Federal Property Management Regulations, FSH 6409.31, describe the delegation of authority to the Department of Agriculture for acquisition of interests in real property. 04 - RESPONSIBILITY. 04.2 - Line Officers. The Line Officer shall notify the Contracting Officer (CO) of the Unit's annual program of work and planned contracting workload through the Acquisition Planning process in FAR 7.1, following Regional and local direction regarding due dates for the Advance Acquisition Plan and periodic updates. 04.4 - Contracting Officer's Representative. To be designated as a Contracting Officers Representative (COR) for service contracts, the individual shall have attended a contract administration course or equivalent and have been designated and served as an inspector on at least one similar project. The Forest's Administrative Service Section shall establish and maintain a certified COR list. A CO shall prepare a COR Certificate of Qualification for individuals that complete the minimum training and have the required experience. Field units shall prepare training plans and assign inspector duties to insure individuals meet the requirements for certification. In order to maintain a high level of efficiency, the employee should receive a minimum of one training course every 2 years for development and enhancement. Acceptable training courses are listed in exhibit 01. Recertification shall be required if an employee has not performed COR duties within 2 years of latest assignment. Construction COR's shall meet the current Engineering certification requirements. Leasing COR's shall meet the requirements in the leasing COR handbook.
