CHAPTER 30 - COMMERCIAL TIMBER SALES
2430.3 - Policy.
11. Establish a personal use fuelwood program that:
a. Provides the public with an amount of fuelwood commensurate with supply and
demand in local area.
b. Provides an alternate energy supply.
c. Provides a recreation opportunity.
d. Accomplishes other resource program objectives and reduces the cost of
accomplishing such resource program objectives.
e. Provides a net return to the United States Treasury.
f. Develops cooperative fund accounts to cover the cost of preparation and
administration of the program.
2430.43 - Forest Supervisor.
1. Use only contract provisions approved by the Chief or the Regional Forester and
included in the clause collector. When additional provisions or changes in standard wording are
necessary, submit a request with adequate background information to the Regional Forester for
approval. Make requests prior to implementation of the sale area plan.
2431.31 - Minimum and Standard Rates.
2431.31a - Standard Rates. Standard rates may be used for sale of all nonconvertible products
and Special Forest Products. Forest Supervisors may establish higher standard rates when
supported by an appraisal specialized for that product. Limit standard rates for convertible
products to less than 4,000 Ccf.

2431.31b - Minimum Rates. The following minimum rate prices apply to all timber and forest
products (ex. 01) and are applicable to all Forests. Sale of any forest product at minimum rates
must be supported by an appraisal. Forest Supervisors may establish higher minimum rates but
must protect the product identity and unit of measure as shown herein. Maintain relationships
between high, moderate, and low value species; consider all products other than sawlogs (POL)
as low value species. Forest Supervisors should consult with industry and adjacent Forests. 1

2431.31c - Minimum Charges for Small Sales. Minimum amount for personal use sales other
than Christmas trees shall not be less than $15 for the remainder of Calendar Year 1996. Starting
January 1, 1997, the minimum rate for personal use sales other than Christmas trees shall not be
less than $20. Minimum amounts for small commercial sales shall not be less than $50. Forest
Supervisors may increase minimum charge for small sales.
