33 - ROAD MANAGEMENT OBJECTIVES. Road Management Objectives are established to
support Resource Management Objectives set for a particular area, by stating the operational
characteristics of the supportive road system.
After the Resource Management Objectives are established by the Monument Manager/District
Ranger/I.D. Team, the respective Zone Transportation Planners shall document as stated in FSH
7709.55, Sec. 31.2.
Attach a map to show the location of the road to which the Road Management Objectives (RMO)
relate.
The RMO is a source document that supports many other functions. It is important that recorded
information be as accurate as possible.
Road mileages shall be recorded to the nearest one tenth mile.
1. Review and Approval Process. After the Transportation Planner has documented the
Road Management Objectives as developed by the ID Team in the proper format, the Zone
Engineer or Acting shall review and sign the document. The document then goes to the District
Ranger/Monument Manager for approval.
After the RMO document is reviewed and approved, the original shall be filed at the Zone office
and a copy shall be sent to the Supervisor's Office Transportation Systems Operations Section.
2. Updates. Updates of the RMO's shall go through the same review and approval process
as the originals.
LOCAL ROADS - Every 5 years minimum.
ARTERIAL AND COLLECTOR - Every 10 years commensurate with the updates of the
Forest Plan.
Exhibit 1, General Guidelines, are the guidelines in filling out Exhibit 2, GP 7700-106, Road
Management Objectives.

GENERAL GUIDELINES
General information about the road or road segment is entered first.
NEW/UPDATE: Place and "X" in the appropriate space. NEW for new roads for which
an RMO form does not exist. UPDATE when and existing RMO is being updated.
ROAD NO: Use the complete seven digit road number.
SEGMENT: Use up to 2 characters to identify the road segment.
DISTRICT: The corresponding 2 digit district number.
01 - MSHNVM
03 - Mt Adams
04 - Packwood
05 - Randle
08 - Wind River
LENGTH (Proposed/Existing): Lengths are to the nearest one tenth mile.
TERMINI: The end points of the road or road segment.
1. FUNCTIONAL CLASS: A, C, or L for Arterial, Collector, or Local. (FSH 7709.16)
1a. SERVICE LIFE: C or I for Constant or Intermittent. (FSH 7709.16)
2. TRAFFIC SERVICE LEVEL: A, B, C, or D. (FSH 7709.56, SEC 4.1)
2a. MAINTENANCE LEVEL: 1, 2, 3, 4, or 5. (FSH 7709.58)
Operational Level - Current maintenance level regardless of commercial use.
Planned Level - Maintenance level desired within 2-5 years outside of commercial use.
2b. TIMING OF CLOSURE IF MAINTENANCE LEVEL 1: Timing of the closure should
be specified as closely as possible. This should occur 2-5 years outside of commercial use.
Examples may be, upon acceptance of unit, June 30, 1990, after BD, or after planting.
2c. CLOSURE OBJECTIVE: List the reason for the closure. Examples may be wildlife
protection, erosion control, maintenance savings, etc.

2d. FUNDING: Indicate the funding source for the closure. Use only 5 characters to indicate
other funding sources that are not listed as valid entries. Valid entries are:

MAINT - Road Maintenance
XXXXX - Other 5 character fund source description.
2e. CLOSURE DEVICE: The device used to close the road. GATE, GUARDRAIL, SIGN,
BERM, or OTHER. If "OTHER" is used, use the Other or Cont. space in block 5 for
further explanation.
2f. CLOSURE DATES: Dates that specify the period when the closure will be in effect.
2g. DURATION: Duration of closure in reference to the closure dates in Block 2f. S or Y for
seasonal or yearly.
PROJECTED YEAR OF CLOSURE: Calendar year the road is projected to be closed.
DATE CLOSED: The month and year the road is actually closed. Only blank entries are
valid when a road is still open.
CFR: Y or N indicates whether or not a closed road has a CFR order.
3. PUBLIC USE: Indicate the appropriate management strategies during and after commercial
use. Valid entries are:
ENCOURAGE
ACCEPT
DISCOURAGE
ELIMINATE
PROHIBIT.
Designated Use Period (if Encourage or Accept): When we "Accept" or "Encourage"
public traffic we also need to indicate a normal use period; ie, 6/88 - 11/88.

4. COMMERCIAL SEASON OF USE: Dates (Month/Year) that specify the period when
commercial traffic is expected to operate on the road. The design for construction or
reconstruction will accommodate commercial traffic during this period.
5. RESOURCE CONCERNS/COMMENTS: Describe the resource concerns and
considerations that may affect the design, waivers, construction, or long-term road
management including obliteration options.
Use the Other or cont. space to continue resource concerns or to record other comments or
notes that are important to the management of the road. This block could be used to
include the NEPA document name, projects, or timber sales, etc.
6. SALE USE: Planned and sold timber volumes (1-5 years) in MMBF.
6a. FUTURE VOLUME: The planned 20 year future timber volume in MMBF.
Y or N to indicate whether or not the road will be extended, and if so, by how many miles.
7. DESIGN/CRITICAL VEHICLE: Identify the Design and Critical vehicles. If the design
vehicle and critical vehicle are not the same, estimate the number of entries to be made by
the critical vehicle. (FSH 7709.56, Sec 4.1)
RECOMMENDED BY/APPROVED BY
This block of data contains information regarding the review and approval process. Each
individual recommending the RMO signs and dates the form. These fields can be used for
staff approval. It is then reviewed by the Zone Engineer and finally approved by the
District Ranger or Monument Manager.
The last line on the form is for tracking modifications and updates to the RMO form.
DATE LAST MODIFIED: Date the RMO data was updated or changed. Update this
field each time any modifications are made.
