Addendum #1 Academic Office Building Project Number: 13-006 Item 1- RFP IV.A.4.e Delete entire paragraph Item 2 – Answers to Submitted Questions Question During the Mandatory Pre-Submittal meeting the topic of “Integrating” a subcontractor as a part of your design-build team was discussed. There seemed to be differing opinions on rather or not this would be allowed under the DB Form of Agreement. Please provide clarification if including a subcontractor as part of the core design-build will be allowed. In this context “Core” means that the subcontractor would be contracted upon award of the Design-Build entity to provide both design and build services. Answer Per the contract, all work is to be competitively bid by a minimum of three pre-qualified sub-contractors. Construction Documents of the various Bid Packages are the basis of the bidding. Subcontractor participation in the design process is encouraged, but cannot be the basis of award. For fee calculation, per the contract Exhibit A matrix, no design fees will be allowed as Cost of Work. Question Please elaborate on the University’s expectations for the programming and design process. Can you clarify how the process will proceed from the Owner’s perspective? What groups on campus will be involved, will there be open user sessions in addition to DRB presentations and review? How will the final users for the building be determined? Will the building committee be authorized to make final decisions on the project or will there be administrative review? Answer UCCS has not yet identified specific departments to occupy this building. A building committee will be convened upon award to participate in the Conceptual Design services required by paragraph 3.2.2 of the contract. No open user sessions are anticipated. Final users for the building will be determined by UCCS administration. The building committee will guide the design process and report to the upper administration through the Executive Director of Facilities Services. Question On page 18, Item 4e you state: Project Context - Renovation and Historic Structures: Renovation of existing buildings presents unique design and construction challenges. Understanding of the unique constraints existing structures present to both design and construction will be an important aspect of the design/build team’s success. Discuss examples of the design and construction team’s approach to enhancing the historic nature of the building while adapting the facilities to achieve current design standards and provide for future flexibility. Since this content does not seem to relate to this specific project, was there another question to be substituted in or should we disregard this question? Answer Disregard this paragraph. Question Since this project is to be submitted via email, what is your size limitation for an attachment of the pdf submittal? Answer Our official limit is 20mb. Question On page 15, Section IV(General Qualifications, 4th paragraph) and page 16, item e (top of page): “UCCS is not asking for a detailed list of Design/Build team’s sub consultants during Step 1 Prequalification Submittal”. However, on page 16 we are asked to “provide a description of D/B services which are anticipated to be subcontracted for, including MBE/WBE D/B qualifications, and indicate how coordination of subcontracted services will be accomplished”. Please clarify. Answer While an official MBE/WBE form does not need to be provided, the University is still interested in MBE/WBE participation for documentation purposes. Providing a list is not a requirement and “if applicable” can be provided. You may use this section to identify how lines of responsibility between the CM/GC, Architect, sub-consultants, and subcontractors will be organized. Question Does the overhead power on the site feed the current building only or does it extend into campus? Answer The overhead power line serves the current building only.
