Regulations R.878
1) The reasons for the proposal to grant a long term right to use, control or manage the relevant
capital asset: To enable the establishment in Atlantis Industrial area of a Green Technology
Manufacturing cluster and to enable development on City-owned land in respect of the
manufacture and supply of utility-scale renewable energy to the national grid;
2) Any expected benefits to the municipality that may result from the granting of the right: Green
Technology Manufacturing would lead to substantial economic investment estimated at R3,125
billion and the creation of some 2200 employment opportunities, some of which may locate within
the Atlantis area.
3) Any expected proceeds to be received by the municipality from the granting of the right: The receipt
of market-related rentals as well as rates and taxes to be charged on the leased properties.
4) Any expected gain or loss that will be realised or incurred by the municipality arising from the
granting of the right: The effective utilisation of serviced industrial land in Atlantis, the
establishment of the Western Cape as a leading supplier for the country of renewable energy and
the securing of significant economic investment into a community much in need of such
investment.

The City of Cape Town Council has authorised a public participation process in respect of the
establishment of a Green Technology Manufacturing Cluster on City land in Atlantis Industria, Western
Cape. The City is accordingly considering the lease of the following City owned land or portions thereof
for periods of up to ten (10) years at market-related rentals by negotiation following a public invitation
for applications to manufacturers/ developers who qualify in terms of approved Green Technology
Manufacturing criteria, with the option that land can be purchased after five (5) years at market-related
prices to be determined at the time of purchase. Rentals will escalate on an annual basis at a marketrelated rate for the first five (5) years whereafter a new valuation will be undertaken to determine the
rental for the next five (5) years.
