President’s Message
National Director’s Report
I have been a member of ASPRS for about ten
years, starting as an avid reader of the Society's
flagship magazine, the PE&RS Journal. Last year I
ran for the Region’s Vice-president under the
encouragement of Ron Fredericks, another Capital
District member practicing at the NYS DOT. I've
participated several years in the annual Remote
Sensing Symposium. I hope to be able to continue
the traditions established by our recent leadership
and further the growth of the Society by reaching
out to new members across all sectors. Mapping
science applications continue to increase in
prominence; of special interest to me is its growth
in the area of water resources. We can all benefit by
encouraging diversity in the membership of the
society. I look forward to seeing such growth.
I am employed by the Institute for the Application
of Geospatial Technologies (IAGT) of Auburn,
having being detailed to the Water Division of the
New York State Department of Environmental
Conservation (NYSDEC) for the length of my
professional practice. This was after years of
academic life as research assistant and assistant
professor at the University at Albany, SUNY and
Spain's Universidad Complutense; in these two
institutions I acquired Master of Science degrees in
Physics and Atmospheric Physics.
At NYSDEC's Division of Water I oversaw the
collaboration with USGS for the 1st collection of
digital photography for the State (1 meter color
infrared circa 1997, do you remember them?). For
the last several years I have been involved in the
collection of terrain elevations using airborne
LiDAR, under the sponsorship of the NYS
Floodplain Mapping Program, the automation of the
floodplain mapping process in the state, and the
building of NYSDEC's Enterprise GIS capabilities.
The GeoEye-1 satellite was successfully launched
on September 6, adding significantly to the data
available to our community. With the launch of
WorldView-1 last September, and the anticipated
launch of WorldView-2 in mid-2009, it is a great
time to be working in remote sensing. Check out the
press releases on the GeoEye website to learn about
a central New York connection to that system.
The 24th Annual New York State GIS Conference
took place in early October in Syracuse, NY. I
hope we all will have a chance to attend and take
advantage of this opportunity to meet people
working locally in our field.
Much further from home, I was sworn in as director
for our region at the May meeting in Portland, OR.
The meeting was well attended, the exhibit area was
very busy, and I heard plenty of positive comments
while in the hall. Portland is a beautiful city with a
great light rail and trolley system for getting around
the area; much of it free. They seem to be leading
the way in their efforts to think green.
Not quite so far from home, I am planning to attend
Pecora 17 in November, in Denver, CO. The theme
this year is “The Future of Land Imaging…Going
Operational” with a special focus on examining
“…the current and future pathways to transition
remote sensing technology and information access
from experimentation and exploration to operational
monitoring of land surface change.” This meeting
should be of great interest given the recent addition
of GeoEye-1 and WorldView-1. Both provide short
revisit times, making them excellent resources for
monitoring change.
GIS Day 2008 is November 19th. Check out their

All my work has been in
close cooperation with a number of Federal
agencies, other NYS agencies, and the Geography
Program of the University at Albany. This last
collaboration has allowed me to continue being part
of the education of graduate and undergraduate
students in the mapping and water sciences,
including remote sensing, GIS, surveying,
hydrology and hydraulics.
My current favorite subject and dedication is the
joining of best practices in water resources
investigations and those in computer sciences, as
represented in the development of the Hydrologic
Information System (HIS) under sponsorship of the
National Science Foundation (http://his.cuahsi.org).
The possibilities that the web's Service Oriented
Architectures bring for the integration of data
collection, storage, publication, distribution and use
in the modeling and management of the complete
water cycle are exciting and far reaching. I will
expand on this subject in the next news letter!

At the beginning of each year, we seek candidates for
the positions of Vice-President and Secretary-Treasurer.
At the Annual Spring Meeting, the Vice-President is
elected into what is essentially a three year term, since
they transition to President and Past-President after
fulfilling their first year in office. The SecretaryTreasurer’s term is a one year term. The National
Director serves for a three year term. John Boland is
currently our National Director and will serve in this
position until February of 2011. He is seeking your
input for the future of the Region.

The ASPRS Foundation has just announced the JOHN
O. BEHRENS Institute for Land Information
MEMORIAL SCHOLARSHIP. The purpose of the
Award is to encourage students/persons who have an
exceptional interest in pursuing scientific research or
education in geospatial science or technology or land
information systems/records to enter a professional field
where they can use the knowledge of this discipline to
excel in their profession. Initially, this annual
scholarship will consist of a certificate and a check in the
amount of $1,000 and a one-year student membership
(new or renewal) in the Society.

This Scholarship is made to an under-graduate student
currently enrolled or intending to enroll in a college or

qualifying graduate and undergraduate students. The

available for distribution. Recently, very few
applications have been submitted for some of the awards

Remote Sensing Symposium
The 7th Annual CNY ASPRS New York State
Remote Sensing Symposium, held last May 19th,
was very successful. This eventful day was hosted
at SUNY-ESF’s newly renovated Baker Lab, and
was attended by over 40 people.
Following the scrumptious dinner in the new
Conference Room, overlooking other ESF facilities
and the Carrier Dome, the CNY ASPRS annual
Meeting was held. The meeting included the
National Director’s report, the Treasurer’s report
and the induction of our new president. Ricardo
Lopez-Torrijos was sworn in by a special oath
administered by Kass Green.
Ricardo then
announced the Student of the Year Award winners.
The Region would like to thank ITT Space Systems
Division for funding the Student of the Year Award
again this year.
ASPRS’s President, Kass Green, started the
afternoon with the workshop, “Detecting and
monitoring land use and land cover change over
time.” After the workshop, Dr. Myrna Hall, Dr. Le
Wang and Dr Eric Greenfield each offered half hour
presentations along the Land Use and Assessment
theme.
The reception was sponsored by ITT Space Systems
Division. This time was spent with discussions
around the numerous student posters and their
research.
The highlight of the evening meeting was Kass
Green informing us about the “Update on ASPRS
Accomplishments and Future Tasks.”
Overall, it was a splendid afternoon and evening.
