the National Forests and National Grasslands,
it strives—as directed by Congress—to provide
increasingly greater service to a growing
Nation.

ECOLOGICAL PROCESS AND FUNCTION
Program Manager: Bea Van Horne, Corvallis, Oregon
Phone: (541) 750-7357
E-mail: bvhorne@fs.fed.us
Mission
Advance and communicate knowledge of fundamental ecological
processes and their interactions at multiple scales, and develop
applications of such knowledge that enable improved management
of ecosystems and resources.
About Us
Scientists in the Ecological Process and Function (EPF) Program’s five
teams work from central Alaska to southern Oregon, from the coast to
the interior. We improve understanding of the influences of biophysical
environment and natural and human-caused disturbances on fundamental ecological processes and functions. We also identify, assess,
and determine the causes of changes in ecosystem attributes, processes,
and functions over time.
Research Areas
Our work addresses four key research questions:
• How does the biophysical environment influence the function
and properties of ecosystems, ecological communities, species,
populations, and organisms?
• What are the potential influences of climate change on ecosystem
attributes, patterns, ecological processes, and their interactions?
• How do disturbances influence ecological patterns and processes, and
how do disturbances and ecological processes interact to determine
the overall function, attributes, and dynamics of ecosystems?
• What are the determinants of ecological status and trends of
biota and ecosystems?

FOCUSED SCIENCE DELIVERY

Mission
Develop and communicate science products that synthesize and
integrate existing research knowledge across disciplinary areas
and spatial or temporal scales, to proactively inform policy and
decisionmaking processes.
About Us
The Focused Science Delivery (FSD) Program searches for effective
ways to make scientific information useful to an increasingly information-weary, media-savvy society. We achieve this by developing
and assessing innovative approaches to shaping and sharing information, focusing on long-term collaboration, and continually seeking and addressing critical information gaps. We view practitioner
involvement to be essential to facilitating the use of science in land
management decisions, and pursue client-driven science delivery
processes—from problem framing to synthesis of findings, from
tool development to adoption.
Research Areas
Our work addresses three key issues:
• Improve understanding of the role of environmental assessment
requirements under the National Environmental Policy Act
(NEPA) in Forest Service management.
• Develop landscape models to provide information to support
policy decisions regarding the potential impacts of land
development on important natural resources.
• Conduct analyses of fire hazard reduction programs and deliver
findings on the potential for using biomass from these activities to
sustainably produce electricity and jobs.

Mission
Conduct and communicate research to advance understanding of
relationships among people and forest and rangeland ecosystems. We
examine how the public perceives and values ecological functions,
goods, and services and how these factors influence people’s use and
management of landscapes.
About Us
Our researchers work from Alaska, Washington, and Oregon with the
ultimate goal of improving understanding about the effectiveness,
efficiency, and fairness of government policies, management, decisionmaking processes, and programs. We work toward this goal by helping
policymakers, managers, and the public understand the variety of available
options in the ways we interact with and manage natural resources.
Research Areas
Our work addresses five key issues:
• Improve knowledge of fundamental social and economic
processes and their interactions with the natural environment.
• Examine the roles of policies, programs, and other institutions
in interactions between people and natural resources.
• Describe and analyze the implications of changing demographics,
socioeconomics, and technology on natural resources and their
management.
• Describe the capacity of dynamic landscapes to provide
for evolving human wants and needs.
• Conduct and use integrated multidisciplinary research to support
development of management approaches that account for interactions
among socioeconomic, ecological, and physical factors.

Mission
Increase understanding of terrestrial, aquatic, and riparian ecosystems
and their linkages to inform management and policy options and
develop tools to enhance or maintain the production of desired goods
and services.
About Us
The Land and Watershed Management Program conducts research
in Alaska, Washington, and Oregon. Our work explores important
biological, physical, and social considerations for forest ecosystems
and reflects a strong science-management partnership that is vital
to addressing society’s demands for forest goods and services. Our
research spans a number of science topics, including water, air, and
soil; resource management and use; wildlife and fish; and inventory,
monitoring, and analysis.
Research Areas
Our work explores three research areas:
• Improve knowledge of terrestrial, aquatic, and riparian
ecology and their linkages.
• Develop integrated management alternatives to provide
desired goods and services.
• Create and refine models, databases, and tools to evaluate
management alternatives.

Mission
Improve forest and range ecosystems by developing and applying inventory and monitoring methodology to maintain current comprehensive
inventories and conduct multiscale assessments of the status, trends,
and prospective futures of the region’s ecosystems.
About Us
We have research programs and conduct inventories in Alaska, California, Hawaii, Oregon, Washington, and the Pacific Islands. This program
covers the existing Forest Inventory and Analysis program responsibilities and expands beyond it to include the development of techniques
and the application of inventory and monitoring information to current
and emerging issues.
Research Areas
Our work addresses three key research questions:
• How can we provide decisionmakers with essential information on
the status, extent, and characteristics of forests and rangelands in
the Pacific region and their change over time?
• How can we increase the efficiency and add value to inventory and
monitoring efforts through the development of new tools, techniques,
and methodology?
• How can inventory and monitoring data be used to understand the
effects of human use, climate, and natural disturbances on forest
and rangeland condition?

THREAT CHARACTERIZATION AND MANAGEMENT
Program Manager: Marcia Patton-Mallory, Seattle, Washington
Phone: (206) 732-7846
E-mail: mpattonmallory@fs.fed.us
Mission
Generate knowledge about the nature, causes, and consequences of
large, rapid, or significant changes to ecosystems that potentially
threaten societal values. We will use our knowledge to develop and
deliver innovative and effective strategies, methods, and tools so
people can plan, manage, or mitigate changes and their causes and
consequences.
About Us
Program researchers are based in Alaska, Washington, and Oregon
and work to understand how disturbance processes are initiated and
progress, what thresholds are associated with ecological consequence,
and how human perception of disturbance and ecological consequence
affects acceptability.
Research Areas
On work focuses on five questions:
• How do we characterize and measure the cause, occurrence,
extent, and consequences of threatening conditions and people’s
perceptions of them?
• How do ecological or social processes interact across multiple
temporal and spatial scales to create potential threats?
• What thresholds exist in ecosystem dynamics; what are the biological,
physical, and social consequences of crossing these thresholds;
and how do people perceive and respond to disturbances that are
approaching or have crossed their biological or physical thresholds?
• How are ecological patterns and processes managed to reduce the
probability, magnitude, and consequences of a threat?
• What is the range of possible future conditions, and what are the
uncertainties and tradeoffs associated with them?

Mission
Generate and integrate knowledge and information to provide
credible prediction, early detection, and quantitative assessment
of environmental threats in the Western United States.
About Us
The Western Wildland Environmental Threat Assessment Center
(WWETAC) is in Prineville, Oregon, colocated with the Ochoco
National Forest headquarters. A unit of the Pacific Northwest
Research Station, WWETAC was created to predict, detect, and
assess existing and potential environmental threats to western
wildlands. This includes forest threats such as invasive plants, the
appearance of invasive insect threats, potential insect outbreaks,
and the appearance of new pathogens.
The Objectives of WWETAC
• Evaluate the effects and consequences of multiple, interacting
stresses on western wildland health.
• Increase knowledge of the risks, uncertainties, and benefits of
multiple environmental stresses on western ecological conditions
and socioeconomic values.
• Provide science-based decision-support tools for policy
formulation and land management in the Western United States.
• Provide land managers with credible predictions of potential
severe disturbances in the West with sufficient warning for
managers to take preventive actions.
