2704.34 District Rangers
District Rangers are hereby delegated the responsibility and authority to issue special use authorization
for all uses of a short term nature. Authorizations for all uses of a short term nature are defined as those
which by their terms authorize occupancy of National Forest System lands not to exceed 5 years.
Authority is hereby delegated the District Rangers to issue temporary and priority Outfitter and Guide
Special Use authorizations. This delegation also includes intra- and inter-Forest authorizations but shall
not extend to inter-Regional authorizations unless provided for by specific written instruction and/or
agreement. Applications and authorizations for new uses, new areas, renewal and re-issuances will be
issued by the District Rangers only after review by the Supervisors Office.
Authority is also delegated to the District Rangers to approve those authorizations issued to contractors,
either timber sale or service contracts, for temporary camps within the project area. These authorizations
must be renewed annually and expire with the individual contract.
Refer to R1 Supplement 2700-2005-1for delegation of authority for Outfitter and Guide Special Use
authorizations.
Refer to R1 Supplement 2700-2004-1and Clw Supplement 2700-2007-01 for delegation of authority for
Special Use Road authorizations.
District Responsibilities:
1. Pre-Application consultation with prospective applicant.
2. Assist applicant in completion of application.
3. Insure NEPA compliance, and preparation of appropriate NEPA documentation and decision
document. Insures compliance with MOU between Forest Service and Outfitter and Guide
Licensing Board (FSM 1561, R1 Supplements 52 and 55).
4. Preparation of all special use authorizations (District Ranger and Forest Supervisor authority
authorizations).
5. Billing and collection of all Outfitter and Guide authorizations, and other District Ranger authority
authorizations.
6. Administration of special use authorizations including periodic inspections for authorization
compliance and Title VI compliance reviews.

2733.04c District Rangers
District Rangers are hereby delegated authority to issue, suspend and terminate temporary road
authorizations (one year or less, as defined in FSM 2705) in the format of FSH 2709.12, Sections 41.22
and 41.23, Exhibits 1, subject to the following assurances by the District Ranger.
1. That road plans and specifications and construction are given appropriate technical review and
field inspections, and
2. That authorizations so granted will actually be terminated in the period prescribed for temporary
authorizations, and
3. That upon authorization termination all structures and improvements are removed and the site
restored within the temporary term of the authorization.
A copy of all correspondence and documents relating to the executed authorization should be submitted
to the SO Lands/Technical Services section so a complete case file can be prepared.
