Allotment Inspection Frequency Standards. Each allotment should be inspected a minimum of three times a year to: a. Maintain accurate records of forage development, production, permittee compliance and livestock utilization patterns, b. Provide a record for determining permittee compliance and management effectiveness of direction outlined in the Allotment Management Plan or Annual Operating Instructions, and c. Provide a basis for recommending changes in direction. See 2214.2 - Exhibit 2 for an example of an inspection form. More inspections are encouraged and may be necessary to insure proper utilization and pasture rotation. 2. Allotment Inspection Procedure a. Time of year (1) Pre-season to determine entrance date. Check plant development, production, soil condition, and maintenance of improvements, adequate water and fertility maintenance. Cattle entry may be delayed until all conditions are satisfactory. (2) Mid-season to determine obtainment of resource objectives. Note condition of vegetation, watershed and wildlife habitat. Also check utilization patterns, maintenance of improvements, construction of planned improvements, grazing system, salt placement, numbers, brand, and livestock classification (cows, calves, yearlings, bulls). (3) Post-season to determine if years use is moving allotment to Desired Future Condition, and if not how to improve management for next year. Note good and bad impacts and make recommendations for next grazing season. b. Filing Allotment Examination Documents. Allotment examination notes, studies, photos and maps, etc. should be filed in an allotment folder under 2210-1 Range Allotment Management Plans (see FSH 6209.11, 41 Part 04, page 4). Permittee compliance notes and inspections should be filed in 2230-1-3 Permit Folder. Because most inspections will be monitoring allotment condition and permittee compliance, it is suggested to file copies of the inspections in both folders.
