Remote Sensing Symposium Early Registration Deadline: April 28 Region Officers Ballot: (call an officer if you need a ballot) President's Message National Director's Report Finally, we can go outdoors in the North Country without a coat so it must be time for our CNY Remote Sensing Symposium. This symposium is a factor in the CNY Region tying for 3rd place for the Region of the Year Award. We also won 2nd place for Region Website of the Year for 2004! Many thanks to our active Region Council members and special thanks go to Jeff Barth of NYS DOT for maintaining our website. Check it out at http://www.esf.edu/asprs . One of the goals of ASPRS is to actively promote certification and appropriate licensing. Besides the confusion that may be associated with certification and licensing, some controversy has been generated recently in New York regarding the performance of GIS related activities that were thought to have required a state license. In 2002, Jim Plasker, Executive Director of ASPRS was the keynote speaker at the NYS GIS Conference, and later spoke to a packed session on this topic. In 2003 another packed session was held at the NYS GIS Conference. Many of the same questions were asked in 2003 that were asked in 2002. Combined with the obvious interest of the GIS community, there appears to be a need for information on the topic of GIS, surveying and licensing. CNY ASPRS is working with the NYS GIS Coordinating Body, ASPRS National, and other interested organizations to develop a workshop that will educate the GIS community and others about certification, licensing, the National Council of Examiners for Engineering and Surveying (NCEES) Model Law, and licensing activity in New York. A pilot workshop will be produced and presented, and the results reviewed. If the initial workshop is a success, the NYS Office of Cyber Security and Critical Infrastructure Protection may sponsor a statewide series of workshops, similar to the orthoimagery and geocoding workshops they have previously presented. The workshop materials and instructors who are trained would also be available for ASPRS to present at national conferences. If you are interested in helping to develop the materials for this workshop, or in reviewing results, or being trained to present this workshop, let me know. Planning is complete for the May 18-19 Fourth Annual Remote Sensing Symposium Forging Pathways for Remote Sensing Applications, at Fulton Montgomery Community College (FMCC) in Johnstown, NY. On May 19th we will have two parallel tracks. One track highlights applications in Earth observation, Water Quality, Vertical Data, and Dual Use Technology. The second track contains hands-on workshops in FMCC’s GIS computer laboratory. On May 18th there are two parallel ½ day sessions. One is a quickstart tutorial on the remote sensing application ENVI. The other session is the national level workshop to prepare individuals for the Photogrammetric, Remote Sensing, or GIS/LIS Technologist Certification exam. The Certification Workshop costs $150 for ASPRS members at the ASPRS national conferences and the CNY Region is subsidizing the same workshop to offer it locally to ASPRS members for only $40. Our keynote speaker Don Lauer, Scientist Emeritus EROS Data Center USGS and former ASPRS President, will speak on “Development and Applications of Remote Sensing Technologies: Past, Present and Future”. Luckily, Lindi and Emily were eagerly agreeable to run for their respective positions. The Vice President position is a three-year commitment to the council. During the first year this person serves as Vice President responsible for Membership and Student Awards, and then serves as President, who is responsible for our technical program, followed by Past President, responsible for nominations. We alternate this position among the academic, public, and private sectors. In this cycle, we were seeking nominations from members in the academic sector. The Secretary/Treasurer position is responsible for minutes at Council and business meetings, and Region accounting and bookkeeping, etc. The council has retained the business operations of the Region with our colleagues at SUNY-ESF. So, it is convenient, but not required, that members in proximity to Syracuse and ESF be candidates for this position. Also, the Region Council consists of members interested in guiding the Region during the coming year. The President appoints these positions. A proposal is in hand from the Westin in Ottawa, and Anna Marie Kinerney, ASPRS Conference Director, is making a site visit in May. It looks like a good candidate location. (Director, from pg 1) Don’t forget the Fourth Annual Remote Sensing Symposium, 18-19 May, Johnstown, NY at the Fulton-Montgomery Community College. The program has been expanded to two days to include workshops on ENVI, and preparation for the ASPRS Technologist Certification Exam on the first day. On the second day there will be more workshops, concurrent with great technical sessions as in past years. The workshops include a digital ortho workshop presented by NYS CSCIC, integrating imagery with GIS, using ArcGIS Publisher 9.0, and an introduction to oblique imaging technology and uses. Other highlights include a demonstration of Optech lidar scanning technology, and the keynote speaker, Dr. Don Lauer, Scientist Emeritus, EROS Data Center, U.S. Geological Survey (ret.), and Past President of ASPRS. Don will give an overview of remote sensing technologies, which will include a definition of terms, a historical perspective on how remote sensing has evolved, several current data applications, a discussion on the importance of data integration, the meaning of the term "decade of imagery," and a look at future systems. Ed Freeborn 2 Biographies and Statements Candidates for Region Officers New President Vice-President Candidate Ron Frederiks Lindi Quackenbush Ron Frederiks is an ASPRS Certified Photogrammetrist and works for the New York State Department of Transportation (NYSDOT) in Albany, NY. He received a B.S. Letters and Science (Cartography) from the University of Wisconsin Madison and a M.S. Civil and Environmental Engineering (Photogrammetry and Remote Sensing) from the University of Wisconsin Madison. Ron has worked in photogrammetry field for the past 20 years as part of a team that implemented analytical and later digital photogrammetric technologies into the large scale engineering mapping production process at the NYSDOT. He is responsible for all the aerotriangulation at NYSDOT and has implemented CADD based target positioning that allows for GPS assisted target placement in the field, aerial film roll feed scanning, digital control selection, and automated aerotriangulation. He has also implemented the use of airborne GPS at NYSDOT to assist with flight quality assurance and to reduce the amount of survey control needed for aerotriangulation. He has provided presentations on the photogrammetric process, photogrammetric mapping accuracies, roll feed scanning, and New York State coordinate systems among others. He has worked on the State Plane Coordinate Act in the past and is working on Quality Assurance of the Statewide Orthophoto Program. He is currently involved with efforts to implement a statewide system of Continuously Operating Reference Stations (CORS) which when operational will be of great benefit for anyone doing Airborne GPS in New York State in conjunction to any other GPS applications. I have been a member of ASPRS for ten years, joining as a student in 1995, and later transferring to full member status. I followed my desire to become more involved in the leadership of the Central New York Region of ASPRS by becoming Secretary/Treasurer in 2000. I served in that position for four years, and am currently a member of the Region Council. Over recent years, the Region Council has worked toward enhancing the service that the society provides to members, including the development of the now annual Remote Sensing Symposium. I hope to be able to continue the traditions established by our recent leadership and further the growth of the Society by reaching out to new members across all sectors. Mapping science applications continue to increase in prominence throughout a range of areas. We can all benefit by encouraging diversity in the membership of the society. I look forward to seeing such growth. I am on the Faculty of Environmental Resources and Forest Engineering (ERFEG) at the State University of New York College of Environmental Science and Forestry (ESF) in Syracuse. I teach a variety of graduate and undergraduate classes in the mapping sciences including remote sensing, GIS, and surveying. Before joining the ERFEG faculty, I served as the Coordinator of the Affiliated Research Center (ARC) at ESF for almost three years. My position with the ARC at ESF combined administrative activities with technical direction for a variety of remote sensing and spatial information based projects. I earned a Ph.D. in remote sensing at ESF in 2004, having also completed my master’s degree at ESF in 1998. I attained undergraduate degrees in surveying and science from The University of Melbourne, Australia. As a student, I received the CNY Region Student of the Year Award (1995, 1997) and the Robert E. Altenhofen Memorial Scholarship (1997). Why I want to be President … We live in an exciting era. More and better data is becoming available almost daily as the number and quality of data collection platforms increases. Software and hardware are becoming more powerful and easier to use. Discipline boundaries are becoming fuzzier. Within this fast changing world I would like to contribute to the profession by continuing to foster communication, education, collaboration and information sharing among people in the spatial data community and direct my efforts toward this end. I look forward to the challenges that lie ahead for us and working together with people to further our profession. I would be very happy to serve CNY ASPRS as Secretary/Treasurer for another year, and feel I have the skills, experience and support required to be successful in this role. It is my intention to use the best of my abilities to provide CNY ASPRS with the assistance it needs for continuation of its mission.
