachments, claims, trespasses, special use
permits, easements, or other occupancies
h. Acres of floodplain/wetland soils and location of these sensitive resources
i. Identification of the location of known Federal T/E Species, Regional Forester
Sensitive Species, or Forest Listed Species
j. Known information related to heritage resources
k. Improvements, including buildings and roads under National Forest jurisdiction
4. Description of the subject Non-Federal land, including:

5. Evaluation of Exchange Proposal
a. General Factors – Provide description of how the exchange complies with the
requirement of law, regulation and policy, including compliance with the Standards
and Guidelines in the Land and Resource Management Plan.
b. Administrative Cost Factors – Provide an evaluation of the anticipated effects the
implementation of the exchange would have on various administrative cost or savings
relative to the Federal and Non Federal tracts, including:
(1) Cadastral Survey/maintenance of landlines
(2) Right-of-Way cases eliminated or acquired
(3) Special Use Authorization need eliminated or created
(4) Encroachment, Title Claims, & Occupancy Trespass Cases Eliminated
c. Floodplain and Wetlands – Executive Orders 11988 and 11990 direct that
floodplains and wetlands loss by the disposal of the Federal land should be offset by
the floodplains and wetlands acquired by acquiring the Non-Federal land. Forest

Soil Scientist(s) should be consulted regarding identification of floodplain and
wetland soils.
d. Primelands – All exchanges must comply with the Secretary of Agricultures policy
on prime farmland, rangeland and timberland. Generally, exchanges should avoid
Federal acquisition of prime farmlands and seek to acquire prime timberlands. The
Forest Soil Scientist(s) should be consulted regarding the identification of prime
farmland soil units.
e. Forestwide Standards and Guidelines - Land Adjustment Priorities are identified
within the 5400 section of the Forestwide standards and guidelines. These standards
and guidelines should guide analysis of land exchange proposals.
f. Endangered, threatened, and sensitive species habitat – When habitat for Federal T
&E, Regional Forester Sensitive, and Forest Listed Species is discovered on National
Forest land being considered for exchange, the potential adverse effects to the habitat
must be mitigated, or the parcel must be removed from exchange consideration. The
potential for acquiring unprotected habitat for Federal T &E, Regional Forester
Sensitive, and Forest Listed Species should be noted in the NEPA document
associated with the exchange.
g. Hazardous Materials – Identify past known uses of the Federal and Non-Federal
land, especially past industrial uses that could have involved the use or storage of
hazardous materials.
