R9 MONONGAHELA SUPPLEMENT EFFECTIVE DATE: 05/22/2009 DURATION: Effective until superseded or removed 6109.11, 20 Page 2 of 3 FSH 6109.11 – PAY ADMINISTRATION, ATTENDANCE AND LEAVE HANDBOOK CHAPTER 20 – HOURS OF DUTY (WORK SCHEDULES) 21 – ESTABLISHMENT OF WORKWEEK AND WORK SCHEDULES 21.1 – Regularly Scheduled Administrative Workweek The Regularly Scheduled Administrative Workweek (RSAW), the period within which an employee is regularly scheduled to work, shall be 05:00 am Sunday through 10:00 pm Saturday. Normal business hours are from 08:00 am to 04:30 pm. The Monongahela National Forest offices will be adequately staffed during normal business hours. 21.2 - Establishment of Work Schedules 22 – ALTERNATIVE WORK SCHEDULES 22.03 – Policy This direction is for non-bargaining unit employees. Bargaining unit employees will follow the guidelines in Article 10 of the Labor-Management Agreement between the Monongahela National Forest and The National Association of Government Employees Local R4-88. Managers and/or Supervisors have the authority to approve and/or disapprove requests when the work requires specific schedules. When any request for a particular schedule is denied, the employee will receive a written explanation of the denial. Any individual work schedule that conflicts with the duties of a position hampers its effectiveness or overall service objectives, results in reduced productivity, or increases the cost of the Forest operations may be disapproved, discontinued, or modified. 22.12 – Flexible and Core Time Bands Work schedules shall normally not begin before 06:00 am nor extend beyond 06:00 pm. However, if needed, and approved by the supervisor, flexible time bands are from 05:00 am to 06:00 am and 06:00pm to 10:00pm. Employees must have approval prior to working within these flexible time bands. These hours will be coded to TC01 or TC29. These hours are not part of the Regularly Scheduled Administrative Workweek, and night differential will not be paid. Core time bands are the days and hours during the workday and workweek during which an employee must be present for work. Core days have been established to be three workdays per week, Monday thru Friday during the core hours of 09:00 – 10:00am. A full-time employee must work the equivalent of 80-hours/pay period. A part-time employee must work the equivalent of no less than 32 hours nor more than 64 hours/pay period. 22.14 – Credit Hours 3. Credit Hours - Hours worked, including credit hours in any one day, as part of the employee's basic work requirement cannot exceed 11 1/2 hours.
