FSH 6509.33 - AGRICULTURE TRAVEL REGULATIONS 7/84 R1 SUPPLEMENT 12 CHAPTER 1. - TRAVEL ALLOWANCES PART 4. REIMBURSEMENT FOR USE OF PRIVATELY OWNED CONVEYANCES 1-4.1 - Basic rules a. Mileage payments. Travelers must obtain advance approval from their travel approving officer before they use a privately owned vehicle (POV) Reimbursement for use of POV as a matter of personal preference can only be denied for reasons of: (1) cost; i.e., a GOV is making the same trip, or (2) to meet work requirements; i.e., Recreation guards should be in a Government vehicle to better establish his official status as an official representative of the Forest Service. Limit reimbursement to the total constructive cost of appropriate CC including per diem by that method of CC transportation. Charge annual leave or leave without pay for excess travel time. See ATR 1-4.6b. 2/ Traveler requests use of POV as personal preference when CC is available and will serve the traveler's official needs, but a GOV is not available. Limit reimbursement to the total constructive cost of appropriate CC including per diem by that method of transportation. Charge annual leave or leave without pay for excess travel time. See ATR 1-4.6b. 3/ Traveler requests use of POV and he/she is committed to use a GOV and CC is not available. See the criteria in ATR 1-4.4 regarding employee commitment. 4/ Traveler requests use of POV and is not committed to use GOV. A CC is not available. A GOV is available and aill serve the traveler's needs. See ART 1-4.4b. 5/ Traveler requests use of POV when GOV and CC are not available, or the CC schedule will not meet the traveler's official needs and use of a privately owned vehicle is to the advantage of the Government. See ATR 1-4.2 for list of POV use considered advantageour to the Government. 7/ Traveler elects to drive POV when GOV is making some trip which meets official needs of traveler. There is no provision for paying mileage for use of Privately Owned Vehicle in this situation.
