Cycle 12 Policies:
1.Flat-out ban on Moon and Venus?
We already discourage them; no new wording needed
but will check Primer. (Soderblom)
2.Further restrictions on MAMA SNAPs?
In Cycle 11 the TAC accepted a huge number of STIS
MAMA SNAPs, resulting in excessive work for Group.
This time we will enforce limit on all MAMA SNAPs,
including ACS/SBC. Limit to be 100 per SI, except that
more can be accepted if they use STIS 0.2x0.2 slit. That
slit will go from AbU to fully supported. We will also
exclude variable targets from SNAPs. (Ferguson,

3.Drop Innovative class?
Yes, SPD agrees.

4.CAL outsourcing proposals:
To be reviewed by a TAC within STScI, then to
external TAC for concurrence. Internal reviews by
SISD+HOD for feasibility, usefulness, etc. (Downes)
5.CP description of pure parallels:
HD recommends all pure parallel programs henceforth
to have zero proprietary period; SPD to review policy
implications. Add text to CP on process: we can adapt
programs after acceptance, working with POST
(committee with internal and external members), to
optimize overall program. TAC to get more information
on availability of time (i.e., ACS heavily used for

6.Phasing of ToOs?
Do we want to stagger them so they don t all expire at
the same time? No, not a problem big enough to
warrant writing policy.

7.Restrictions on ToOs?
This refers to having black-out periods to do Kuiper
Belt program, eta Carina, etc. Some text to be added.

We are awaiting comments of an external committee,
but STUC felt too large a fraction of HST time went to

9.STIS/MAMA cooling campaigns?

10.Allow ACS/WFC parallels with SBC?
Way too much effort for potential return.
11.Fully supported roll within orbit ?
This would be for coronography to get two PAs. Can
now do for NICMOS and will be generalized to ACS and
