Fees relating to travel outside the conterminous United States. (3) Trip insurance. Authorizations for travel to points within Canada include the standard authorization to incur necessary incidental expenses. In Region 1, a necessary expense for personnel having such authorizations will be liability insurance to cover damage to or loss of property, personal injury, or death caused by the act or omisssion of such employee acting within the scope of employment while operating a motor vehicle belonging to the United States in a foreign country. The authority for insurance coverage is an AGPR 4-10.352. The Federal Tort Claims Act does not apply to claims arising in foreign countries. Employees may elect to obtain trip insurance or coverage by a rider on their own insurance policies, usually referred to as "drive-other-car" coverage. Reimbursement will be by travel voucher. A blanket insurance policy may be arranged by the Forest but must be approved in advance by the Director of Administration. -*
