2203 - POLICY
The Eastern Region rangeland ecosystem management program shall promote ecosystem health
and conservation using a collaborative approach to sustain the Nation’s forests, grasslands, and
watersheds according to the commitment set forth in the USDA, Forest Service Strategic Plan.
The following goals should guide decisions:
1. Improve and protect watershed conditions to provide the water quality and quantity
and the soil productivity necessary to support ecological functions and intended
beneficial water uses.
2. Provide ecological conditions to sustain viable populations of native and desired nonnative species where present and to achieve objectives for Management Indicator
Species, (MIS).
3. Increase the amount of forests and grasslands restored to or maintained in a healthy
condition with reduced risk and damage from fires, insects and diseases, and invasive
species.
4. Provide a variety of uses, values, products and services for present and future
generations by managing within the capability of sustainable ecosystems.
5. Improve the capability of the forests and grasslands to provide diverse, high quality
outdoor recreation opportunities along with desired sustainable levels of uses, values,
products and services.
6. Where appropriate, emphasize the use of livestock grazing as a vegetation
management tool for achieving integrated resource management objectives.
7. Encourage permittee cooperation, responsibility and accountability in planning and
implementing vegetation management and range improvements.
8. Reflect firm and fair administration of all grazing permits and allotment plans based
upon frequent communication with permittees and interested parties.
9. Nurture partnerships with permittees, other government bodies and interested publics
that will facilitate state-of-the-art stewardship of rangeland ecosystems.
10. Monitor demand for livestock forage and identify opportunities for National Forest
System lands to contribute.

11. Encourage establishment and viability of local livestock associations where their
formation and existence will further achieve National Forest System objectives.
12. Correct livestock trespass problems promptly in accordance with instructions in FSM
5333.
2204 - RESPONSIBILITIES
2204.2 - Regional Foresters
The Forest Supervisors are delegated the responsibility and authority for those approved range
management items listed in FSM 2204.2.
