In addition to the conditions in the parent text, the following criteria apply to the use of form FS-2400-3. 1. As a general rule, FS-2400-3 contracts will be used only for pre-sale measurement sales and written as either Lump Sum Single Payment Unit or Multiple Payment Unit. FS-24003 contracts may also be used for load count sales consisting of low volume and low value sales when conditions make presale measurement of volume impracticable. FS-2400-3 contracts shall not be used for sales where final volume determination will be made by log scale. 2. The contract period does not exceed 24 months. 3. Payments are made at flat rates. 4. All payments for payment unit release must be made in the form of cash, check or money orders. Payment guarantees are not to be accepted. 5. The sale does not require specified road construction or reconstruction. 6. Limitations to this contract make it impracticable to use in all situations (for example, contract term adjustment, default or catastrophic damage provisions are not part of this contract). 53.12 - Instructions for Use. The numbers in parentheses ( ) refer to the numbered items on 53.12 - Exhibit 01. (1) Enter purchaser's full name. Name shall agree with name in blocks (13) and (35). Additional Special Provisions for Form FS-2400-3, Timber Sale Contract. FS-2400-3 contracts should only be used for relatively risk-free timber sales. In general terms, the standard contract FS-2400-3 provisions cover most of the necessary conditions. A list of mandatory and optional special provisions to be used with the FS-2400-3 contract is available for retrieval from the RO Clause Compiler. Reference the RO 2400-3 checklist. No additional provisions shall be used with the FS-2400-3 contract without prior approval from the Regional Office. 2. Distribution. Following sale award, distribution of the FS-2400-3 contract will be made as follows: a. Original (Signed) is retained by the Contracting Officer. b. Signed carbon to the Purchaser. c. Carbon copy to other offices as appropriate with all blanks and signature blocks filled in along with a copy of approved timber sale report, Environmental Assessment, and Bill for Collection (FS-6500-89). In addition, if any of the following documents were prepared and not a part of the approved timber sale report, they shall also be forwarded: Sale Area Improvement (K-V Plan), brush disposal plan, erosion control plan, road maintenance plan, Salvage Sale Fund (SSF) form (FS-240051), prospectus, advertisement, and completed bid form. Refer to FSH 2409.22 R-1, Chapter 90, for FS-2400-17 distribution. 3. Small Business Set-Aside Sales. FS-2400-3 timber sales where the appraised stumpage value exceeds $2,000 will need to be considered for set-aside, if set-aside procedures are in effect. Contact SO Timber Management for guidelines. Include Special Provision 15.8 - REQUIREMENT FOR SMALL BUSINESS PROCESSING in all contracts awarded under the small business timber sale set-aside program. Include Special Provision 15.4 - SSTS PROCESSING REQUIREMENTS AND RECORDS in all contracts awarded under the Special Salvage Timber Sale (SSTS) program. 4. Contract forms FS-2400-6(T) and 2400-3 require inclusion of a Sale Area Map and in most cases a Hazard Reduction and Site Preparation Map. Maps are to be standardized as much as possible. Refer to parent manual for basic map requirements. Following are suggestions for Sale Area Map preparation and standard regional map symbols. 1. Base Map. Suitable base maps may be obtained from the Division of Engineering. Base maps for the preparation of timber sales should be ordered in advance of need. Planimetric bases are available for all Forests and only in very unusual circumstances should it be necessary to draft a new base map. Topographic maps make excellent base maps if the contour lines are not so heavy as to obscure details. Screened fadeouts will help alleviate this problem. 2. Hazard Reduction and Site Preparation Map. Purchaser slash responsibilities must be clearly identified on the Hazard Reduction and Site Preparation Map per provision C(T)6.7. The Sale Area Map and the Hazard Reduction and Site Preparation Map may be combined into one map provided work responsibility and location can be clearly identified. In this case, the map title shall state, "Sale Area and Hazard Reduction and Site Preparation Map". A table displaying hazard reduction responsibilities may be an option in some instances to avoid cluttering the map. For example, when planned treatments apply to entire units, a table may be the clearest method of displaying the information. When the planned treatment applies only to a portion of a sale unit, the treatment area must be identified inside the sale unit with proper symbols. 3. Acreages. Unit or treatment acres are not required on the Sale Area Map. If they are used, care must be taken to assure that the treatment name and acres agree with the contract and sale package. 4. Temporary Roads. Temporary road locations shall not be shown on the Sale Area Map attached to the Timber Sale Contract. Instead, duplicate the Sale Area Map (full or reduced size) or unit cards and include them with the timber sale report indicating the proposed locations. This map will assist the Sale Administrators operation. Planned landings or other special features to aid administration work should also be shown on the Timber Sale Report Sale Area Map. 5. Map Notes. Use of notes on Sale Area Maps are useful and sometimes necessary to clarify responsibility and meaning. They should be used for this purpose when needed. Some of the situations requiring notes are listed in the table below. 6. Map Symbols. Standardized symbols approved for national use are found in 53.24 Exhibit 01 of the parent text. The symbols refer to 2400-6 contracts, however they are appropriate for use with all timber sale contract forms, with their respective references changed according to contract type; for example, C will change to CT, and so forth. Standard map symbols used in Region 1 are listed in 53.24 - Exhibit 01. If necessary, symbols not listed under 53.24 - Exhibit 01 or in FSH 7109.13b may be devised and used on a case by case basis with appropriate contract provision references listed. Do not specify any yarding method where the yarding method is not pertinent to meeting land management objectives. Background shading can be used if needed to delineate the area where special treatment is required. Also, because of the scale of maps, it may be necessary to show the symbols in a different manner than described. For example, the road restriction symbol may have to be placed outside the lines delineating roads instead of between the lines. For sales with planned road construction or reconstruction over $20,000 in value the following statement must noted on the Sale Area Map: "When Forest Service performs construction, delete the word "Specified" from transportation facilities items listed herein."
