R-10 SUPPLEMENT 7309.11-2003-1 EFFECTIVE DATE: 11/14/2003 DURATION: This supplement is effective until superseded or removed. 7309.11_20 Page 2 of 2 FSH 7309.11 – BUILDINGS AND RELATED FACILITIES HANDBOOK CHAPTER 20 - PLANNING 20.4 - Responsibility The Region 10 Director of Recreation is jointly responsible, with the Director of Engineering, for the Region 10 Capital Investment Program (CIP). Coordination between Directors will include: development of a process for program management; project selection, prioritization and funding, and project implementation monitoring. Forest Supervisors will periodically be given an opportunity to send in capital investment project proposals to compete for position on the Region 10 CIP Project Priority List. An interdisciplinary team (IDT) for use in the CIP process will be identified and members concurred on by the Regional Directors of Recreation and Engineering, the Forest Supervisors, and the Deputy Regional Forester for Natural Resources. This IDT will: determine the criteria to be used in evaluating proposed projects; evaluate project proposals; recommend projects for Value Analysis; and develop and recommend a regional Project Priority List for Regional Leadership Team (RLT) review and approval. Once the list is approved by the RLT, the Directors of Recreation and Engineering will manage the capital investment funds to facilitate implementation of the projects as prioritized and will develop a five-year program for approval by the RLT. The five-year program will be used in programming and planning decisions regarding Region 10’s Capital Investment Program.
