All of the dollar entries used in the table (or separate attached schedule) should be taken directly from the fact sheet. The percentages for cooperator's share and Government share can then be calculated and entered. 62.6 - Section 5 - Method of Payment. Important principles to remember when working up Item 4 of Section 5 include the following: 1. Recovery of excess costs by the cooperator through the collection right process must be made on road segments described in the supplement and in no greater amount than earned on said supplement. 2. If the cooperator has excess costs, not offset, the collection rate per M board feet in the supplement and easement should be specified as $1. For any given timber sale, a higher rate may actually be employed, as the Regional Forester or Forest Supervisor deems appropriate. However, the rate must not be so high as to violate the intent of Section 4 of Public Law 88-657. 3. Recovery of excess costs by the cooperator through receipt of appropriated funds from the Government, and recovery through the collection right process, cannot be combined on a single road segment. This can be done, however, by identifying two separate road segments, and applying the cash payment to one, the collections to the other. This separate identification is necessary in both the easement and the fact sheet.
