Marking paint containing tracer elements shall be used for all marking on all timber sales and for all other tree marking purposes. Marking paint shall be stored in a designated, locked, paint storage building or in locked vehicle compartments while being used in field activities. Paint shall not be stored in the woods, even overnight. A record of all tracer paint will be maintained in the paint storage building. The batch number shall be included in the Timber Sale Report. A suggested Journal for this record is attached (Exhibit A). Under no circumstances will marking paint containing tracer elements be issued to contractors or other non-Forest Service personnel. Non-tracer paint must be kept separate from tracer paint. You must be able to testify in cou.rt that tracer paint was used and that no possibility exists that non-tracer paint was used in error. Empty paint cans must be removed from the field and disposed of properly, normally in a landfill. One of the following treatments is required before disposal: 1. 2. Be rinsed with water. Have dirt or gravel added in sufficient quantity to absorb paint residue. A uniform system of marking “leave” trees has been established for the Forest. The following symbols will be used on all Districts and all sales where trees are to be left for other resource values. 1. 2. 3. “X” for trees required to be felled, “C” for trees that may either be cut or left at option of purchasing, “____” for trees where a double girdle is required. Timber sale contract clause CT2.121 Treatment of Residual Trees should be used for “X”, “C” and “____” trees. Appropriate symbol must be used on the Sale Area Map, and an explanation of required work should be in the Prospectus. 4. For wildlife trees or groups of wildlife trees not to be cut or damaged, use contract clause CT2.3 Reserve trees, a orange painted letter “W” on two sides of the tree, a orange stump mark, and optionally, a metal wildlife tree tag. Contract clause CT6.32 Protection of Reserve Trees must be used with clause CT2.3. A penal sum of at least $50/tree, more if there is a merchantable value in the tree, should be used. The Stump marks on leave trees in areas where stumps are not marked on cut trees are essential. Try to locate Reserve Trees, or groups of Reserve Trees in drainages, critical points for visual resource management, places you do not want mechanized equipment, or around land line corners. Checking Responsibilities and Positions. The organization for redeeming the Forest responsibilities will consist of Forest District check Estimators. Check estimators will remain fully knowledgeable of the Timber Cruising Handbook and the National Forest Log Scaling Handbook. They will keep currently informed on new policies and procedures affecting scaling and estimating. They will provide the overall training in all aspects of timber estimating. They will request advice and assistance when needed. A. B. C. District Ranger Responsibility. The District Rangers are responsible for meeting frequency standards for check estimating on their Districts. The Ranger will assure that fully trained and qualified personnel are used for marking and estimating. Trainee markers and estimators will be identified and appropriate training and monitoring planned. District Rangers are responsible for insuring that OJT is provided for trainees. The Forest Check Estimators are: Robert Aynes – Hoosier National Forest (Advanced Master Check Estimator). Experienced District Estimators may be assigned check estimating duties. District Estimators must work closely with the Forest Check Estimator. This assignment will not relieve the Forest Estimator of his program responsibilities Estimators assigned check estimating duties as Qualified are: Tom Krueger – Tell City Ranger District Ron Overshiner – Brownstown Ranger District Tom Thake – Tell City Ranger District Forest Check Estimators will ensure these advanced estimators maintain the skills necessary to perform check estimating duties. Forest Check Estimators will submit a list of approved estimators and certification dates to the Ecosystem Program Manager every three years or as necessary depending upon timber sale offerings. Certification at the Qualified or Advanced level is valid for three years. D. Tree Measurement. A minimum of 50 trees per new estimator is necessary for certification. A particular sale may be selected for estimator certification. The sample interval may need to be decreased to provide enough sample trees. While the sale will be oversampled, this is acceptable for certification purposes. The oversample should be explained in the Timber Sale Report.
