– Incineration of medical and sanitary waste will be allowed; – All hazardous waste will be disposed of at suitable licensed sites, and all generators of such waste must report on an annual bases to the West Coast District Municipality on the type and extent of such waste and the disposal thereof; A better quality of life for all Summary of Service Backlogs • The extent of services in rural areas still need to be quantified – Water: Backlogs in the Cederberg Municipal Area – Sanitation: Need 1700 ‘outside toilets in Saldanha and in Cederberg need intervention to eradicate ‘bush toilets – Waste: In Bergrivier, Matzikama and Cederberg Solid Waste Site is needed – Electricity: Urban areas almost to full extend provided; consider new housing developments – Housing: In Saldanha 6 approved housing projects and Matzikama, Swartland, Bergrivier and Cederberg large housing backlog A better quality of life for all Growth and Priority Sectors • The West Coast District Economy between 1996-2004 has been generally poor; with nett losses being experienced in all sectors except the following; – Manufacturing – Transport – Social Services – Government A better quality of life for all Growth and Development Summit Identified the following Sectors for the West Coast • • • • • Agriculture Fishing and Aquaculture Women in Construction Tourism Oil and Gas A better quality of life for all West Coast Regional Economic Development Programmes • • • • • • • Infrastructure (Logistics, Telecommunications, and Bulk) Skills Development Strategy Small business development Development of infrastructure for business hubs Business retention and expansion programmes Restructuring and improve competitiveness strategy Growth strategies for existing labour intensive sectors such as tourism, construction/ property development • 2010 Strategy • Trade and Investment Promotion A better quality of life for all Overarching challenges to accelerate shared growth can be identified as follows: • Increasing unemployment and job losses in certain traditional sectors such as agriculture • Future impact of climate change on agriculture is uncertain • Availability of water limits development in parts of District • Slow pace of economic transformation • The High Rate of Illiteracy in the West Coast Region • The Migration of the youth to other areas in search for job opportunities A better quality of life for all Regional infrastructure, Communications and Logistics • The West Coast District Infrastructure Strategy represents clear scenarios in terms of the development of service delivery • The West Coast District Infrastructure Strategy is subdivided into three Functional Areas namely – Urban – Town – Settlements/Rural – The West Coast District to do an updated analysis of the Regions Infrastructure A better quality of life for all A better quality of life for all Regional infrastructure Challenges for the West Coast • Bulk Infrastructure Gaps • Maintenance and upgrade of the West Coast Road Network • Infrastructure for economic growth • The Lack of funding to Investment in hard infrastructure and soft infrastructure • Upkeep of road infrastructure • The need of funding to realise critical infrastructure investment projects A better quality of life for all Spatial Integration • The West Coast District is in support of the National Spatial Development Plan • Through the West Coast Draft Spatial Framework there are clear guidelines as to the investment priorities for towns in the West Coast Region • To invest in human and social capital in areas with few economic opportunities • The West Coast District is in support of the PGDS, NSDP, GDS and REDS which depicts towns and areas where economic growth can occur through investment • The West Coast District furthermore identifies with the Asgisa, Jipsa strategies in terms of harnessing a culture of skills development for the youth, women and other marginalized groups A better quality of life for all Way forward • The West Coast District supports the Cape Town Regional Development Strategy Approach • There need to be a clear mandate emanating from the Cape Town Regional Development Strategy; which will inform the developmental opportunities in the West Coast Region • The West Coast District support the horizontal development approach of learning and the establishment of good working relationships with other municipalities • The West Coast District supports the notion of having a greater understanding of the Regional Economy in the Western Cape. • Develop a shared vision amongst various role players regarding our planning, programs, projects and strategies.
