Partnering with the Center for Community Design Research at the SUNY College of Environmental Science and Forestry, the
New York State Department of State Division of Coastal Resources offers seminars that provide direction and professional

Seminar Descriptions
assistance for community leaders and others to successfully plan, design and implement projects funded through the New York
State Environmental Protection Fund Local Waterfront Revitalization Program (EPF LWRP) and the Brownfield Opportunity Areas Program (BOA). The seminars
guide you through EPF LWRP and BOA contract work program activities and requirements, while helping to build skills and knowledge around topic areas such as
local planning and its importance, organization of steering committees, vision planning, hiring and managing consultants, and contract administration and project
management.
When and Where
Beginning this September through March 2008, registration will be accepted for the first sequence of seminars within
the series. Seminars are offered in Rochester, Albany, Syracuse, Manhattan and Yonkers. Each seminar consists of one
or more half-day session. Sessions include formal presentations, case studies, and participatory activities to help build
an understanding of issues, process and outcomes associated with specific EPF LWRP and/or BOA contract work plan

Who should attend
Local government officials and their representatives, civic and business leaders, community consultants, advisory
committee members and nonprofit organization leaders are all encouraged to attend one or more sessions as applicable
to the LWRP and BOA planning process.

Form one should be used by 2004, 2005 and 2006 EPF LWRP grant recipient municipalities assigned to attend specific seminars within their grant contracts. Please check
contract information for the specific seminar name and required number of people assigned to attend.

Form two should be used by BOA grant recipients. BOA grantees are strongly encouraged to attend BOA seminars (see seminar audience designation). The New York
State Department of Environmental Conservation is providing seminar registration funds for BOA grant recipients to attend. Up to three persons from each grantee may
attend at no cost.
Form Three (PDF):Open Registration (DOC format)
When seating space allows, seminars are open at $125 per person per half day session ($250 for full day session). Form three should be used by EPF LWRP and BOA
grant recipients wishing to send more than the assigned number of persons to a seminar. Form three may also be used by municipalities without current EPF LWRP or

Seminar Descriptions
Audience - BOA Program project managers, advisory committee members, elected officials, municipal professionals, planning
board members, municipal consultants, and Community Based Organization leadership.
As each community begins the BOA process, it is necessary to review the purpose and ultimate potential associated with the successful completion of the threestep BOA planning process. This seminar will provide an overview of the BOA program and how the BOA process can guide a meaningful revitalization effort, as
well as review the planning framework and specific tasks required to complete a BOA Step 1 Pre-Nomination Study and a Step 2 Nomination. It will introduce
you to the process of describing and confirming study area boundaries, inventory and analysis, identifying strategic redevelopment opportunities, and developing a
communication and community participation process that will keep your community informed and involved in the revitalization effort.
BOA Grant Administration
Audience - BOA Program project managers, municipal financial officer, municipal professionals, advisory committee members, and municipal consultants.
Effective administration of your grant will contribute to the quality and overall success of your BOA project. This seminar will walk you through the contents of
your BOA grant contract, highlighting specific contractual requirements and administrative responsibilities. It will provide you with the nuts and bolts of project
documentation, reporting, and records management, and will introduce you to project management approaches and practices that will allow you to set realistic
schedules, measure your successes, and help keep your project on track.
DEC’s Remedial Programs
Audience – BOA Program project managers, municipal officials, municipal professionals, advisory committee members, and municipal consultants
The NYS Department of Environmental Conservation (DEC) has a range of programs to assist communities in the clean-up and redevelopment of brownfield sites. As your BOA project advances, it is important to understand how these other brownfield programs can complement the redevelopment strategies that you are
developing under the BOA program. This seminar will provide you with an understanding of barriers to brownfield redevelopment, the evolution of the State’s
remedial programs and tips for successfully assessing the environmental condition of a property. Two programs—the Brownfield Cleanup Program (BCP) and the Environmental Restoration Program (ERP)—will be explored in-depth, including the purpose and
technical requirements of each, and how these programs and others can help you to advance your remediation efforts. In addition, the Superfund and Petroleum
Spill programs will be covered in this half-day session. Developing A Community Vision
Audience - LWRP project managers, advisory committee members, elected officials, municipal professionals, planning board members, municipal consultants, and
Community Based Organization leadership.
A community vision plan provides the essential foundation and framework to guide planning activities and decisions. Through the planning process, community
members work together to describe their vision for the future and define the goals and actions necessary to achieve that vision. This seminar will: introduce the
purpose, various approaches and component parts of the vision planning process; review the leadership role of the advisory committee and consultant; clarify the
relationship between the vision plan, the LWRP and other revitalization efforts; introduce methods and techniques of participatory planning; and, prepare you to
establish effective communication strategies to engage the public and build support for the planning process and outcomes.
Economic and Market Trends Analysis
Audience - LWRP and BOA Program project managers, advisory committee members, elected officials, municipal professionals, planning board members, municipal
consultants, and Community Based Organization leadership.
An understanding of a community's economic and market conditions and trends is necessary to successfully stimulate the local economy and foster growth to
achieve the community vision. This seminar will provide an overview of Economic and Market Trends Analysis. To help move your project forward, the seminar
will: introduce the range of economic and market studies available; review considerations in selecting the appropriate consultant and type of study that fits the
needs of your project; and, demonstrate how to integrate the economic and market analysis findings into your LWRP or BOA plan.
Introduction to Brownfields
Audience - BOA Program project managers, advisory committee members, elected officials, municipal professionals, planning board members, municipal
consultants, and Community Based Organization leadership.
Brownfield redevelopment holds promise for community revitalization across New York State. This seminar introduces the many facets of brownfield
redevelopment and discusses them within the context of the BOA program. It provides a historical perspective as well as the evolution of brownfield cleanup
programs and their influence on brownfield redevelopment. This seminar will introduce strategies for successful redevelopment and will provide a roadmap to
guide you through the redevelopment process, from initial site identification to BOA plan implementation.
Inventory & Analysis
Audience - LWRP and BOA Program project managers, advisory committee members, elected officials, municipal professionals, planning board members, municipal
consultants, and Community Based Organization leadership.
Inventory and analysis are common but critically important steps in all planning and design activities. Through the investigative process, an understanding is
gained of the natural, built, cultural and regulatory conditions that must be considered in project planning and decisions. Systematic and deliberate analysis of
those conditions, in coordination with the community's vision and goals, is the basis for informed decisions. This seminar will: provide an overview of inventory
and analysis process; introduce methods and documentation specific to the LWRP or BOA plan; clarify the relationship between inventory, analysis and community
vision; introduce how the inventory and analysis findings are used to refine and confirm the community's vision; and, show how the findings become the
foundation for local policies, new laws and implementation projects.
LWRP Grant Administration
Audience - LWRP project managers, municipal financial officer, municipal professionals, advisory committee members, and municipal consultants.
Starting a project with a clear understanding of the administrative requirements and the appropriate management approach will provide the necessary foundation
and structure to insure a project's success. This seminar will provide an in-depth review of the administrative responsibilities and reporting procedures required
by the Department of State for Environmental Protection Fund LWRP grant awards. You will be guided through the specifics of contract content, project
documentation and reporting, record management, and other important procedures to establish and maintain high project quality. The grant administration
techniques will show you how to establish realistic project schedules, meet deadlines, and receive prompt project approvals and reimbursements. NYS Environmental Quality Review Act (SEQRA)
Audience - LWRP and BOA Program project managers, advisory committee members, elected officials, municipal professionals, planning board members, and
municipal consultants.
The New York State Environmental Quality Review Act (SEQRA) process provides the tools to identify and evaluate the potential adverse environmental impacts of
actions directly undertaken, funded, or subject to approval by state, regional or local government agencies. Through this seminar you will gain a clear
understanding of: the purpose, intent and requirements of SEQRA; how SEQRA is integrated into the planning process when developing a BOA plan and LWRP;
and, the steps required to complete the SEQRA review process.
Organization for Leadership
Audience - LWRP and BOA Program project managers, advisory committee members, elected officials, municipal professionals, planning board members, municipal
consultants, and Community Based Organization leadership.
Strong local leadership and support is critical to the success of all community planning, including the Local Waterfront Revitalization Program (LWRP) and the
Brownfield Opportunity Areas (BOA) program. This seminar establishes the foundation for effective community leadership and demonstrates the value of good
design and a thoughtful planning process to the physical condition, social well-being, and economic health of a community. Seminar participants will better
understand their role and responsibilities to lead and contribute to their community’s planning efforts and implementation projects. Techniques introduced for
organizing and developing community leadership will enable the advisory committee to establish working procedures, develop communication and outreach
strategies, and prepare long and short-term action agendas.
Overview of the LWRP Process
Audience - LWRP project managers, advisory committee members, elected officials, municipal professionals, planning board members, municipal consultants, and
Community Based Organization leadership.
Success happens when you understand the intent of an LWRP and how preparation requires continued community participation. The resulting adopted LWRP
provides a community with a comprehensive land and water management program that guides waterfront revitalization by balancing resource protection with a
community’s development needs. As you begin preparing an LWRP, it is important to understand its full intent, the steps required for its successful completion,
and your role in guiding the planning and adoption process. This seminar will: provide a comprehensive overview of the benefits of an LWRP; describe the
purpose behind the different LWRP sections; outline the LWRP adoption process; and, explain how an LWRP facilitates implementation. The Role of Consultants (BOA) & The Role of Consultants (LWRP)
Audience - LWRP and BOA Program project managers, advisory committee members, elected officials, municipal professionals, planning board members, municipal
consultants, and Community Based Organization leadership.
There is a tremendous range of professional expertise available to assist communities to plan and implement their LWRP or BOA program projects. Selecting the
right consulting firm and forming an effective working relationship is key to the quality of the planning process, document preparation and ultimate project
implementation. These two sessions—one tailored specifically for LWRP grantee communities and one for BOA grantee communities—will: prepare you to identify
the type of specialized assistance your community needs; guide you through the process of procuring proposals, conducting interviews, selecting consultants, and
entering into contracts in accordance with LWRP or BOA program requirements; and introduce methods to establish and maintain communication and project
review procedures.
Using the Adopted LWRP
Audience - LWRP project managers, advisory committee members, elected officials, municipal professionals, planning board members, municipal consultants, and
Community Based Organization leadership.
A community’s vision can blossom into reality through its adopted LWRP. This seminar shows how to strategically organize for implementation, select priority
projects, and develop specific implementation and funding strategies for those projects. Learn techniques for keeping the community involved in waterfront
revitalization efforts, understand when and how to revisit your LWRP, and realize the importance of ongoing evaluation, good project design, and quality
community development.

ATTENTION: LWRP and BOA Grant Recipients before registering online, PRINT these instructions:

On the homepage of the event, click on “Register
ONLINE” to access web enabled meetings at
https://meetingtrak.esf.edu/etrakwebapp/meeting
s.aspx. You will see the meetings screen at the
right.
The screen shows a list of all web enabled meetings
for SUNY ESF in date order.
2. Click on “Register Now” for the web enabled
meeting you would like to attend.
3. You will be prompted either to log in or to create
an account (if you don’t have one).
How to Log In: When you have a profile:
If you already have a Login ID, key the number into the Login ID field. Key your password in the
password field to complete the sign in process.
How to Log In: For the FIRST TIME:
If you have not ever created a profile, you will need to create a
new profile first:
a. Click on “Do not have a login? Click here to create
an account..”
b. Enter your contact information. Fields with a *red
asterisk are required fields, but we prefer you fill out
all fields available.
c. Click ‘Save Your Profile.’ You will be given a
Login ID number and a Password. In order to prevent
duplicate records, please write down your Login ID
number and your Password. *Always use your Login
ID and your Password to register for web enabled SUNY ESF events in the future.
ABOUT PROFILES: If you are registering for someone else, please key in all of their contact
information (name, phone, email, etc.), not your contact information. Once a profile is created by
or for the individual, the individual should always use the log in ID and password to register. A
profile can be edited with updated information as needed. If you are registering more than one
person, a separate profile must be created for each individual attending the event. Each individual
will be given a login ID and a password specific to them.

Registration Form One: LWRP Grant Recipients
For EPF LWRP grant recipients only. Attendance at specified New York State Community Seminar Series is a
contractual requirement for 2004, 2005 and 2006 EPF LWRP grant recipients. Appendix D, Program Work Plan, Item 4 of your
grant contract specifies which seminars to attend and the number of staff that should attend each seminar. Payment for
attendance comes directly from your EPF LWRP grant. Communities will receive a check advance from the State to pre-pay
for staff attendance at the seminars. If you have not already done so, please submit payment to SUNY ESF Outreach, as
instructed in your grant agreement. You must register two weeks in advance of the desired session date(s) to

market can support is essential information for BOA strategic
planning. This seminar will introduce you to the range of
economic and market studies available to communities, how to
select the type of study that fits the needs of your project, and
how to find the appropriate consultant.
Afternoon Session: SEQR for BOA
The BOA program involves communities in major planning
initiatives with associated actions that may impact the environment. Understand how the New York State Environmental
Quality Review Act (SEQR) review process provides the tools to
identify and evaluate those potential impacts and learn how
SEQR review is integrated into your BOA plan.

February 2008. Many seminars within this series are offered at multiple locations across the state. Each seminar consists
of one or more half-day sessions. Sessions include formal presentations, case studies, and participatory activities to help
build an understanding of issues, process and outcomes associated with specific EPF LWRP and BOA Program contract
work plan activities and products.

Driving Directions
From the New York State Thruway - I-90 (Albany, NY):
Take the NYS Thruway I-90 West to Exit 50 (I-290). Take I-290 to the Millersport Highway North Exit. Continue on Millersport North to North Forest Road.
Turn Left onto North Forest Road (Mobil Gas Station is on the corner) and 1/2 mile on the left is the Ramada Hotel (just before the traffic light at John James
Audubon Pkwy). Turn left into the driveway and continue to the glass rotunda entrance.
From the Buffalo International Airport:
Turn right out of the Airport Terminal Parking Area onto Genesee St. (Rt.33) and bear to the left. Stay on Route 33 until you see signs to I-90, New York State
Thruway (approximately 1/2 mile). Take the I-90 EAST exit to Albany. Take the NYS Thruway I-90 to Exit 50 (I-290). Take I-290 to the Millersport Highway North

Driving Directions
Going West (from Queens & Long Island) - Take the Long Island Expressway to the Queens Midtown Tunnel. Make a right onto Third avenue and proceed
north to 79th street. Make a left turn on 79th Street.
Going South (from Bronx & Westchester) - Take the New York Thruway (I-87) to the Major Deegan Expressway to 3rd Avenue Bridge to the FDR Drive to
71st Street exit (#13). Continue straight to Third Avenue. Make a right turn on Third Avenue and travle north to 79th Street. Make a left turn on 79th Street.
Going East (from New Jersey) Via GW Bridge - Take the George Washington Bridge to the Harlem River Drive to the FDR Drive to the 71st Street exit.
Continue straight to Third Avenue. Make a right turn (traveling north) to 79th Street. Make a left on 79th Street.
Going East (from New Jersey) Via Tunnel - Take the Lincoln Tunnel. Take 10th Avenue north to 65th Street. Turn right at 65th Street and continue straight
through Central Park. After exiting Central Park continue to Park Avenue. Make a left turn onto Park Avenue. Continue on Park Avenue to 79th Street. Turn Right
at 79th Street.

Driving Directions
To reach the MCC Brighton Campus from: The West (Buffalo)
Take Thruway 90 east to exit 46; take 390 north to exit 16, the second East Henrietta Rd. (Rt.
15A) exit; turn left and continue south on 15A for about 1/2 mile to the main campus entrance.
The East (Syracuse)
Take Thruway 90 west to exit 46 and proceed as above.
South (Geneseo)
Take 390 north to exit 16 - the second East Henrietta Road exit and proceed as above.
Brockport/Spencerport
Take Route 531 east to 490 east and then to 390 south; take exit 16B (East Henrietta Rd. - Rt.
15A); turn right and proceed for about 1/2 mile to the main campus.
Parking for R. Thomas Flynn Campus Center
To access parking Lot M or Lot M1:
1. Turn right from E. Henrietta Road onto Campus Drive,
2. Follow Campus Drive around until you reach Campus Road
3. Turn Left onto Campus Road
4. Park in Lot M closest to Building M. If Lot M is full, you may park in lot M1.
5. Place your parking pass in the windshield of your car. Enter the R. Thomas Flynn Campus Center Building.
