Biographical Note Leela Mani Paudyal Chief Secretary, Government of Nepal Mr. Leela Mani Paudyal, born at Baletaksar in Gulmi district, is the Chief Secretary of the Government of Nepal since 7 August 2012. He has long years of official work experience in various government offices and committees. He has led Nepalese delegations to different international organizations and has negotiated bilateral investment protection and promotion agreements. He obtained a Master’s in Business Administration from Tribhuvan University in 1989. Mr. Paudyal published Internal Auditing Theory and Practices in the Nepalese Perspective, in 1991, co-authored with Govinda Panta. He is involved in many research works as co-researcher in the fields of Education, Trade, Community Development, Financial Management and Personnel Management. Mr. Paudyal joined Civil Service as Gazetted Third Class Officer. During his civil service career he has served in various capacities in several ministries. After his promotion to Gazetted First Class officer in 1998, Mr. Paudyal served in various capacities, including as Joint Secretary in different ministries of the government and as Consul General for Tibet Autonomous Region of China from November 2003 to July 2007. Following his promotion to the post of secretary, he served in different ministries from 2007 to 2012.
