Tires a. Replacement Standards and Safety Requirements. Issuing tires from stock to vehicles shall be done only on an as-needed basis. Tires shall not be replaced until at least one of the following conditions are present: (1) Wear bars are showing solid across width of tread. (2) Tread depth is 4/32" front axle or 2/32" rear axles. (3) Tire is defective for any reason and unsafe. (4) Change from highway tread to mud-snow and vice versa. Serviceable tires shall be returned to stock, and accounting adjustments made. (5) Change is necessary to match diameters on 4X4 equipment. b. Stocking Levels and Procurement Procedures. Tire inventories shall be held only to levels justified by analysis of forest usage considering procurement lead time and open-market purchasing authorizations. Generally, tire inventories should not exceed the following by more than 20 percent: Local purchase Number in stock = annual use X Delivery time authorized by of each tire size 12 in whole months current GSA tire procurement policies contact and Forest The number of tires in stock include new, used, unmounted tires charged to equipment, and recaps in serviceable condition for all forest fleet and project equipment. If a particular size shall soon become obsolete, due to impending sale of equipment utilizing that size, stocking level shall be reduced. Conversely, stocking levels may be temporarily increased during the changeover period of highway tread to snow tires. Tight control of tires in inventories and cupboard stock shall be maintained to insure proper issuing and acounting accuracy. Tires shall be in a locked space or chain/cable locked together. A responsible person shall be designated as issuing agent. c. Studded Tires. The purchase, dismounting and mounting of studded tires shall NOT be paid by WCF. Project funds shall be used for this purpose. R6 SUPPLEMENT 7109.19-94-4 EFFECTIVE 04/04/94 7109.19,40 Page 3 of 4 44 - MAINTENANCE COST LIMITATIONS. As a general rule, equipment should not be repaired, due to accident or normal wear and tear when: Cost of < Repair Depreciation Replacement = Cost + to date + Estimated sale value + Increased cost factor If the repair cost is a project responsibility (for example, due to abuse) project funds shall be responsible for the difference between the cost of replacement and the sum of Depreciation, Sale Value, and Increased Cost Factor. If the repair cost is due to normal wear and tear, the WCF shall be responsible for the entire replacement cost. When the course of action is not obvious (that is, replace or repair) at the outset, the following should be done: 1. Follow Maintenance Decision Flow Chart, exhibit 01, to appropriate conclusion. 2. If replacement is indicated, make request in writing to the Regional Office with the following data: a. Complete repair estimate. b. Copy of accident report or preliminary finding, if appropriate. c. Description or specifications of replacement vehicle. d. Other justification, as appropriate. e. An FS 6500-46, Authorization for In-Service Expenditures, with project funding portion, if any. 3. If repair is indicated and equipment life can be extended, prepare an FS 6500-61, Fleet Equipment and Aircraft (Accountability and Data Record), and: a. Record the portion of the repair job cost, in dollars, that shall extend equipment life in Block 44. b. Record new estimated life years in Block 44; record new remaining Months of Depreciation (12 X Block 44) in Block 45; record new Planned Year Replacement in Block 46.
