` In pursuance of the Resolution No. AC:19:4(4) adopted at the 19 th

Meeting of

Academic Council held on 1.7.2011 and in accordance with UGC guidelines for procurement, storage, usage and disposal of radioactive and other hazardous materials/chemicals, 2010,

The Vice-Chancellor, Mizoram University is pleased to constitute Mizoram University

Monitoring Committee (MZUMC) for a term of 3 years consisting of the following members :

1) Head of the Organization : i) The Dean, School of Physical Sciences

2) Members from Post-Graduate Departments : i) Dr. Diwakar Tiwari, Chemistry.

- ii) Dr. Zodinpuia Pachuau, Chemistry. iii) Dr. R.K. Thapa, Physics. iv) Dr. V. Madhurima, Physics. v) Prof. H. Lalramnghinglova, Environmental Science.

Chairperson vi) Dr. N. Senthil Kumar, Biotechnology. vii) Dr. J. Bhattacharya, Biotechnology. viii) Prof. G.C. Jagetia, Zoology.

3) An External Scientist with Specialization in Research involving Radioactive

Materials: (To be nominated by the Vice Chancellor)

CONSTITUTION OF UNIVERSITY LEVEL MONITORING COMMITTEE ON

PROCUREMENT, STORAGE, USAGE AND DISPOSAL OF RADIOACTIVE AND OTHER

HAZARDOUS MATERIALS/CHEMICALS (MZUMC)

Radioisotopes and many hazardous chemical substances are routinely used for scientific research by universities and other institutes. There are set protocols at international as well as national level. Activities concerning hazardous materials/ chemicals are regulated by ‘Hazardous Waste

(Management and Handling) Rules, 1989’ of Ministry of Environment and

Forests. The UGC constituted an Expert Committee to frame guidelines for universities, research institutes and colleges for procurement, storage, usage and disposal of radioactive and other hazardous materials/chemicals. The

Committee studied various provisions of existing regulations like Atomic

Energy Act 1962, the Atomic Energy Regulatory Board Regulations and

Hazardous Waste (Management and Handling) Rules, 1989 and framed a detail Guideline on the usage of radioactive and other hazardous materials/chemicals by universities/ institutions. UGC has notified the

Guideline vide letter No. F.10-1/2010 (CPP-II), dated 7 th January, 2011.

Accordingly, Mizoram University Monitoring Committee has been constituted vide notification No.MZU/Acad-6/26/11/3471, Dt. 11th August, 2011.

II.

Functions, Term of Office, Quorum of MZUMC.

1) MZUMC shall have a term of office for 3 years;

2) shall meet at least once in a year;

3) at least 50% of the total MZUMC members will form the quorum for the conduct of the meeting;

4) the minutes of MZUMC meetings shall be reported to the UGC;

5) shall review, supervise all the radiation related activities in the university and its affiliated colleges;

6) shall prepare and disseminate information about radiation safety to all users;

7) shall coordinate with national authority (AERB) for licensing, guidance, reporting etc;

8) shall ensure the radiation safety guidelines and requirements are followed in all laboratories using radioisotopes;

9) shall investigate unusual incident or violation involving radioactive material;

10) shall supervise and coordinate waste disposal programme as per regulation and keep the proper record;

11) shall maintain inventory of radioisotopes in all departments;

12) supervise regular contamination and area survey of facilities where radioisotopes are used;

13) supervise procurement, usage and disposal of radioisotopes and other hazardous radioactive materials/chemicals;

14) prepare SOP (Standard Operating Procedures);

15) supervise emergency procedures;

16) shall appoint a Radiation Safety Officer (RSO) who is a faculty of the university with experience in radiation field and get designated by AERB on the recommendation of MZUMC.
