ISSUE In accordance with the School Boundary Review Procedures Manual (320‐A), Report #2 is to provide: a) Alternative Scenarios to address the accommodation issues; b) Staff analysis of the alternative Scenarios developed; c) A list of recommended options including justification for the recommendations; d) The proposed timeline for implementation of the boundary changes; and e) A communication plan. RECOMMENDATION 1. THAT memo PLN: 13‐29 entitled “Ponsonby PS Boundary Review – Report #2” be received. RATIONALE See the attached report “Ponsonby PS Boundary Review – Report #2”. PONSONBY PS BOUNDARY REVIEW REPORT #2 Presented to the Business Operations Committee Upper Grand District School Board November 12, 2013 1 1.0 INTRODUCTION The Board approved the initiation of the Ponsonby PS boundary review on September 24, 2013. In accordance with Policy #320 School Boundary Review, the Staff Committee has considered the goals, objectives and constraints of the review which were contained in Report #1 and discussed possible school boundary Scenarios. The Staff Committee has also made a link available on the Board’s website to receive correspondence from the public. The Goals, Objectives and Constraints for this review are: Goals 1. Create a viable boundary or grade structure for Ponsonby PS and Elora PS. Objectives 1. Develop attendance areas or grade structures for Ponsonby PS and Elora PS. 2. Alleviate the overcapacity pressure projected at Ponsonby PS. 3. Minimize the impact on students where transitions are proposed. Constraints 1. There are restrictions to the number of portables that can be accommodated at Ponsonby PS. 2.0 ENROLMENT BACKGROUND 2.1 Ponsonby PS The current On the Ground (OTG) capacity of Ponsonby PS is 190 pupil places. Ponsonby PS received a renovation of two existing classrooms into two purpose built Full Day Kindergarten (FDK) rooms prior to the start of its FDK program in September 2012. Ponsonby PS does not currently have portables on site. A noted constraint at Ponsonby PS is the limit to the number of portables that can be accommodated due to current electrical and septic system capacity limitations. The community of South Ridge, a residential development located south of the Grand River on the west side of Elora, is part of the Ponsonby PS attendance area. Growth in this community is contributing to the projected enrolment increase at Ponsonby PS. South Ridge has approximately 116 units remaining un‐ built. The total enrolment at Ponsonby PS as of the beginning of September 2013 was 157 students. Chart 1 indicates both the historical and projected enrolment growth at Ponsonby PS assuming Status Quo. It also shows the change in the school’s capacity as a result of the facility upgrades to accommodate FDK in 2012. 2 Chart 1 – Ponsonby PS Historical and Projected Status Quo Enrolment Start of FDK Ponsonby PS 250 200 150 Enrolment 100 OTG 50 0 Elora PS 2.2 Elora PS received its FDK program in September 2013. Elora PS accommodates JK‐6 students from within Elora, as well as Grades 7 and 8 students who graduate from Ponsonby PS, Salem PS and Alma PS. The current OTG capacity of Elora PS is 475 pupil places. The OTG capacity at Elora PS does not include any portable capacity as portables are considered temporary facilities. Currently, there are two portables on site at Elora PS. One portable is in use, and one portable is decommissioned. The enrolment at Elora PS at the beginning of September was 456 students. Chart 2 illustrates both the historical and projected enrolment growth at Elora PS assuming Status Quo. Recently, Staff have been made aware of a potential new residential development in Elora consisting of 350 single family units and beginning as early as 2015. This would add approximately 6 new students per year to Elora PS. While applications have not yet been filed for this development, it is prudent to consider its impact on the enrolment. Chart 2 ‐ Elora PS Historical and Projected Status Quo Enrolment 600 Start of FDK Elora PS 500 400 300 Enrolment 200 OTG 100 0 3 3.0 BOUNDARY SCENARIO Shortlisted Scenarios 3.1 Since the presentation of Report #1 (PLN: 13‐24) on September 10, 2013, the Boundary Review Committee has met on two occasions and has been engaged in discussion and Scenario development. The committee discussions considered a total of six scenario options and concluded that there were two viable scenarios to be included in Report #2 and presented to the public. Scenario 1 proposes a grade shift between Ponsonby PS and Elora PS, and Scenario 2 proposes a boundary change between Ponsonby PS and Elora PS. 3.2 Scenario 1 ‐ Staff’s Preferred Scenario In Scenario 1, a grade shift from Ponsonby PS to Elora PS is proposed. In this Scenario Ponsonby PS becomes a JK‐5 school, with students continuing to Elora PS for Grade 6. Grade 6 students currently graduate to Elora PS for Grade 7. In this Scenario, the direction in which the students graduate to is maintained, however they would attend Elora PS one year earlier. Scenario 1 keeps the cohorts intact, by maintaining the current attendance area boundaries at both schools, with an expanded Grade 6 boundary for Elora PS. The maps for Scenario 1 are located in Appendix A, Maps 1‐4 Table 1 and Charts 3 and 4 illustrate the projected enrolments of Ponsonby PS and Elora PS for Scenario 1. The Boundary Review Committee believes that Scenario 1 provides the required enrolment relief to Ponsonby PS, while also maintaining friendships and easing the transition to a new school by keeping the cohort intact. Leadership opportunities for Grade 5 students at Ponsonby PS are also preserved in this Scenario. While Scenario 1 provides the required relief to Ponsonby PS, it should be noted that enrolment at Elora PS will surpass its OTG capacity by 2017, should new development build out as anticipated. Staff will need to monitor the progress of this development closely over the coming years. 3.3 Scenario 2 Scenario 2 reflects a boundary change between Ponsonby PS and Elora PS. In Scenario 2, the Hill Street area (west of Bridge Street and the South Ridge subdivision) is reassigned from Ponsonby PS to Elora PS. 12 students resided in this area in the 2012/13 school year. In Scenario 2, all students who reside within the reassigned area will attend Elora PS, instead of Ponsonby PS. The maps for Scenario 2 are located in Appendix A, Maps 5‐7 Table 2 and Charts 5 and 6 illustrate the projected enrolments of Ponsonby PS and Elora PS in Scenario 2. Scenario 2 does not provide as much relief to Ponsonby PS as offered by Scenario 1. Scenario 2 will see Ponsonby PS require one to two portables by 2019. As was previously noted, electrical and septic capacity constraints at Ponsonby PS remain an important consideration. 4.0 IMPLEMENTATION TIMELINES Ponsonby PS is expected to begin experiencing enrolment pressures by 2015. As such, the Committee is recommending that any grade level or attendance area changes become effective September 2015. Parent/Guardian feedback will be obtained at the Public Information Session regarding Scenario preference and implementation considerations. 6 5.0 TRANSPORTATION CONSIDERATIONS In Scenario 1, Ponsonby PS students who are eligible will be bussed to Elora PS for Grade 6 as they would be for Grades 7 and 8. In Scenario 2, students in the reassigned area who are eligible will be bussed to Elora PS. A more complete analysis of transportation eligibility will be completed by Service de transport de Wellington‐Dufferin Student Transportation Services (STWDSTS) prior to the 15/16 school year, once a Scenario is confirmed by the Board. 6.0 COMMUNICATION PLAN This Communication Plan focuses on giving the public an opportunity to be fully informed of the Scenarios, and to continue to provide input to the Staff Committee. Report #2 will be posted on the Board’s website on November 8, 2013 Report #2 will be presented to the Business Operations Committee on November 12, 2013. A Public Information Session will be held in the gymnasium at Ponsonby PS on November 14, 2013 from 7:00‐9:00pm. A letter will be sent home to parents and guardians of Ponsonby PS and Elora PS students, informing them of the release of Report #2 and to solicit attendance at the Public Information Session. The letter will also be shared with the Township of Centre Wellington. Newspaper ads for the Public Information Session will be developed and booked. A media release will be sent to local newspapers, radio stations and TV stations. Web pages in the Planning Department section of the Board website will be updated and will include links to the report, letters and other documents as required. Information on delegation opportunities will be included with a link to the web page outlining delegation requirements. The Boundary Review web page is promoted on the home page of the Board’s website, and the home pages of Ponsonby PS and Elora PS, with links to the Planning Department web pages. The Planning Department web page includes a form that gives community members the opportunity to sign up and receive email alerts when significant new content is added to the site. The submission form for receiving community input is included on the website with the response deadline (December 1, 2013). o This feedback will be shared on the website without attribution. Due to time constraints and staff resources, individual responses cannot be provided. This information will be posted with the form. A PDF version of the comment form, which can be printed and dropped off at Ponsonby PS, Elora PS or the Board office will be available. 7 The Public Information Session will provide another vehicle for communication to the community, and an opportunity for the public to provide comments (comment sheets), and discuss the Scenarios with staff and the local trustee.
