2251- Cooperation With National Forest Livestock Associations At Local Level
2251.1 – Requirements for Recognition
A closely associated group of permittees where several allotments are combined for range
management purposes can be recognized by the Forest Supervisor as an Association (36 CFR
Part 222, Subpart A §222.7). The intent is to recognize, where necessary for management
purposes, those permittees whose livestock use the same range. It is not to give formal
recognition to an association(s) which represents entire counties, Ranger Districts, National
Forests, or areas where association member livestock graze separate allotments.
2254 – Grazing Advisory Boards
All direction in the parent text under this title is no longer relevant since all the referenced
authorities which originally authorized grazing advisory boards expired on December 31, 1985,
as stated in the parent text (2254.01 – Authority). There have been no grazing advisory boards
within the Southwestern Region since December 31, 1985.
2256 – Cooperation On Estray Livestock
2256.03 - Policy
1. The occasional stray animal on the wrong side of the fence is not a situation which falls
within the intended purpose of the regulations, provided the owner removes the animal
when notified.
2. State livestock inspectors will not be asked to round up and remove livestock from
National Forest System lands. Their assistance will be requested in inspection and
determination of ownership of impounded livestock. They are to be kept fully apprised
of all livestock impoundments before being carried out.
3. A stray animal(s) of unknown ownership which can be easily rounded up and held with
minor cost can be released to the state livestock inspector for disposition.
4. Refer to FSH 5309.11 (Law Inforcement Handbook) section 23.1 (Livestock
Investigations) for livestock impoundment and disposal procedures (section 23.14,
Livestock Impoundment and Disposal).
5. On the Carson and Santa Fe National Forests, the duration between notification of
intention to impound livestock of known ownership and actual impoundment should
exceed the normal 5 days so that 2 weekends are included. In areas where unauthorized
livestock is a recurring problem the 2 weekend courtesy need not be extended.
6. Unauthorized livestock of known ownership that are properly branded and marked, and
animals whose ownership has been validated by the local livestock inspector, shall be

retained by the Forest Service for redemption of disposal under the provisions of 36 CFR
Part 262 Subpart B § 262.10.
7. Disposal of impounded livestock of unknown ownership must be closely coordinated
state livetock Boards or equivalent authorities. Livestock of unknown ownership
normally become the property of the state.
8. All activities involving the impoundment and disposal of unauthorized livestock must
closely follow procedures established in 36 CFR Part 262 Subpart B § 262.10 and FSH
5309.11 (Law Enforcement Handbook).
