Library Awards and Recognition Task Force Report March 15, 2012 A task force comprised of Beth Woodard, Chair, Lisa Hinchliffe, Joyce Wright (Faculty), Cindy Kelly, Jason Strutz, Jason Quackenbush (Academic Professionals), Joyce Catchings, Jody Waitzman, Nick Rudd, Barbara Bolser (Staff) was charged to: A. Examine library recognition programs at other CIC institutions and the University of Illinois at Chicago in suggesting an awards and recognition program for the University Library. B. Recommend an initial group of awards, and suggest how those particular awards might be managed, either through an existing committee or library unit, or via an ongoing recognitions and awards committee and subcommittees. C. Draft a charge for an ongoing recognitions and awards committee. D. Consider mechanisms for providing individual recognition for outstanding service and actions for more casual day-to-day performance. Additionally, Beth Woodard met with the University Librarian and the Associate University Librarians on February 23, 2012 and the task force was asked to come up with a comprehensive awards program rather than starting with a few programs and adding more at a later date. Examination of Programs at Other Institutions 1. ARL Spec Kit 173 Staff Recognition Awards in ARL Libraries, April 1991 Of the 60 libraries participating in the survey, 44 have staff recognition and awards programs and 16 were planning to implement in the near future. a. Summary of programs at ARL Libraries Of the libraries participating in the Spec Kit survey, reasons for recognition include length of service, distinguished service, and attendance. Additionally, award recipients are chosen by a range of bodies, most often by committees, but also by administrators, supervisors, and library directors. Moreover, the frequency at which people are recognized ranges from a monthly to an annual basis, with most libraries recognizing employees annually. It was noted in the survey that recognition most often took place during a reception, but also during staff meetings, departmental meetings, and luncheons. 1 c. Committee survey of existing practices Since the ARL SPEC Kit was rather dated (over 20 years old), the Task Force split up the CIC schools and a number of other well-known institutions to examine their webpages for descriptions of awards and recognitions. For those institutions where incomplete information on awards was on their website, follow-up emails were sent to individuals at those institutions. There was a mixture of responses. Some people sent detailed information and others ignored the email completely. Appendix A is a list of the institutions and awards identified. 3. Summary of CIC + UIC We were able to identify that just under half of the CIC schools have viable, ongoing staff recognition and awards programs. Quite a few of the libraries in this group had service or longevity recognition programs, complemented by a luncheon. Some libraries had little or no discernible program at all, including Northwestern, University of Nebraska-Lincoln, UI-C, and the University of Wisconsin-Madison, or had programs that focused on students, such as Michigan’s undergraduate research award, Ohio State’s Undergraduate Research Award, Purdue’s student worker scholarship, and Minnesota’s Outstanding Library Student Employee. Michigan State and Indiana had the most developed programs with multiple awards offered and information about these programs readily available on the libraries’ websites. For major awards such as Outstanding Employee, some institutions gave cash prizes of $500, while others gave $1,000. Only a few had both formal awards programs as well as informal recognition programs. 2 4. Summary of programs on campus in other units on campus Appendix B is a list of some of the awards given on campus. Not all of the departments on campus were surveyed. Most surveyed departments award outstanding work by faculty, academic professions, and civil service employees. Additionally, most also recognize outstanding student research at both the undergraduate and graduate level. Teaching is almost uniformly rewarded as well. Department awards typically include a substantial cash award of $1,000 to $2,500. Some departmental awards also include a permanent increase in salary. 5. The following principles exemplify this philosophy: • • • • • • • • • • Inclusive (most of the library’s employees would be eligible for awards) Sustainable Robust Tied to strategic plan and organizational values Equitable (award values should be similar across comparable categories) Proportional (recognizing that more awards need to be given in some categories because of the higher number of employees in those categories) Significant amounts that indicate the importance and value When possible, feed into campus awards (first and foremost library-based, but also institution-based) To create a culture of appreciation Building from informal initiatives to a more formal program We also came up with these principles for implementation logistics: • Timing allows library award winners to become nominees for campus awards 3 • • The awards should be spaced out so that the awards committee is not looking at awarding all of the awards at the same time. Awards should be given as a pre-existing library event where food is provided if there is not going to be a separate Awards event. 2. Recommended implementation schedule The following recommended implementation schedule assumes approval of this report by the Executive Committee and the appointment of an ongoing Awards and Recognition Committee by May 1, 2012. The timeline will need to be adjusted if the ongoing committee is not in place by this time. The committee will manage the nomination and selection process for select recognition and awards programs (as determined by the University Librarian and Dean of Libraries) and will facilitate Library-wide coordination and communication for recognition and awards programs managed by other Library units or committees. In carrying out its charge, the Awards and Recognitions Committee will: a. Identify new opportunities for programs aimed at recognizing and rewarding the work of Library faculty, staff, students, and users, and communicate those opportunities to the University Librarian and Dean of Libraries for review b. Establish selection criteria for recognition and awards programs managed by the committee c. Establish nomination processes for recognition and awards programs managed by the committee d. Appoint selection committees for recognition and awards programs managed by the committee e. Establish an annual calendar related to nomination and selection of individuals for recognition and awards programs managed by the committee f. Coordinate with the Social Events Committee and/or the Office of Advancement on public events recognizing Library staff and Library users 8 Membership The membership of the Recognition and Awards Committee should be drawn from all categories of permanent Library staff, including faculty, Academic Professionals, and Civil Service staff, and should include membership, ex officio, from the Office of Library Human Resources and the Office of Library Advancement, and Office of Staff Development and Training. The Staff Development and Training Coordinator and the Head of Library Human Resources will cochair the group. Recognition Program The implementation of effective recognition program can create a positive working environment that encourages employees to thrive. Recognition makes employees feel valued and appreciated, it contributes to higher employee morale, increases organizational productivity, and can aid in recruitment and retention. Recognition is a powerful motivator. It serves to reinforce the enthusiasm, commitment, and social conscience of employees and is a great vehicle for conveying the agency mission and goals. It is the day-to-day interactions that make employees feel that their contributions are appreciated and that they are recognized for their own unique qualities Recognition can be delivered in a number of ways. Just saying “Thanks,” is an inexpensive way to increase productivity and morale. This doesn’t mean that meaningless “warm fuzzies” are going to work, however. The following list should be considered when creating a recognition program. Rewards should be: • • • • • Sincere. Above all else, a good reward should reflect a genuine expression of appreciation. Token acknowledgements leave something to be desired. Meaningful. To endure a motivating influence, rewards should be aligned with the values, goals, and priorities that matter the most. Adaptable. The diverse workplace demands alternatives. Consider creative options to keep the program fresh. No single reward format works for everyone all the time. [Recognition should be adapted and valuable to the receiver.] Relevant. Some personal dimension is essential to a good reward. No matter how formal or informal, expensive or affordable, the relevance of any recognition will be improved with a personal touch - - it’s a little thing that makes a big difference. [Recognition should be provided by someone of significance to the receiver.] Timely. It is important that rewards respond to the behavior they are intending to reinforce. Don’t let too much time pass or the reward may be devalued and credibility eroded. a. These emails will remind folks that not only supervisors should participate, and who should be copied on these letters, etc. • AULs will discuss with Administrative Council methods for getting greater participation in sending out Positive Recognition letters. • Photos and stories of employees, such as those featured in Inside Illinois should be written and posted on a location accessible to employees, but not completely open to those outside the library. Initial posting could be to LIBNEWS-L with archival stories kept in a secure location in the Library Staff Training Wiki or Growing People Blog. HR staff, Staff Development and Training committee members could be tasked with writing. • Creating web forms for more ongoing recognitions. These recognitions should be for things that the library values, for example: i. Tolerance for ambiguity (a suggestion for a good visual for this one would be appreciated) ii. Flexibility, example, “the Flexible Flyer” award with a small trophy that is a miniature wagon that rotates to annual winner iii. Good service under pressure, “the Grace Under Fire” award with a small rotating trophy that looks like a pressure cooker. iv. Collegiality, the “Plays Well With Others” award v. Exceeding expectations, the “Above and Beyond” award (same as above) vi. One suggestion was that these nominations be collected for a year and have an annual vote for a “People’s Choice” Award, with a vote by staff. Annual award winners would also be recognized at a recognition event or get a certificate for lunch vii. A mechanism needs to be considered how to feed Positive Recognition letters into this program so awards are more automatic. viii. These should be in line with identified values and characteristics, or from specific items identified in the Strategic Plan. If the Library were to follow the same guidelines, there would be winners in each of five categories. This amount of winners seems unmanageable, and would also impact how many could be forwarded to the campus for the CDSA. The task group for this award recommends one to three winners total for the Library per year. Library Human Resources will have nomination packets available to those who are interested in nominating a staff employee in the LHR office. The nomination period will occur in the early fall. It is 1 Appendix C: Recommended Awards anticipated that the winners will be announced at the annual Service Time Recognition Awards held in late October of early November. A packet may also be downloaded from the LHR web site, or phone the office at 333-8169. Nominations may be made by any member of the University Library community (staff, faculty or student employee). A minimum of one of the letters must come from the nominee’s current employing unit head or his/her designee. Nominators should have previously received agreement from those who will provide support. The nominating papers for each employee will be placed in his or her official personal file in LHR, and the campus personnel file. The name of the nominator will be released to the nominee on request. All winners will be notified of their nominator. A nomination must include: 1. Completed nomination information form, 2. Nomination statement. Nomination Statement The nomination statement should consist of no more than 3 typed (or handwritten), double spaced pages addressing the following information: 1. A brief description (approximately one paragraph) of the nominee’s job responsibilities, 2. Descriptions of how the nominee meets only two of the five award criteria. Nominators must provide a least two specific support examples under each criterion in addition to a general description of the nominee’s characteristics on this criterion Process will follow the process as outlined in the Chancellor’s Distinguished Staff Award. There will be two rounds in the evaluation process. In the first round, each committee member will use a point scale to rate the nominees on the two criteria which were addressed. These ratings will be totaled to get a total score, which is then compared to others nominated. According to the distribution of scores, a cut-off score will be set and nominees above the cut-off become finalists. After letters of recommendation are gathered, round two will begin. For round two, a ranking system will be used. All committee members will rank finalists from 1 (highest) to 6 (lowest). The Awards recognize service to fellow Library employees and/or service to Library users. Selection of award recipients is based on a clear demonstration of any of the following types of performance: • Overall accomplishments that regularly and consistently demonstrate: excellent service to fellow Library employees or to Library users; dedication; conscientiousness; compassion; and applied skill. • Handling in an exceptional manner a challenging situation, involving fellow Library employees or Library users, that was of an unusually high impact or critical nature and which had important consequences for the Library. • Developing new or improved procedures that resulted in a significant increase in service reliability and responsiveness to Library users or to fellow Library employees. • Developing activities that have fostered collaboration, cooperation, and harmony among Library employees with a consequent improvement in the quality of service to Library users. • Other compelling contributions, which will be evaluated at the discretion of the Awards team. Self nominations are accepted. In all cases, the nominee’s supervisor must be aware of the nomination. 12 Appendix C: Recommended Awards Comments on the nomination from the nominee’s supervisor may be solicited or received by the Service Quality Awards team. Deliberations of the Service Quality Awards selection team will be confidential. The names of nominees will also be held in confidence by the team. Selection will be made on the basis of Library service. Service elsewhere in the University will not be considered unless it clearly relates to improvement in the quality of Library service to users. A letter of commendation will be given to the award recipient and copies will be given to the recipient’s supervisor(s) and placed in the individual’s personnel file. 13 Appendix C: Recommended Awards Award 9: Research Awards Name of award Description Criteria Research Awards The University Library honors faculty members and academic professionals annually for outstanding research in three categories: to academic professionals based on one (1) year of research accomplishments; to assistant professors based on one (1) year of research accomplishments; and to associate or full professors based on five (5) years of research accomplishments. For academic professionals or assistant professors: nomination is based on research accomplishments and papers published or scheduled to be published during the previous academic year. Associate or full professors: nomination based on research and accomplishments and papers published or scheduled to be published during the past five (5) years. A scholar’s productivity is indexed by a number of factors, including the volume of published works in one’s field, the duration and consistency of one's scholarly performance over a period of time, and the impact, quality, and influence of one’s work. External funding for scholarship also will be considered. The review committee will use these and other relevant questions as guidelines in evaluating quality and significance: • Does the individual's work find its way into the very best outlets in the field? • Is the work highly regarded by peers? • How has this person's scholarship advanced or changed the field? • What conceptual and theoretical advances are evident in this scholarship? • What methodological advances are evident in this scholarship? • Is the scholarship programmatic, sustained, and cumulative? • Given that appropriate external funds are available for this form of scholarship, has the individual applied for and received substantive external support? • Has this scholarship opened up new areas of inquiry? • How has this scholarship influenced practices and policy in the field?
